Inmates could trade private keys back and forth on physical paper.

The keys can be loaded from the outside and value created by the inmate could easily transfer out of prison. (ex. giving prison tattoos, sexual favors (gross), selling drugs, murder for hire etc...) Micro transactions with keys that have low denoms might be very useful in a prison economy and hey this will be all off chain, so no bloat!

Plus i doubt any correctional officer will be able to tell what he's looking at on the piece of paper.

Keys could be read over the phone. Etc...

Americas prison population is roughly 3 million.

This post is partly facetious, but partly it's not.

As a former prison guard, I could see this working. They already get cell phones smuggled in, and a digital wallet on a working cell phone would turn an inmate into a bank. The barter system in place now is efficient enough to work for most transactions, but obviously the scale is limited to amounts under 100 bucks usually (inmate runs out of room to store physical product). Give them crypto and the potential for massive payments for gang hits, sex trade, and coordinating outside illicit activity skyrockets. It's not neccesary, nor even ideal, but it is a legitimate possibility.
