I have an idea. How about that reddit create's a bot support. Because automod just doesn't cut it. The things a bot can do are way more complex, so why don't we take the way you can create a automod and mix it with the complexity of a bot? Like a wiki where you can create a bot that reddit will host for that subreddit. Each subbreddit gets one bot, and need to ask if they want more than one. Maybe even create a easy interface to create how the bot works?

I know this isn't 1 2 3, but maybe something to look at?
