Yup. But any miner or group of miners could force a fee increase also by simply refusing to process any transaction with less than some fee F, and announcing it. That would mean that transactions paying less than F would have a longer expected time to confirmation. Depending on the hashpower that the miner or cartel controls, and on how many users would rather pay F than suffer the longer wait, the manoeuver can be profitable for the miner doing that, and also for all other miners. (I posted the math not long ago, but I cannot find it now...)

The main problem for right now is the more you make it unusable the lower your block reward is. Since the block reward makes up 99% of your revenue you should do everything you can to keep that up.

After the halving this becomes a much better trick to earn revenue.
