Didn't watch the video, were they using racial slurs and was the crime motivated by the race of the victim? If not then it's not a hate crime. It's hard to show motivation for a hate crime sometimes (even if that is the case).

It's easy to show motivation for a hate crime. If the perp is white and the victim is a minority, it's a hate crime. If the perp is a minority and the victim is white, it's not a hate crime and how dare you even think race had anything to do with it, you racist.

It's Cincinnati. I'm not surprised. There are many cities in the Midwest that I will not go into anymore. Detroit, flint, Gary, Cleveland, St Louis-especially East St Louis. It's a shame but it's not worth it how dangerous these cities have become.
