not enough players from ranks 1-8, probably at a time when there weren't too many people queueing at the same time.

When the first people were hitting legend, they were doing so by playing against a lot of rank 5-8 people.

Rank 8 is probably top 0.5% of the ladder currently so it's not that weird. He was the closest player to the legend 8 guys MMR during its search anyway.
