A link to the actual study in question. The neurological effect they're talking about may be related to PTSD, since it affects the way that people recall emotional events, but there's no indication of any kind that it has to do with empathy (the authors never use the word once).
The OP in question is a blatant white supremacist (see his brave comments on whites being smarter than blacks) whose turnons include race-baiting and whose turnoffs include "black guys".

I don't know if there's a name for it, but this post uses a classic strategy for misrepresenting scientific findings: first, take the major finding of the study and distort it by using terminology that is scientifically vague but which people will readily (mis)understand. Second, place another vaguely related statement next to it which is intended to lead the reader to one inexorable conclusion. Importantly, you don't make the claim yourself ("Genes caused the Rwandan genocide!"), you leave that part unspoken so that the reader can draw the inference themselves and feel smart for seeing the connection.
Happily the good mods of /r/science have removed the submission, but let this be a reminder that you should never believe a title, especially when it's written by someone other than the actual researchers themselves.
