The shield is an American symbol-- not sure what else there is to it.

36 was the number of states in December 1864-- after the secession of West Virginia and the entrance of Nevada into the Union.

I thought the union Always considered the Confederate States to be legally still part of the union, and that they never removed those stars from their flags.

To answer my own question - yes, west Virginia and Nevada were the 35th and 36th states. West Virginia seceded from the Confederate Virginia to become the 35th state.

And yes, you are correct. Since the prevailing opinion of the federal government was that secession was illegal and treasonous, the south was never actually its own country, just a bunch of states in open rebellion.
