I think it's certainly a possibility, one that will no doubt only be answered upon the game's release, however.

Yes. For the time at least, my worries are lessened slightly by this.

No problem :p, I think this idea is really interesting and if it's true it could make for some interesting dialogue. No doubt increasing the replayability of Fallout 4 as a whole.

Also it would give both voice actors additional range, by acting clueless about most things.

I hope that a Cha/Int character doesn't sound like a complete doofus.

The voice acting tends to sway my gender decision. The male voice actor for Shepherd in Mass effect simply could not pass as a renegade. The woman, though, sounded completely convincing when delivering one liners after shooting someone mid-conversation.

Think you just nailed why I had less of a problem playing a Renegade femShep than a male one; Hale's voice lent itself better to Renegade than Meer's.

I'm definitely looking forward to seeing how the different SPECIAL scores lend itself to dialogue, whether there will be unique ones based on those stats or if it just naturally comes across in the inflection/tone.

Considering the work they already went through to record the dialogue, I think it's really unlikely there are going to be a whole bunch of special low INT dialogue options. Even NV only had a scattering of them.

Plus, you start off with a lot fewer SPECIAL points in this game, so having high intelligence will be harder.

Not harder, but min-maxing is far more encouraged, which I actually welcome.

Todd did go into a little more detail after the demo about the voice acting and well, it's a butt ton. I don't see how they couldn't have at least considered it; if they really wanted to bring a voiced protagonist to this series they would've wanted to make it worthwhile and not just something to drag down every other aspect of the game.

They could have considered it. But I would much rather have them put work into a wide variety of dialogue reflecting roleplay decisions - if you want to make your character good/evil, calm/crazy - rather than the gimmick of saying stupid things.

When I point out the character sounding noticeably dumb with 3 INT, I'm not talking about some stupid gimmick. If that's what's going on there, that points toward a more complex dialogue system than it appears to be in the demo.

If low intelligence was affecting the dialogue, that could imply that there are actually more than 4 options in quest situations, but they are then narrowed down to 4 specific ones in regard to your character's stats. That would be much better than what it looks like as of now.

Let's hope they really put thought into this, and didn't introduce voice actors to mc without a purpose.

good/evil

Have you played Fallout???

I hope so. Even if poor replies and hashtag prompts could be caused by, well, simply bad writing.

they're not gonna do it; Bethesda has never been as interested in "minority content" as other RPG developers and it's prohibitively expensive to rerecord dialogue for choices so few players are going to see. (not to reopen an already swarming can of worms but this is another reason why I think a voiced protag is a mistake.)
