Looks like they heated it up with a torch, possibly to loosen the bolt. I seriously doubt it was caused by current.

Distribution electrician here. I have seen glowing connections like this and know other guys who have as well. Pass enough current through enough resistance and it's entirely possible.

That said, I am pretty sure that isn't what is happening here: For the primary current path to be through the nut that would also mean that same current was flowing through the much thinner washer, which would accordingly be glowing even brighter than the more massive bolt and nut. Not only isn't it, but also missing are any signs of spot heating along the edges of the wire lug where it makes intermittent contact with the bus due to an obviously poor connection.

TL;DR: While possible, I agree this looks bogus.

Metal doesnt turn translucent red. Whatever that nut is made of, it isn't metal and it probably isnt even electrocuted.

Edit: used the wrong word. My point is this is fake. Go ahead and downvote, though, everyone who's never worked with hot metal in their lives.

Thought you would want to know that I agree with you. In all my time, I've never seen steel look like that. I'd go out on a limb and say this was the work of someone practicing with Photoshop, hell, I've made pics like this before in order to practice.
