Maybe you should set your browser to ask you what to do with incoming files instead of having it automatically download? Just a thought.

Also, one wouldn't need you to download a file to put malware on your machine haha. Just assume everything about you is already known man, go from there because there's a very good chance it already is.

No, that's a good thought. I was actually on my tablet at the time I clicked the link, which doesn't have the ability in native Samsung browser that I've found, to ask what to do before downloading the file.

That's not what bothers me actually. If they truly have the capabilities which Edward Pysop Snowden leaked, then you're right, they know everything already. I just think linking to a file on the NSA website in this particular sub without giving any warning, is terrible idea. OP should have least alerted to the fact that the link was to a downloadable file, or better yet, linked to a cached version, or copied and pasted the text from the file into the post itself.

Anything that you receive from another server is downloaded to your computer. It's just a question of whether it goes in a temporary files directory or somewhere else.

PUBLIC INFO, as in information which we readily put on our website for the public to be able to view.

So again, what does it matter that this link is to a publicly available file on the NSA website, a website that exists purely because of our tax money which funds their organization?
