You sure like drama. Why didn't you just call and send certified letters to the appropriate city departments for the illegal building that is happening? It's really not your place to get into someone's face and be the block boss when it's more than a minor neighbor issue like barking dogs or a tree over the fence line. Non-permit construction is potentially dangerous due to utility and drainage side effects, etc.
