Yeah this is fake.

Astley Construction, while it is a real company, is based in New Zealand. I'm sure whoever put that sign there, is some troll referencing the ubiquitous internet meme of Rick Astley's Never Gonna Give You Up.

I hope I'm wrong, but I'm almost certain it's totally fake.
