ダーイシュ（イスラム国）の"生みの親"は、ブッシュ前大統領なのか？

過激派組織ダーイシュ（イスラム国）台頭の原因をめぐり、共和党の大統領候補ジェブ・ブッシュ元フロリダ州知事と、兄でイラク戦争を主導したジョージ・W・ブッシュ前大統領が批判にさらされている。

オバマ大統領の外交政策を「弱腰」と批判するジェブ・ブッシュ氏が、「兄のジョージ・W・ブッシュ前大統領のせいでイラクは混乱し、ダーイシュが生まれたのだ」と返り討ちに遭っている。当のジョージ・W・ブッシュ前大統領は批判に対して直接的に反論していない。
　
　
■ ブッシュ前大統領の弟、大学生に詰められる「あなたの兄がイスラム国を生んだ」

5月13日、ジェブ・ブッシュ氏に対し、ある大学生がダーイシュ台頭の責任は彼の兄、ジョージ・W・ブッシュ元大統領にあると激しく非難した。

ニューヨーク・タイムズによると、2人の舌戦はネバダ州リノで開かれた対話集会で起こった。19歳のネバダ大学生アイビー・ズィードリッヒさんは、集会でのジェブ・ブッシュ氏のコメントに対して発言した。ブッシュ氏は、オバマ政権の弱腰の外交政策が、中東でダーイシュとも呼ばれるテロリスト集団が台頭する原因となったと述べた。

これに対してズィードリッヒさんは、批判されるべきはオバマ大統領ではなく、前任者のジョージ・W・ブッシュ大統領がイラク軍を解体したせいで、ダーイシュが生まれる可能性を作ったのだと反論した。

「あなたの兄がダーイシュを生み出したんだ」

ニューヨーク・タイムズによると、激しい言葉の応酬が交わされたという。ズィードリッヒさんはブッシュ氏を「国粋主義的なレトリックを並べ立て、私たちをさらなる戦争に巻き込もうとしている」と非難し、ブッシュ前大統領の下、アメリカは中東で何年もの間「無意味な戦争を行い、アメリカ例外主義の理念の下に若いアメリカ人たちを死なせたのだ」と指摘した。

ジェブ・ブッシュ氏はイラク戦争を擁護する形で「我々がイラクを離れた時、治安は保たれていました。アルカイダは壊滅したんです」と答えた。「それまでの治安体制は脆弱なシステムだったんです。宗派間の対立をなくすために作られたものだったのでしょうが」

■ ブッシュ前大統領はダーイシュの生みの親なのか？　

ズィードリッヒさんの言い分は、見た目以上に説得力がある。アメリカがイラクに侵攻していなければ、この地域の歴史が違う展開を見せていたのは確かだろう。だが、彼女の指摘から考えてみると、ブッシュ政権の決断がダーイッシュの台頭につながったとも言える。最も注目すべきなのは、ブッシュ政権が広く議論の的となったスンニ派排除の政策を行ったことだ。これは、サダム・フセイン元大統領時代のスンニ派元与党、バース党の体制に関わっていた者は、たとえ最下級の官僚であっても、その大半が新体制の下で政府に参加できなかった。ドイツの「シュピーゲル」誌は4月、ダーイッシュの指導者で、ダーイッシュのインフラを整備したハッジ・バクル氏に関連する資料を掲載した。

「シュピーゲル」誌は、バクル氏がダーイシュを発見するまでの道のりについて説明している。

2010年、バクル氏とイラクの元情報部員数人のグループが、後に「カリフ」となるアブバクル・バグダディ容疑者をダーイシュの正式なリーダーにした。彼らはその理由として、教養のある聖職者でもあるバグダディ師が、グループに宗教的な裏付けをもたらすと述べた。
イラクのジャーナリスト、ヒシャム・ハシミ氏は「バクル氏は国粋主義者でした。イスラム主義者ではなかった」と述べている。元キャリア官僚だったバクル氏は、従兄弟と共にバグダッド郊外のハバニヤ空軍基地に駐留していた。ハシミ氏は、バクル氏のことを「サミール大佐」と呼ぶ。「彼はとても知性的で、優秀な軍事戦略家でした」。しかし、当時の連合暫定統治局の責任者だったポール・ブレマー氏が2003年5月に軍解体の命令を下し、彼は不本意ながら解雇されたという。
スンニ派将校エリートの大多数が、サインひとつで生活の糧を奪われた。そうした中で、アメリカは最も敵意に満ち、優れた知性を持った敵を生み出した。バクル氏は地下活動に入り、イラク西部のアンバル県でアブ・ムサブ・ザルカウィ容疑者と出会った。ヨルダン生まれのザルカウィ容疑者は、アフガニスタンで国際テロリストを養成する訓練キャンプを運営していた。2003年から、国連、アメリカ軍、シーア派のムスリムを攻撃するテロリストグループの指導者として世界的に悪名を轟かせることになった。彼は元アルカイダの指導者オサマ・ビンラディン容疑者からみても、急進的な人物だった。ザルカウィ容疑者は2006年、アメリカ軍の空爆で死亡している。

ジェブ・ブッシュ氏は、彼の兄が主導したイラク戦争など、物議を醸した外交政策と自分の政策の違いがあることを示そうと苦慮していた。5月11日、もし現状が分かっていたらジョージ・W・ブッシュ前大統領は戦争の遂行を認めたかという質問について、「そうしただろう」と答えた。彼は後に「質問を聞き違えた」と述べ、発言を撤回して明確な回答を避け、「間違いがあった」と発言した。13日の集会では、戦争についての話は「あくまで仮の話」と前置きし、それ以上の回答を避け、「たくさんの犠牲をはらった多くの人々に対するひどい仕打ちだ」と述べた。

ジェブ・ブッシュ氏は2月に「奴らを抑えこみ、縛り上げて叩き潰せ」と述べるなど、ダーイシュに対するタカ派的発言を繰り返しており、過激派グループとの戦闘を積極的に仕掛けないオバマ大統領を繰り返し批判している。
　
　
■ 兄のジョージ・W・ブッシュ前大統領は言及避ける　「礼拝するか否かは、政府の決めることではない」

一方で、批判にさらされたジョージ・W・ブッシュ前大統領は16日、サザン・メソジスト大学で行われた卒業式の訓示で、宗教の自由を擁護した。2009年に大統領を退任してから、初めて行った訓示だった。批判に対する直接的な言及はなかった。

「慈悲深い神がいらっしゃるが故に、希望を持つことができます。この言葉に同意するか否かは、あなたが選択すべきことです。政府が決めるべきことではありません」とジョージ・W・ブッシュ氏は語り、喝采を浴びた。「誰を礼拝するのか、どのように礼拝するのか、あるいはまったく礼拝しないのかを決定する自由、これらが建国の基本的信条であることを思い起こすことは、わが国の将来にとって最も重要なことです」

ジョージ・W・ブッシュ氏の訓示は、妻のローラ・ブッシュ氏が理事を務めるジョージ・W・ブッシュライブラリーで行われた。

5月16日の訓示で、第43代大統領のブッシュ氏は、将来について楽観していると語った。

「アメリカの全盛期は過ぎた、と言う人がいます。しかし、あなた方のような新しくて輝かしい世代を含んだわが国の力を考えると、決して暗い日々ではなく、素晴らしい日々だと言いたいのです」と、前大統領は語った。

ジョージ・W・ブッシュ氏は、エール大学を平均C+の成績で卒業したが、自分の平凡な学業成績を冗談の種にし、卒業生に対し、成績によって自己限定すべきではないとも語った。

「今日の午後、大きな栄誉や様々な賞を持って卒業される方々には、よくやったと申し上げます。そして、成績がCの方々に対しては、あなたも大統領になれる、と申し上げたい」と、ジョージ・W・ブッシュ氏は語った。


