It's saving them to use for nesting material. Both males and females do this.

All the sites I've read say only the females do it but both my males did it as well.

In many species female birds look at the tail feather to determine quality of male. In a lab, males with a very long augmented tail feather, much longer than any that would naturally occur had much greater breeding success than his natural male competitors. I don't think we can rule out that this may also be used to supplement courting for male birds.

Source: helped have and raise hand feed love birds. Helped as in helped the mom and dad love birds. Love birds should really be hand feed and raised because they can become very hateful of humans if not.

I took care of a love bird (like the one in the video) who did this. She would spend several minutes stripping paper and putting it in her tail, only to fly away and have all the paper fall out. She'd then just start all over again. We had to hide all our books because she would do this with any bit of paper she could find.

We only watched her for two weeks, but we were finding bits of paper all over our apartment for the next 6 months, up until we moved out of that apartment.

It was crazy, because the strips were all cut perfectly straight, the edges jagged with little cusps from the curvature of her beak. She used the paper to make her tail look nice, but she also used the strips to make nests/borrows at the bottom of her cage.

Well, then she was terrible at transporting it, because the paper she stuck in her tail never made it to her cage. She used the paper I put in her cage to make her nests. I know this because I put newspaper in her cage, and it was around Christmas, so all the paper she put in her tail was holiday wrapping paper. None of that was ever in her cage. Also, when out of her cage, she seemed to favor highly colored paper rather than white, or black and white. I could be wrong in that she didn't care, but that was my observation.

Additionally, she would try to prance around and flair her tail with the colored paper in it. This, of course, only helped the paper fall out more easily when she did try to fly with it :(

She was a pretty cool bird, regardless of why she put paper in her tail :)

These birds are assholes. Somehow they are thriving in the Phoenix area and the ones in my part of the city are total assholes to the other birds. And they are loud and obnoxious. My friends bird does this to build nests. He has to keep all his paper in bookshelves because if the bird is roaming free in the house, it will destroy any paper it finds to build the nest in its cage. He literally was able to use the excuse my bird ate my homework before because he left it out on the counter.

If a bird is bred with another breed that does not perform this behavior, the offspring will not be able to do this properly. Some might only be able to shred material, some might put the wrong items in their feathers, stuff like that.
