Well, technically it isn't in the Constitution but the Supreme Court has recognized it as a fundamental right to vote that is protected by strict scrutiny, with a few exceptions. See Harper v. Virginia State Board of Elections, Kramer v. Union Free School District No. 15, and Crawford v. Marion County Election Board (the photo ID case in question).

Voting is absolutely a right protected by the constitution. It is talked about extensively in the articles, then the 12th amendment talks about specific voting representation when electing the president. There are also several other amendments that further expand the right to vote.
