Depends on what month they were born in. If they were born in, let's say, November, then they won't hit their 31st birthday until November, meaning they're still 30.

lol, if I am 31 and born in '83, anyone with my birthday born in '84 is only 30.

Basicly, only those born on today's date (month and day) or before in 1984 is 31.

Edit: and I know we are talking about 1984, if you read back, I was the one that made the 31 and 1984 connection.
