There is probably a set of words in French that can be arranged to sound like a phase in Chinese. If I gave you some examples would you think that that is racist against french people?
I'll admit that there are people who discriminate against Chinese people, but I don't think that this would be offensive.

No need for insults. Also, maybe I don't find it offensive is because I've heard a lot of jokes like this from various kinds of people all through out my life, and none of those jokes was ever laid out in a mean-spirited fashion. Not only jokes poking fun at Chinese language(s), but also my own.

Still, it's not racist. It's, well, "linguist" although that word already means something else.
The Chinese language(s) have nothing to do with Chinese race. In fact if you tie the language to the race, that's racist.
Do you think Mario is racist because he goes around saying "Mamma mia!" and "Let's-a go!"? It's poking fun at common traits of Italian-speakers who learn English.

Someone who speaks Chinese is not necessarily of Chinese descent and someone who is of Chinese descent does not necessarily speak Chinese. Chinese race =/= Chinese language. Therefore it's not racist to make fun of the Chinese language.
Same goes for Mario. I bet it would be very difficult to find an Italian who is actually offended by it, just how it would be difficult to find a Chinese person who is actually offended by this "ching-chong" stuff.
Is this offensive? Because it's the same thing except it's Italians making fun of English. I'm a native English speaker and I couldn't be less offended by it. I find it amusing. Because the English language isn't a race.

You sound insane. Your logic can only really apply to synthetic languages like Esperanto, as they are completely removed from any cultural context. Saying that other people picked it up later does not invalidate its origins in a certain part of the world.
You have absolutely no evidence that nobody is offended by caricatures. You're just saying that it's fine with no context.
And there are two problems with your example: 1) white people tend to assume that they are the 'default', and thus don't think of it as a race, and 2) THE ENGLISH LANGUAGE IS SEVERAL RACES (Most of them germanic). English language is the absolute worst example to use in this context.

So the Chinese scenario is offensive because Chinese is spoken mostly only by actual Chinese people?
English is spoken mostly by caucasians. Therefore it should definitely be just as politically incorrect to make fun of the English language, by your logic.
I'd just like to know what exactly makes it racist to make fun of Chinese but OK to make fun of English, when neither thing being made fun of is a race.

No it isn't. It's spoken by several races. Language does not equal race. They tend to go somewhat together, but they are distinct concepts. Making fun of a language is exactly that: it only makes fun of the language. You can't label it as racism when nobody is talking about race.
If the poster contained racial slurs or caricature drawings of Chinese people, yeah, I'd understand how that would be racist.
And you know, maybe there are people who know actual Chinese who are offended by this poster, just how there could be Italian speakers who are offended by Mario. But that still doesn't make it racism, since it does not deal with race.
