If public parking is public, why must individuals shovel the snow out? Shouldn't that be the government's job?

When cars are parked all along the street, snow plows can get to the snow in the middle of the road, but generally end up boxing in the parked cars with snow, so you have to take a shovel to all the snow around your car.

City does major streets before side streets. It might take a while for side ones to get plowed. I don't condone dibs

You're more than welcome to leave your car buried until the snow melts. No one is forcing you to drive.
