Anyway, regarding the utility of IQ tests: They actually don't quite measure intelligence, but rather tend to measure mental capacity at the time regarding signals processing, memory, and speed¹ . These are things that can vary from hour-to-hour² , day-to-day and can be grotesquely affected by poverty^{3, 4} .

What's more, Richard Nisbett points out that the differences in IQ scores between ethnic groups disappear when factoring into account socioeconomic conditions^{5, 6} .

If it seems like "blacks aren't as intelligent", it might not be because of any genetic component, but externalities, some of which have been continually put upon black people in the United States over the years⁷ . Indeed, if you're going to pull up the Bell Curve argument, most of their findings seem prone to being affected by the Flynn Effect--that is to say, as conditions improve for that ethnicity, their scores rise dramatically over each generation⁸ ; an example could be seen in earlier American immigration policies, which favored Northern Europeans who scored higher on IQ tests over Southern and Eastern Europeans, or now, where favoring skilled (and wealthier) immigrants from East and South Asian is placing a positive skew on Asian scores, whereas those who are still struggling to rebuild after becoming refugees (Hmong) or those countries who do not have an academically-focused middle class tend to do more poorly on IQ tests.
