正直、ちゃんと読んでなかったのですがちょっと気になる書き方がされてたので先頭のサマリだけ読んでみました。

The Oculus VR Rift SDK may not be used to interface with unapproved commercial virtual reality mobile or non-mobile products or hardware.
Oculus VR Rift SDKはOculus VR社に未承認の商用目的でのモバイル・非モバイル関わらず、製品やハードウェアに使ってはいけない。（SDKをOculus VR社の知らない他のハードに無断で使うなよ、ということだと思う。ただ、commercialってわざわざ書いてあるので、Riftと連携して素晴らしいものを作りたい！みたいな試作を変に止めるつもりはないよ、というニュアンスだと思います。）
わざわざこのHuman-Readable Summaryが増えたってことは何かあったのですかね。
