I'd probably be fine with it for a few minutes, like to take a picture, for instance, but then I have the ability to take it off, just like this dog was. Dogs are able to take care of themselves for a degree. If I throw a towel over my dog's head, he shakes it off. If I cover his eyes with his ears, he just wags his tail. He has a limit to what he will tolerate and what he won't, just as I'm sure this dog does.

Plus OP said this picture was taken in Minnesota, so I highly doubt the dog was overheating.
