I'm not sure how to tell you this politely, but... I'm afraid neither of those are true. Please, let me explain:

There are far more games for the PC compared to consoles. Sure, a lot of them are indie, but even without them there would be far more PC games.

There are currently 388 games on PS4, 14 of which are free to play (source). Now, counting PC games is tricky because the PC has been going for over 20 years, so let's only count games on Steam, which was released in 2003 but the vast majority of games have been released in the last few years. There are "over 3,700" games on steam at the moment (source).

So in fact there are almost ten times the amount of games on Steam than PS4. I couldn't find any data for the number of free-to-play games, but I'd imagine it's also considerably more, seeing as the top two most played games on Steam are F2P (DotA 2 and TF2).

Ok, so about the more expensive part. Please have a look at these guides on /r/PCMasterRace. And remember, that doesn't include the money you save with cheaper games and not having to pay for online.
