in tic-tac-toe whoever just moved either has the same number of moves as the other player (if they went second), or one more (if they went first). tldr: pandamite1 is correct

Forget about strategy, just count the Os and Xs.

Say O goes first: O X O X O X O - There would not be an O after the X because X had just won. The game would have been over at that point.

Say X goes first: X O X O X O O - In this scenario O would have not only gone after X already won, but gone twice in a row.

Neither scenario makes sense.
