Thoorin said this in defense of him calling Curse "worse than death" back in week 4/5 of the LCS, Dom called him an idiot for accusing him of being toxic without knowing the full story so Thoorin told him he was done. So Dom is basically throwing Thoorin's logic back at him by telling him that he was "just kidding" and that Thoorin should allow Dom to decide his own intent.

Earlier Thoorin argues that people get mad making assumptions about what he means, and he should be able to somehow control the "intent" of his text, Dominate is cleverly throwing this back in his face when he gets mad about being called an idiot, because in theory Dominate did not "intend" for it to be taken as an insult.

Thus making Thoorin out to be a hypocrite, who gets offended by his own interpretation of a comment rather than the authors intent, but expects everyone else to only respond to his intent, and not their own interpretations.
