Ok but I wasn't talking about you, I was talking about Western and Middle Eastern cultures overall, both of which contain an enormous number of people who did have a religious upbringing - including the leadership of many of the countries involved.

Syria is also right next door and no one seems to give a shit

Syria is in the news all the time and when the civil war first started it was dominating the major headlines in all kinds of mainstream news sources. Israel gets more coverage however because of the US' relationship with Israel and the special symbolic importance of the country, which is not nearly as true of Syria.

Also, Israel is an issue that allows more people to "pick a side", most people in the west are either pro-Palestine or pro-Israel. However with Syria, there are many many people especially in the West who dislike both sides, which means there are less back and forth arguments, less controversy, less clicks.

Protocol I

As of June 2013, it had been ratified by 174 states,[1] with the United States, Israel, Iran, Pakistan, India, and Turkey being notable exceptions.

This is, for example, the provision that forbids "indiscriminate attacks on civilian populations, and destruction of food, water, and other materials needed for survival. Indiscriminate attacks include directly attacking civilian (non-military) targets, but also using technology such as biological weapons, nuclear weapons and land mines, whose scope of destruction cannot be limited."

Mind you, this only applies to international conflicts, which is of course slippery in Israel's case since neither Gaza nor the West Bank are really nations.

Protocol II:

As of April 2013, the Protocol had been ratified by 167 countries, with the United States, Turkey, Israel, Iran, Pakistan, and Iraq being notable exceptions. However, the United States, Iran, and Pakistan signed it on 12 December 1977 with the intention of ratifying it.[1]

This one applies to internal conflicts, so that provision above applies either way. Except of course Israel (like the US) didn't ratify either.

You'll be relieved to know they did ratify Protocol III, which allows medical personnel to display the Red Crystal in addition to the Red Cross and Red Crescent.
