I can help explain:

In this case, a girl was photographed on a public beach.

In the other case, a country's government was systematically spying on its citizens in total breach of its own laws.

So yes, there are probably a handful of redditors that feel differently about those two circumstances.

It is legal, but still pretty fucking creepy.

The person zoomed in through the bushes on two girls sitting by themselves and took pictures of them without their knowledge.

But because they're famous it's okay.

If this had happened to any other people, we'd think it's creepy as hell.

It's not technically illegal to go to a beach and start taking pictures of all the girls laying out in their bikinis and stuff, but not being illegal doesn't mean it isn't weird as fuck to do.

It'd be one thing if they had known he was doing it, or if they hadn't thought they were alone, or if he wasn't in the bushes, or if these topless pics were released with her knowledge. But that's not what happened.

Common decency != Illegality

If these were non famous girls, this would just be some pervert taking pics of girls in the bushes.

Sure they had no legal expectation of privacy being out in public like that, but comon it's just weird.

So we went to the Colorado river over the 4th of July and I took some shots from the boat with my TelePhoto Lens of some hot chicks on the beach as we were floating down the river. well to be fair, regular peoples privacy being violated is a much newer concept than celebrities privacy being violated. Also, people always care more about themselves than anyone else so knowing that people are spying on you bothers you much more than knowing that people are spying on others.

Big freaking difference between some NSA asshole spying on innocent men, women and children who have done nothing wrong and some female celeb taking her tits out in a public space where everyone in the vicinity can see them.
