Shouting: Much Weaker and heavily restricted to Nords.

Why is this restricted to Nords?

Well the only reason any of the other races we played as in Skyrim could shout was because they were dragonborn, who has the soul of a dragon.

It's stated that only Nords can learn to shout with dedication and patience.

I don't know where you saw that stated, but it's false. Shouting is not something restricted to the Nords just like swinging a sword isn't restricted to the Redguards/Yokudans. It's Tonal magic, anyone with the talent, ability and patience can learn it; it's just much harder for those who aren't Dragonborn. Take the Yokudan Sword-Singers or Bosmeri "singing" for example. It doesn't make sense for Shouting to be restricted to Nords, they were taught how to use it by Paarthurnax, he didn't come down and "give them" the ability to Shout
