Incentivizing people to purchase "clean" cars is the reason - not priority.

Just like the reason that the government offers rebates on them, or the carpool lanes are available to alternative fuel cars.

What I want to know is what is classified as a "clean air vehicle"...

Is it ZEV? PZEV? SULEV?

I don't disagree with you, but if it's private property, they can do what they want.
The funny thing is is that when I go to places like Target they do have compact spots, usually closest to the front of the store, but they're so big that any car can fit. I drive a Toyota Sienna van and never have a problem parking in most "compact" spots.

It's amusing what they think constitutes a parking spot. Even my tiny Honda Fit barely fits between the lines. I guess maybe they're trying to average out the spaces at places like Target.

No, I'm in the North Bay. I'm not saying everywhere the spots are big, just in some places. I rarely choose a compact spot anyway. I'm overweight, so I try always to park far away from the entrance. Unless the compact spot is in the shade. I'll probably take a shady spot over a far spot.

Don't worry, your "fancy hybrid" may not get 60 mpg, but it will pollute a lot less than a motorcycle. See my post above about it.
