If you want to attack ISIS, then congress must issue a declaration of war.

ISIS isn't a nation. Yet.

Doesn't matter. Combat powers are the duty of the congress.

War Powers do not prevent initial action against the enemy.

Are you referring to the war powers act? If so, that was done in WWII and in my opinion, has not been applicable since then. It's been used to keep us in a state of constant war. I am of the opinion that if you want to bomb someone, the congress must authorize it. The only reason the congress is saying "Well Obama has the power to bomb under the war powers act" is because they're cowards who don't want to vote on it. When the Syria situation was put up to a vote, they cowered, which was the right thing to do. This war does not involve us. It is a sectarian war.

Well, sometimes an individual needs to make the call, not Congress. I'm not opposed to that. Of course, you're only going to get as good of an individual as the voters elect.

Why should an individual need to make the call? I don't understand that. Something as important as killing people in another country should be left up to the people of the assaulting country, not just the president. The way we do that is through our elected representatives. Can you present me for a rationale for the decision solely laying with the president in a situation like we're in? What advantage does it have over the congress authorizing offensive strikes with a vote?

Why should an individual need to make the call?

Because the president is in charge of conducting foreign policy and Congress declaring war.

That's what I said...so if you want to bomb (bombing is a hostile action, do you agree?) you must get authorization from the body which gives it. Congress. Bombing is an act of war.

Negative. Dropping a few bombs doesn't necessarily equal war.
