I can't really disagree with what the guy said that they have to enforce rules equally (equality under the law).

the ordinance is not about how or where to store books. The books are not relevant.

The city bans buildings that aren't attached to someone's home.

Can you point to the constitutional amendment barring such a law? It's perfectly constitutionally permissible to disallow unapproved detached structures. It's called zoning.
