NOTE: my "godphone" is basically two (rusty) tin cans and a string so any "dialogue" from loki is practically guaranteed to be interpreted feelings/sensations (however! i have a pendulum now which makes it FAR easier to communicate with him)

That’s the million dollar question. I don’t think there is, really, a sure fire way to begin. I kickstarted my working with Loki by accidentally asking him for a flash blizzard, and then he pestered me until I admitted it. Other people I know have sought him out particularly, or been directed to work with him at the request of other deities.
I think if you were going to start from scratch, then you couldn’t go wrong with putting out an offering for him and letting him know that you were interested. If he is, he’ll probably give you some sort of sign. I tend to go for coffee, no milk, too much sugar. Other people like cinnamon, whiskey, dark chocolate, chilli… In my experience he likes bitter and strong tastes.
And jelly beans.(Beware when leaving food offerings not to let them go mouldy, but also not to insult a deity by removing them too early - best to ask them.)Also for what it’s worth, I don’t think gender of deities is necessarily a limiting factor in who you work with unless you choose to make it one, but for the sake of Loki, he’s changed his sex in more than one of the Norse mythological stories, so… that’s a thing.
First time I officially contacted him/invited him in I literally just said something along the lines of “hey you’re welcome here anytime you wanna drop by”. It worked. :p
As for offerings (this is of course only my experience/upg) here are some things he’s liked and/or requested:
Chuao Firecracker chocolate bar
Candied ginger
Muffins
Hot Tamales candy
Whatchamacallit chocolate bar (he says that’s his favorite)
Jelly Bellys (although I asked if he likes licorice and he said no, so I try to pick those ones out. I did miss one once but he didn’t seem to mind.)
Ghirardelli dark and sea-salt caramel bar (he hadn’t had salted caramel before, he said, so I told him I’d share my next bar with him. He liked it)
Starbucks white chocolate mocha frappuccino with caramel, toffee nut, and classic syrups, and a caramel pecan sticky bun (this was a request. all communication on my part is done with a pendulum which can only do yes or no answers so this one took a while before i narrowed it down)

…anyway yeah also I basically just share whatever I’m eating with him. If it’s something that can be separated (e.g. a sandwich) then I eat half and he gets the other half, and I ask him with the pendulum after a few minutes if he’s done. If he says yes I ask if I can eat it and he hasn’t said no yet, as far as I can remember. He seems to really love my french toast and my hot chocolate (“is it the cinnamon? it’s the cinnamon, isn’t it?” “yes.”)
