First of all, you don't know that.
As far as you know, this guy is stationed as an engineer or something, and barely leaves the base, hell, he could be the medical whateveritscalled or another position that doesn't directly go into frontlines or whatever.

Secondly, he is doing his job.
if you want to be mad, then be mad about the people calling the shots, not the people risking their lives, whether they listen or not.
