No, pretentiousness would be more along the lines of, "You think that's pho? I guess you wouldn't know better." That guy is not being pretentious. He's being accurate. Pho is a soup. It's like making a sandwich of bread and tomatoes and basil and calling it a tomato bisque sandwich: it makes no sense.
