I'm not sure that "Riding with the flow of traffic" means what you think it means. I would interpret it as not riding against the flow of traffic; or going the right way.

I'm am more sure it doesn't mean cyclists have to ride at the speed limit because following that, your reference states:

Motorists should look at cyclists as slow-moving vehicles. Minnesota Driving Rules require that motorists pass cyclists with "in no case less than three feet clearance, . . . and shall maintain clearance until safely past the overtaken bicycle . . . "
