ロシアのプーチン大統領は3月1日、ロシア議会の臨時会議を招集し、親ロシア政権が崩壊したウクライナで軍事行動を展開するため、ロシア軍の投入を承認するように求めた。議会は数時間のうちに上院・下院ともに全会一致で承認した。ウクライナ南部のクリミア半島を中心にロシアの軍事介入が本格化する見込みだ。

プーチン氏は上院に対して「ウクライナで起きている異常事態で、ロシア国民や(クリミア半島の)クリミア自治共和国に駐留しているロシア軍人の生命が脅かされている」と説明し、自国民保護を軍事介入の理由に挙げた。介入の期限は「ウクライナの社会政治情勢が正常化するまで」としている。

クリミア自治共和国では2月27日、武装部隊が占拠した議会で首相が解任され、親ロシア政党のアクショノフ氏が新首相に就任した。同共和国はウクライナ新政権の統治が及ばない事実上の分離独立地域になりつつある。ロシア軍は既にウクライナのクリミア自治共和国の一部の施設を占拠しているという。ブルームバーグが報じた。

■オバマ大統領「代償を伴う」と警告

一方、アメリカのオバマ大統領はロシアの軍事介入を強く非難した。MSN産経ニュースが伝えている。

オバマ米大統領は2月28日、ホワイトハウスでウクライナ情勢について声明を発表し、ロシアに対して「ウクライナに対するいかなる軍事介入も代償を伴う」と警告した。オバマ氏は、ウクライナ国内でロシア軍が活動していると報じられていることに「深い懸念」を表明。ウクライナの主権と領土的統一の侵害は極めて撹乱的な行為で、ウクライナやロシア、欧州の利益に反し、国際法にも違反すると強調した。

オバマ大統領の姿勢にロシア側は反発を強めている。ロシアのインタファクス通信によると、ロシア連邦会議のユーリー・ヴォロビヨフ上院副議長は、アメリカからロシア大使を召還するよう呼びかけた。

ヴォロビヨフ上院副議長はさらに「オバマ大統領のこうした発言は直接的な脅威であり、越えてはならない一線を越えてしまった。オバマ氏はロシア国民を侮辱したのだ」と述べ、こうした状況ではアメリカからロシア大使を召還せざるを得ないという認識を示した。

ウクライナのアレクサンドル・トゥルチノフ大統領代行は、ロシアの軍事介入決定を受けて治安当局者たちによる緊急会合を招集した。

オバマ大統領が、ロシア軍の介入には「代償が伴う」という警告を発したにも関わらず、ウクライナには6000人の兵力が投入されると伝えられている。オバマ大統領はプーチン大統領に対して、6月にソチで行わわれるG8サミットの参加を中止する旨を伝えたという。


■クリミアのロシア系住民は歓喜

クリミアの現地のレポートによると、多数を占めるロシア系住民からは歓喜をもって迎えられているという。クリミアで行われているウクライナへの抗議デモでは、参加者が口々にロシア国旗を掲げてウクライナ新政府を打倒せよという声を挙げているとAP通信が伝えている

■なぜロシアはクリミア半島に軍事介入するのか?

なぜウクライナのクリミアでロシア系住民が多数を占めているのか。クリミアは黒海に突出した半島で、歴史的にも軍事的な要衝としてたびたび紛争の舞台となっている。

13世紀、モンゴル帝国によるロシア東欧遠征でキプチャク・ハン国が成立した後(タタールのくびき)、15世紀にはタタール人によるクリミア・ハン国が成立。その後オスマントルコの保護国となった。1783年にロシア領に編入されたが、1853〜56年にはクリミアを主戦場としてロシアとイギリス・フランス・サルデーニャ(イタリアのトリノを首都とした王国)・オスマントルコの連合国の間で「クリミア戦争」が起きている。

1944年にナチス・ドイツとの協力を理由に旧ソ連が1944年にタタール人を追放。1945年2月には、クリミア半島の保養地ヤルタで第二次世界大戦の戦後処理を話し合う「ヤルタ会談」が行われた時は、ソ連邦のロシア領だった。

1954年、ソ連のフルシチョフ政権によって、クリミアはウクライナへ帰属替えされたが、現在もクリミアの人口の約6割をロシア系が占める。また、ソ連崩壊後も軍港セバストポリに2017年までロシア黒海艦隊が駐留することになっている。セバストポリ以外のクリミア半島を占めるクリミア自治共和国は、1992年のソ連崩壊時にウクライナからの独立を宣言。ロシアも独立を支持したが、国際社会の反発で支援を取りやめている。

ロシアのクリミア軍事介入にはこうした複雑な歴史的背景がある。クリミア半島をめぐって、アメリカ-ロシア間の緊張が極度に高まっている。
