北朝鮮に中古タイヤを不正輸出したとして北海道苫小牧市の輸出会社会長らが逮捕された事件で、福岡県警などの合同捜査本部は２９日、外為法違反（無承認輸出）容疑で、福岡市博多区の貿易会社「サンセイ興産」社長で韓国籍の李正弘容疑者（７１）＝同県新宮町上府＝を逮捕した。「（中国の）大連までは出した。その後は知らない」と否認している。
逮捕容疑は、２０１１年３月中旬、経済産業相の承認を受けずに、苫小牧港から中国・大連港を経由して中古タイヤ約１０４０本（輸出申告価格約９１万円）を北朝鮮に輸出した疑い。
日本政府は０９年６月から、北朝鮮への輸出を全面禁止する経済制裁を行っている。
