[Ito Mamoru, professor of media and cultural studies at Waseda University]: Around March 15th or 16th the central government directly asked Fukushima City if they wanted to evacuate the population of 400,000. The city refused, but the media decided not to report this because they thought it would cause panic. The government once considered extending the evacuation zone as far as Fukushima City. Then later, when the 20 millisieverts issue rose (the government upped the annual limit of “acceptable” radiation limits in schools from 1 – 20 MSv) they didn’t evacuate young children who should most definitely have been taken out of Fukushima and Koriyama cities.

That will be 400,000 less people to become cleanup workers at Daiichi. Can't work when you are sick.
They could have repopulated and rebuilt destroyed cities or some other creative venture to relocate families.
At least they asked leaders to evacuate, that is the important thing (sigh). To much trouble to run from invisible death. Almost have to give credit to the Russians for how they handled Chernobyl…almost.

It's hard to hear that your lives as you've known them are over. But my God, leaving them there to be nuked was ALWAYS the worst option.

The forced evacuation of the Homeland of Japan was always the best option after 3/11, IMHO. Now, the world will witness the slow motion destruction of an entire people.

This was not the decision of the Japanese alone. It was all the world's governments combined. Not one national government – anywhere – condemned the lack of actions after 3/11, or have lodged protests on the world stage regarding the continued fallout their populations are receiving.

I would suspect the reaction would be much the same here..
Denial and worries about property/wealth and lack of access to future incomes would create unhealthy decisions…
I wonder, how many of the decision makers families remained in the area???? I would guess, those who could afford to leave left… Even after, in effect, ordering those with less wealth have to stay…
Remember, the leadership in capitalist countries – local to national – always represent those of wealthy/propertied first (and often exclusively in times of stress or threat of change…)
It is racist to say, the Japanese are behaving differently than other peoples would have given a similar situation… Their behavior is typical and to be expected given the exploitative form of government and institutions they employ there…
