The FCC’s internet (IP) video guidelines regarding captioning start September 30, 2013. If you are broadcasting prerecorded programming on TV with closed captions and are then repurposing that same video for the internet (your website, Hulu, YouTube, Streaming Faith, among others), you are required by the FCC to provide captioning. If you are broadcasting LIVE or near LIVE or are editing the content (not just a commercial), then you get a reprieve until next year when you will need to provide captioning for your Internet (IP) delivered program.
