I don't think this has anything to do with DNS, and has more to do with determining which country an IP address range belongs to. To determine the country, simply search the forums for "address country" or something similar, as this question has been answered lots of times previously. With that information, it shouldn't be too hard to determine timezones.

Actually, I'm told that you can pretty much narrow it down to the city/zip code for Canada/US/Mexico, so you shouldn't have too much trouble determining the time zone from this info.
