Basilan cop, 2 others held for arms dealing in Maguindanao
Operating units of the Criminal Investigation and Detection Group (CIDG) have arrested a policeman assigned in Sulu province and two former members of Moro Islamic Liberation Front (MILF) in Datu Odin Sinsuat, Maguindanao for dealing an array of military-grade weapons including 50 caliber sniper rifle and rocket-propelled grenades (RPG).
CIDG chief, Police Director Samuel D Pagdilao Jr., said the recent seizure of high-powered firearms in Maguindanao is part of the aggressive effort of the CIDG to preempt partisan armed groups from acquiring loose firearms and other instruments of violence as the country brace for possible election-related violence relative to 2013 midterm elections.
In his report to Pagdilao, CIDG Autonomous Region in Muslim Mindanao chief, Police Superintendent Leo E. Quevedo identified the suspect as Police Officer 1 Julkifli Gandilan Taraji, 43, a former Moro National Liberation Front (MNLF) who was integrated to the police service, Sampang Abdulrajak and Sahara Abas, all residents of Panamao, Sulu province.
The three suspects were arrested after they were tagged by Zainodin Antao alias Buding, an ex-MILF turned gun runner, who was wounded last Friday following a brief gun battle with CIDG-men who were running after a Cotabato City-based gun running syndicate.
Buding, after he was arrested, told CIDG investigators that a group of Tausug from Sulu have landed in Zamboanga City and were heading towards Datu Sinsuat, Maguindanao on board a Ford F150 pickup loaded with military-grade weapons.
Buding also told CIDG investigators that the suspects, who belong to a breakaway group of MILF in Sulu, were about to meet their arms buyer, a certain Rambo Doe, the husband of Sahara Abas, in Barangay Semba, Datu Sinsuat, Maguindanao. Buding added that the group is involved in dealing arms stolen from the weapons cache of MILF in Sulu.
Around 6:10 p.m. Tuesday night, CIDG operatives led by Police Senior Inspector Melecio Mina raided the house of Doe by virtue of a search warrant issued by the 12th Judicial Region.
The raid yielded three .50 caliber sniper rifles, one M60 machine gun, three rocket-propelled grenade (RPG) rounds and propellants, a hand grenade, a .45 caliber pistol, and sixteen rounds of caliber 7.62 ammunition.
The suspects were brought to CIDG regional office in Cotabato City while cases of violation of illegal possession of firearms and ammunition will be filed against them. The CIDG will also recommend the filing of administrative charges against PO1 Taraji for his involvement in the group. |

2 Koreans nabbed for rape of 2 Japanese in Cebu City
Two Korean nationals were arrested by Criminal Investigation and Detection Group (CIDG) operatives in a hot pursuit operation in Cebu City after they allegedly raped two Japanese women last Saturday.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested suspects as Carl Park, 21, a native of Gangwondo, South Korea and temporarily residing at Ibabao, Agus, Lapu-Lapu City, Cebuand Jong Duk Lee, 34, a native of Segi Dong, Mung Gu, South Korea and temporarily residing in Phase I, Block I, Lot 104, Collinwood, Lapu-Lapu City.

The victims were identified only as certain Maki, 20, and Akira, 20, both Japanese National. Both victims were temporarily residing at Dady’s Cesa Romero, Ibabao, Agus, Lapu-Lapu City, Cebu when the rape happened.
Region 7 CIDG chief, Police Senior Superintendent Jose Pante said that last Saturday, June 23, 2012 at around 6 o’ clock in the morning, the two victims personally appeared to the CIDG office in Cebu to file rape complaints against the two Koreans.
Investigation disclosed that the Japanese victims met Park and Lee last Friday around 3:30 in the afternoon in front of their rented apartment.
The victims told CIDG investigators that they became friends with the two suspects and exchanged each other’s phone numbers.
The suspects afterwards invited them for a dinner in SM City Cebu which both victims agreed, and thereafter they proceed to Mountain View in Brgy. Busay, Cebu City where they had a drinking session.
After consuming two bottles of Tequila, the suspects drove them to Juliana Bar in Mango Square along Gen. Maxilom Avenue, Cebu City and offered them bottles of beer.
It was after the two victims have consumed few bottles of beer that they felt dizzy and suspects brought them to Queensland Motel in Lapu-Lapu City. It was there that both victims were sexually abused by the suspects.
Around 9:30 AM of Saturday, after the two victims have filed their complaints, joint elements of CIDG Cebu and Community Investigative Support (CIS) volunteers conducted hot-pursuit operation in Sunny Hills Subdivision, Talamban, Cebu resulted in the arrest of Park.
At about 6:30 PM of same date, Lee was arrested while visiting Park at the CIDG detention cell after he was positively identified by the victims as the same person who raped them.

Ex-cop turned crime gang leader fall to CIDG in Cebu City
A discharged policeman turned leader of an illegal drugs and Akyat-Bahay syndicate in Cebu City was arrested by Criminal Investigation and Detection Group (CIDG) operatives last weekend for murder.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested as Ex-PO1 Alejandro Desuyo II, 37, of Lopes Extension, Balaga Drive, Brgy. Labangon, Cebu City.
Pagdilao said around 9:30 PM of June 22, Friday, elements of Metro Cebu CIDG and Community Investigative Support (CIS) volunteers have arrested the wanted ex-policeman after a long chase from a dimly lighted alley to the suspect’s shanty.
Desuyo was arrested by virtue of a warrant for murder issued by Iligan City Regional Trial Court.
Region 7 CIDG chief, Police Senior Superintendent Jose Pante said the fugitive ex-cop was a former member of Cebu City Police Office. Following his involvement in illegal drugs and illegal gambling activities, Desuyo was transferred to Region 11 where he went on AWOL and was eventually dismissed from the service.
Pante said that on December 2, 2011, Desuyo was charged with murder for the killing of Renato Banios Estano in Iligan City, Lanao Del Norte.
The ex-cop went to Barangay Labangon in Cebu City after the killing of Estano and formed Desuyo Katropa Gang.
Desuyo’s group is involved in drug pushing, snatching and burglary and their modus operandi is to disguise as pedicab drivers to penetrate subdivisions and look for target houses which occupants were out for weekend vacation. The group was also tagged in drug pushing activities, especially in selling illegal drugs to students and taxi drivers in Cebu City.
The CIDG is still hot on the trail of the other seven members of Desuyo Gang, identified as Tonying Bako, Lino Gestosa, Mario Kimay, Allan Palos, a certain Bading, Lisardo and Asite. |

CIDG arrests ASG sub-commander tagged in Sobero beheading
Joint operating units from the Criminal Investigation and Detection Group (CIDG) and Intelligence Unit of the Armed Forces have arrested yesterday afternoon in downtown Zamboanga City a sub-commander of the terrorist Abu Sayyaf Group (ASG) tagged in the beheading of an American hostage in 2001 and in the recruitment of Muslim youth into the terrorist group.
In his report to CIDG Director, Police Director Samuel D Pagdilao Jr., Region 9 CIDG chief, Police Senior Superintendent Edgardo Danao identified the suspect as Alawie Pasihul alias. Ustadz Asman, 42, a resident of Campo Islam, Zamboanga City.
Pasihul was arrested around 3:30 PM yesterday at the intersection of Sevilla and Saragoza Streets, Plaza Pershing, downtown Zamboanga City by virtue of a warrant for kidnapping and serious illegal detention.
Pagdilao said that Pasihul is involved in the kidnapping of 51 people composed of public school teachers, a priest and school children at Tumahubong, Sumisip, Basilan Province, beheading of kidnapped victim Guillermo Sobero in 2001 and in the 2002 Cabatangan siege at Zamboanga City.
Pasihul is a known follower of the late ASG leader Abdurajak Janjalani and presently involved in recruiting Muslim youths for membership with ASG-AWLIYAH Group, based in Sulu Province, known for having ferociously attacked Sulu based Philippine Marines soldiers.
Seized from Pasihul is an MNLF identification card under the name of BGen Habib Alawie Pasihul and a china mobile phone which is undergoing examination at the CIDG's digital forensic laboratory. |

Leader of gun-for-hire gang falls to CIDG after an encounter
An ex-rebel turned leader of a gun-for-hire group wanted for a double murder was wounded and arrested after a brief encounter with joint elements of Criminal Investigation and Detection Group (CIDG) and Naval Intelligence Security Unit yesterday in Bagua 2, Cotabato City.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested as Zainodin Antao alias Buding, 33, the number 2 most wanted in Cotabato City and the leader of a group of former Moro Islamic Liberation Front (MILF) rebels who are now engaged in gun-for-hire, robbery hold-up and land grabbing activities.
Police Superintendent Leo Quevedo, chief of the CIDG in Autonomous Region of Muslim Mindanao (ARMM), said that around 9:45 AM yesterday, joint operating units went to a farm lot in Bagua 2, Cotabato City to arrest Buding who has a warrant for double murder and attempted murder issued by Executive Judge Bansawan Z. Ibrahim of RTC 12th Judicial Region, Branch 14.
Aside from Buding, the CIDG were also running after the other members of the group, namely Abel Antao, Habir Bansil, Jun Balang, Abrudin Antao, and Andit Doe. Three of them were with Buding when the CIDG raiding team arrived at a farm lot, Bagua 2, Cotabato City where the encounter happened.
Quevedo said that Buding and his group are being tracked by the CIDG particularly for their involvement in a land dispute case in 2009 that resulted in the killing of members of Macarido family in Cotabato City whose properties the suspects have reportedly land grabbed.
Quevedo said that prior to the encounter, the raiding teams had a short briefing at the Marine Detachment, Old City Hall, Cotabato City where they found out that Buding and his five companions, including a certain Joco and Bulldog, were armed with two M14 Rifles, two M16 Rifles, one Bar Rifle and several pistols. They are known to be notorious criminals in Cotabato City.
When the raiding party arrived at Bagua 2, Buding, who was seen standing near the house, sensed the coming law enforcers and alarmed his other companions about the presence of the by firing at the approaching raiding team.
A gun battle ensued between the suspects and the raiding team wherein Buding was forced to give up after his other companion abandoned him at the middle of the firefight and scampered to different direction.
Buding who was wounded in his abdomen was brought to Cotabato Medical Specialist Hospital for initial medication and was later transferred to Cotabato Regional and Medical Center where he has been confined up to now.
Recovered from his possession was a Caliber 45 pistol loaded with five rounds of ammunition. |

CIDG opens digital forensic lab in Cebu; Kicks-off countdown to CIS National Summit
The Criminal Investigation and Detection Group (CIDG) this afternoon will formally switched-on to full operation its Regional Digital Forensic Laboratory and Cyber Training Laboratory in Cebu City which is expected to modernize the capability of the CIDG to investigate internet related crimes and boost government’s drive against cyber criminality.
CIDG chief, Police Director Samuel D. Pagdilao Jr., thanked Cebu Governor Gwendolyn Garcia for the funding of the building that now house the Cyber Training Lab the Regional Digital Forensic Laboratory. He also thanked the Department of State of the US, which provided the laboratory with some P2-million worth of digital forensic equipment and software through a grant program via the Anti-Terrorism Assistance Program (ATAP).
Pagdilao said this program on expanding the capability of the CIDG on addressing cyber crime is also meant to help other law enforcement units and investigative agencies handling cases involving cyber prostitution, internet fraud and illegal online gambling but have no digital forensic capabilities, especially as the country looks forward to the passage and implementation of the Philippine anti-cyber crime law.
The opening of the CIDG's digital forensic lab will also coincide with the launching of the 2 months countdown to the first national summit of the Community Investigative Support (CIS), the CIDG's nationwide network of anti-crime civilian volunteers with 15 thousand strong members, which will be held on August 18, 2012 at the Cebu International Convention Center (CICC). The CIS is a legitimate non-government organization registered at the Security and Exchange Commission (SEC).
Pagdilao said the kick-off for the CIS national summit will commence the 2 month long awareness drive required to promote the said activities to the public as well as to ensure the maximum participation of CIS members from different parts of the country.
The theme for the National Summit, “Sa Pakikipaglaban sa Krimen: Komunidad Ko, Responsibilidad Ko”, speaks well of the positive attitude the CIS members have embraced with regard to empowering the community for them to do their part in fighting criminality as partners of the police.
Pagdilao said the National Summit of the CIS aims to unite all regional and provincial chapters of CIS in a single event that will also serve as a venue for both the CIDG and the CIS to formulate a joint program that will sustain the CIDG’s gains in its campaign against wanted persons, loose firearms and organized crime groups in the years ahead.
The highlights of the event will be the awarding of most productive regional and provincial chapter of CIS. The criteria for the awarding is not limited to the quantity of accomplishment that the CIDG has met with the help of their respective CIS members but also for the other efforts of the CIS to promote public health, environmental protection, community leadership and economic development.
The national summmit will also be attended by national and local government officials, civic and religious leaders whose support have inspired the CIS to further government development program tied up with CIDG's anti-crime drive. President Benigno “Noynoy” S. Aquino III was also invited to be the guest of honor and speaker for the event. |

Suspect in the killing of CIDG informant arrested in Nueva Ecija
Joint elements of Criminal Investigation and Detection Group (CIDG) and Community Investigative Support (CIS) volunteers arrested yesterday an elusive fugitive who shot to death a CIDG informant in Urdaneta City last year.
CIDG chief, Police Director Samuel D Pagdilao Jr., identified the arrested wanted person as Amir A. Badron, 27, of Brgy. Camantiles, Urdaneta City, Pangasinan. Badron is listed as Number 3 in the Top 10 Most Wanted Person in the Municipality of Urdaneta City, Pangasinan.
Pagdilao said that Badron was arrested yesterday around 8:00 AM in San Jose City, Nueva Ecija by virtue of a warrant issued by Judge Gonzalo P. Marata of RTC, FJR, Br 47, Urdaneta City, Pangasinan.
Region 1 CIDG chief, Police Senior Superintendent Ferdinand Divina disclosed that the suspect, sometime last May 2011, shot and killed Dante Rosal who was a civilian informant of Urdaneta City CIDG with the use of caliber .45 pistol. However, before the victim died, he was able to execute dying declaration pointing to Badron as the one who shot him.
Accused was able to elude several attempts by law enforcers to arrest him as he was moving from one place to another and using different fictitious names.
Recently, through the efforts of CIS members in Urdaneta City, Badron was sighted in San Jose City, Nueva Ecija engaging in illegal drug activities thereat.
Divina said that after a long search on the whereabouts of the Badron, the CIDG last Tuesday got a good lead when it received a report that the suspect was arrested for illegal drugs offense last May 10, 2012 by Lupao police in Nueva Ecija.
CIDG and CIS operatives immediately went to Lupao police yesterday and served the warrant for murder against Badron, who is now detained at Bureau of Jail Management and Penology (BJMP) in San Jose City, Nueva Ecija.
In Bukidnon province, joint operatives from CIDG, CIS and local police have arrested a fugitive wanted for three counts of rape in 2004.
Arrested yesterday around 5:30 AM was Charlon Logronio alyas Longlong, 24, of Purok 4, Brgy. Miaray, Dangcagan, Bukidnon. Logronio is listed as Number 6 most wanted person in Lanao del Norte. |

Ilocos Region's Top Most Wanted falls to CIDG after 15 years
Criminal Investigation and Detection Group (CIDG) operatives yesterday arrested the top most wanted person in Northern Luzon who was tagged in the 1997 killing of a local official in Ilocos Norte.
CIDG chief, Police Director Samuel D. Pagdilao Jr. Identified the arrested fugitive as Alex Cariaga, 43, of Brgy. Divisoria Sur, Maddela, Quirino.
Cariaga was tagged as the suspect in the killing of Barangay Councilman Willy Agustin in June 1997 in Brgy Duripes, Bacarra, Ilocos Norte.
After the killing, Cariaga fled to his brother's place in Quezon province and then to Maddela town in Quirino where he eluded justice for 15 years until recently when he was tracked by members of Community Investigative Support (CIS) in his hiding place.
Around 11:00 A.M. yesterday, members of Ilocos Norte CIDG and CIS volunteers have arrested Cariaga by virtue of a warrant issued by Judge Conrado A. Ragucos of RTC, Br 16, Laoag City, Ilocos Norte for murder.
The court has not recommended bail for Cariaga's temporary liberty.
Region 1 CIDG chief, Police Senior Superintendent Ferdinand Divina said Cariaga is listed as Most Wanted Person in Region 1 as per attached DILG MC Nr. 2002-39 with Php75,000.00 Monetary Reward.
Cariaga is also listed as Number 3 in Ilocos Norte Most Wanted Pesons based on the attached list of Provincial Anti-Private Armed Group Task Force in Ilocos Norte Target List involved in Shooting Incidents.
Divina added that, as a consequence of the attached Executive Order of the Governor of Ilocos Norte, a Php 20,000 reward was allocated by the Province of Ilocos Norte for Cariaga's arrest. |

P8.6-M worth of fake DVD seized by CIDG in Binondo raid
Some P8.6 million worth of counterfeit Optical Disc and Blue Ray DVD-R products were seized by element of Criminal Investigation and Detection Group (CIDG) Anti-Fraud and Commercial Crime Division (AFCCD) operatives in a raid in Binondo, Manila yesterday, which also resulted to the arrest of two suspects.
CIDG chief, Police Director Samuel D. Pagdilao Jr. identified the two arrested suspects as Wen Weihai alias Dexter, a Chinese national and Betty C Betis, a Filipino-Chinese.
AFCCD chief, Police Superintendent Benjamin Accorda said around 1:00 PM yesterday, elements of CIDG AFCCD raided DVD-R Master Inc located at 1204 Soler St., Binondo, Manila by virtue of several warrants issued by Judge Lyliha Abella Aquino of Manila RTC Br 24 for violation of sec 155 and 168 in relation to sec 170 of RA 8293 (Unfair Competition).
Accorda said the raid stemmed from the complaint of Blue Ray DVD R King Inc that the said establishment is engaged in selling counterfeit optical discs and Blue Ray DVD-R product bearing the trade name Sumax and Mr. Data.
Blue Ray DVD R King Inc. is the legal owner and sole registered distributor of rewritable optical disks and Blue Ray DVD-R with trade name Sumax and Mr. Data in the country.
Investigation disclosed that DVD-R Master Inc has violated the intellectual property right of the Blue Ray DVD R King Inc. when it illegally copied the trade mark of the Sumax and Mr Data and distributed the counterfeit products in local market.
CIDG raiders managed to confiscate some 1,448 boxes of counterfeit product with estimated market value of P8,688,000.00. |

CIDG arrests 2 fugitives, rounds up 6 members of swindling ring
Criminal Investigation and Detection Group (CIDG) operatives have arrested two fugitives wanted for heinous crimes in Mindanao while six more were rounded up in Pangasinan in an entrapment against suspects engaged in syndicated estafa.
CIDG chief, Police Director Samuel D. Pagdilao Jr., identified the two wanted as Joel Pabelonia of Brgy. Kalasuyan, Kidapawan City and Ariel Balili, of Purok 10, Madona, Brgy. Dona Carmen, Tagbina, Surigao Del Sur.
Pagdilao said Pabelonia was arrested around 8:00 am yesterday by joint operatives of CIDG and Community Investigative Support (CIS) volunteers in Kidapawan City have arrested Pabilonia by virtue of a warrant for murder. He is listed number 3 in the ten Most Wanted Persons of North Cotabato and number 8 in Kidapawan City.
Pagdilao also said that Bali was arrested 5:25 a.m. yesterday in Tagbina, Surigao Del Sur after seven years in hiding for a rape case.
In Pangasinan last Sunday, CIDG operatives have arrested Bobby Maniego, Dale Jay Tanedo, Vincent Sicangco, Eller Luimangan, Efren Santiago, and Dennis Cenizal, all of Tarlac City around 9:00 PM at the parking lot of SM City in Carmen Rosales.
The arrest of the suspects stemmed from the complaints of Melchor and Haidee Cabreros of Villasis, Pangasinan that they were victms of Maniego's syndicate.
Investigation disclosed the group introduces various business opportunities including "Loterya ng Bayan" and Small Town Lottery to the victims and convinced them to invest in the said business for the amount of P800 thousand including the loan money of a fake transfer of land title.
CIDG investigators found out that the suspects were not authorized to deal in behalf of the Philippine Charity Sweepstakes Office (PCSO) or the Land Registration Division of Tarlac City because they are not in any way connected with the said agencies. |

CIDG arrests murder suspect, 3 thieves in Caraga Region
Criminal Investigation and Detection Group (CIDG) operatives in Caraga Region have arrested four fugitives, one was wanted for murder, and three more for qualified theft in Compostella Valley last Saturday.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested wanted persons as Jerry Sullano, 35, and resident of Purok 7, Brgy. Mainit, Nabunturan, Compostela Valley Province. Danilo Sullano Sr., 61, Jimmy Sullano, 35, and Ricardo Sullano, 47.
Pagdilao said that suspect Jerry was arrested by virtue of two warrants, one for murder issued by Hon. Judge Francisco C. Joven of 11th Judicial Region, RTC, Branch 29, Bislig City, Surigao del Sur with no recommended bail bond and for Qualified Theft issued by Hon. Judge Merlyn B. Pacaro-Canedo of RTC, Branch 29, Bislig City under Criminal Case Number 2009-02-3334 up to 3336-T with Php 30,000.00 recommended bail bond.
The other three Sullano’s were arrested for Qualified Theft also.
Investigation disclosed that around 4:30 PM last Saturday, combined elements of Surigao del Sur CIDG led by PInsp. Kim Dominic P. Gamboa, ComVal CIDG, Community Investigative Support (CIS) volunteers, Nabunturan Municipal Police Station and 3rd Maneuvering COY of 11Regional Public Safety Battalion served the warrant of arrest against the said fugitives at their hiding place in Brgy. Mainit, Nabunturan, Compostela Valley Province.
All arrested fugitives were brought to the CIDG office in Surigao del Sur for documentation.
Pagdilao said that the arrest of these fugitives demonstrates the commitment of the CIDG to the ten point’s agenda of PNP Chief, Police Director General Nicanor A Bartolome, particular in going after most wanted persons even in remote areas of the country. |

CIDG arrests gunsmith, seizes guns and parts in Iloilo raid
Criminal Investigation and Detection Group (CIDG) operatives in Western Visayas have arrested a gunsmith and confiscated several guns and gun parts in successive operations in Iloilo province last weekend.
CIDG chief, Police Director Samuel D. Pagdilao Jr., identified the arrested suspect as Dionito Banibani, gunsmith and res of St. Pangurayan, Brgy. Mostro, Anilao, Iloilo.
CIDG Region 6 chief, Police Superintendent Ed Benigay said the suspect was arrested in an entrapment operation around 1:30 PM in his place. Seized from the suspect was a homemade shotgun with one magazine.
Around 2:00 PM of the same day, following the arrest of Banibani, joint elements of CIDG Iloilo led by Police Chief Inspector Ray V. Cuanico, Community Investigative Support (CIS) volunteers, and local police raided the residence of the suspect by virtue of a search warrant issued by Hon. Jugde Rogelio J Amador of Br66, RTC Barotac Viejo.
Recovered at the said raid were a homemade single shot 45 caliber pistol, assorted live ammunition for caliber 45, 38 and 12 gauge shotgun, a folded butt for air gun, an unfinished receiver for KG99 and assorted instruments, materials and accessories for making firearms.

CIDG scores anew in campaign vs wanted persons; rescues minor turned sex slave
The Criminal Investigation and Detection Group (CIDG) once again scored in its campaign against wanted criminals roaming the streets when personnel of Region 12 CIDG arrested yesterday (16 June 2012) a certain ALBERT PAGLANGAN y Congan, 29 yrs old of Brgy Basag, Tboli, South Cotabato, wanted for Murder committed in 2006.
PSSUPT NOLI A. ROMANA, Regional Chief of 12RCIDG based in General Santos City, in his report to PDir Samuel D. Pagdilao Jr, CIDG Chief, stated that a member of the Community Investigative Support (CIS), a volunteer group under the helm of CIDG, reported to their office the presence of Paglangan known in their community as having been involved in a murder case which stemmed from a land dispute in Tboli, South Cotabato sometime in 2006. Additional information revealed that the suspect, who went into hiding in Metro Manila after the incident, resurfaced a few months ago with a common-law wife and whose 16 year old sister he turned into a sex slave. Moreover, he was also often sighted armed with a handgun.
CIDG operatives under PINSP JESSON MOCNANGAN then conducted records check, secured a copy of the Warrant, coordinated with the Municipal Social Work and Development (MSWD) and conducted surveillance on said suspect. At about 10:30AM of 16 June 2012, armed with the warrant and together with personnel of MSWD Tboli, South Cotabato headed by Mrs. Thelma Gedoria, the CIDG operatives pounced on Albert Paglangan at Sitio Batotitik, Brgy Basag, Tboli and confiscated in his possession one cal. 38 revolver with two (2) ammos. Initial investigation on the victim revealed that about a month ago, suspect succeeded in his carnal desires on her and thereafter threatened and physically abused her if she refuses his sexual advances. She was also forbidden to go out of the house.
Paglangan is now detained at South Cotabato CIDG Office and charges of Rape, Illegal Possession of Firearms and Resisting Arrest are being prepared for filing before the prosecutor’s office. The rescued victim, who is a minor, is presently under the care of MSWD undergoing debriefing and counselling. The success of said police operation can be attributed not only to the efficiency, dedication and professionalism displayed by CIDG operatives but more importantly, to the active community participation (CIS) and inter-agency coordination. |

CIDG seizes grenade, revolver in Quezon raid
Criminal Investigation and Detection Group (CIDG) operatives in Quezon province have seized a explosive and a pistol in Tiaong town last Friday.
CIDG chief, Police Director Samuel D Pagdilao Jr. said that operating units from Quezon CIDG led by Police Chief Inspector Joel De Mesa have confiscated a fragmentation grenade, a 38 caliber revolver, and five live ammunition for .38 caliber when the operatives have raided the house of Jaime Punzalan in Brgy. Del Rosario, Tiaong Quezon.
However, Punzalan was not present in his house when the CIDG serve the search warrant for illegal possession of firearms and explosives around 7:30 AM yesterday.

2 fugitives wanted for murder, another one fall to CIDG relentless manhunt
Criminal Investigation and Detection Group (CIDG) operatives in Mindanao provinces have arrested two fugitives wanted for murder and another one for attempted homicide in separate relentless operations against wanted persons in Davao Oriental and Surigao Del Norte.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the two arrested fugitives as Saturnino Televes, alias Dodong, 35, a farmer from Purok Villalobos, San Ignacio, Manay, Davao Oriental, Restituto Balladares, 69, of Purok 3, Barangay Hanagdong, Malimono, Surigao Del Norte and Romeo Castardo, 52, of Rizal Extension, Brgy. Central, Mati City.
Pagdilao said the arrest of the four suspects underscores the CIDG's thrust to apprehend those wanted for crimes in line with the directive of PNP Chief, Police Director General Nicanor A Bartolome for the PNP to conduct aggressive drive against most wanted persons.
Region 11 CIDG chief, Police Senior Superintendent Albert Ignatius Ferro, said that Televes was arrested joint elements of CIDG, Community Investigative Support (CIS) volunteers and local police around 6:30 PM of June 14, Thursday, by virtue of a warrant issued by Judge Jordan Reyes of RTC Branch 5 of Mati City.
Ferro, in his report to Pagdilao, said Televes is listed as Number 9 in the CIDG’s top 10 most wanted person in the provincial level for the second quarter of 2012.
In Surigao Del Norte, Region 13 CIDG chief, Police Superintendent Bowenn Joey Masauding said that fugitive Balladares was arrested at around 5:30 PM by CIDG and CIS volunteers yesterday by virtue of a warrant for murder issued by Judge Floripinas Buyser of RTC Branch 10 in Surigao City.
Masauding said that Balladares is number 8 in the most wanted list on Malimono, Surigao Del Norte.
In Mati City, elements of CIDG in Region 11 have arrested Castardo around 10:00 AM by virtue of a warrant for attempted homicide issued by Judge Semaramis Bituin. |

CIDG arrests three fugitives in Caraga region
The Criminal Investigation and Detection Group (CIDG) has nabbed three fugitives wanted for various offenses in the Caraga region on Wednesday.
CIDG chief Police Director Samuel D. Pagdilao, Jr. said the arrested suspects include Restituto B. Casoy, 69, the eight most wanted person in his home town in Malimono, Surigao Del Norte.
Prior to his arrest, Casoy had been at large since March of 2008 when Branch 30 of the Surigao City regional trial court issued a warrant for his arrest for murder.
The suspect was arrested by a CIDG team led by Police Senior Inspector Gerson A. Soliven at around 5:30 p.m. yesterday June 13, 2012 in his residence at P-3, Brgy. Hanagdong in the municipality of Malimono.
On the same day, Pagdilao said the CIDG also arrested Eugenio C. Maturan, 65, of Purok16, Brgy. Poblacion, Prosperidad and Christopher A. Ajero, 34, of Purok 3, Brgy. Pasta, San Francisco both in Agusan del Sur.
Maturan was arrested by CIDG operatives at about 10:30 a.m. in his residence on account of a complaint lodged by his wife, Milagros P. Maturan, for violation of RA 9262 or the Anti Violence against Women and Children Law.
Branch 6 of the Prosperidad regional trial court, which issued the warrant of arrest against the suspect, set his bail at P24,000.
Ajero, on the other hand, was also arrested by CIDG personel in his residence at around 9:30 a.m. based on a complaint filed by the Enterprise Bank in the municipality of San Fransisco in the said same province for theft.
The same court in Prosperidad issued four warrants of arrest against Ajero and placed his total bail at P134,000.
The two separate operations that resulted in the arrest of the aforementioned suspects were both led by Police Senior Inspector Elvis C. Angayangay.

CIDG arrests Lucena City’s Number 1 fugitive; rape suspect in N. Samar
Criminal Investigation and Detection Group (CIDG) operatives in Quezon province have arrested last Monday a top fugitive in Lucena City who is wanted for the murder of .
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested murder suspect as Darwin Borras, 31, married, laborer and a resident of Greenhills Phase III, Brgy. Marketview, Lucena City.
CIDG provincial officer, Chief Inspector Joel de Mesa, said Borras was arrested around 12:45 pm in his house by virtue of a warrant issued by Hon. Judge Dennis R Pastrana of RTC Branch 56, Lucena City for the crime of murder with no bail recommended.
De Mesa said that Borras was tagged as the primary suspect in the murder of Arnulfo Nery of Greenhills Phase III, Brgy. Marketview, Lucena City.
Court record disclosed that on the 27 of November 2005, Borras, armed with a bladed weapon, willfully and feloniously attack and stab the victim to death.
De mesa said that Borras finally fell into the hands of the CIDG after seven years in hiding.
In Northern Samar province, CIDG operatives have arrested a rape suspect who is listed as number 10 most wanted in the said province.
Eastern Visayas CIDG chief, Police Superintendent Mafelino Bazar, identified the arrested fugitive as Romeo Torres, a resident of Brgy. Old Rizal, Catarman, Northern Samar.
Torres was arrested by virtue of a warrant issued by Judge Cesar Cinco of RTC Branch 19 with no bail recommended. |

Rape suspect, gun runner fall to CIDG
A rape suspect who has been eluding arrest for almost five years finally fell into the hands of the Criminal Investigation and Detection Group (CIDG) while a suspected gun runner was arrested in separate operations in Davao City.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested rape suspect as Epifanio "Popoy" Day of Jose Abad Santos, Davao Del Sur.
Day was arrested yesterday around 4:15 p.m. after almost five years in hiding by virtue of a warrant issued by Branch 18 of the regional trial court of Digos City. The suspect is wanted for four counts of rape and is fifth in the list of most wanted person in the municipality of Jose Abad Santos in Davao del Sur.
Pagdilao lauded the CIDG in Davao del Sur for the arrest of the fugitive, adding that the arrest of Day was part of the overall campaign of the CIDG to account for most wanted persons indicted for heinous crimes in order to bring them to the bar of justice.
Also last Monday, operatives from the region have arrested Rogelio A. Lumbayon, 45, of Davao City in an entrapment operation around 7:30 p.m. at a fast food restaurant in Brgy. Poblacion Tori.
CIDG operatives have seized a hand gun with four live ammunitions from the suspect.
The CIDG in Davao City are still investigating Lumbayon's connection to a gun running syndicate operating in the region while criminal cases are being readied against him for violation of RA 8294 or illegal possession of firearms. |

CIDG seizes pirated DVDs, fake merchandise
The Criminal Investigation and Detection Group (CIDG) nabbed several persons engaged in the illegal trade of pirated goods and fake merchandise at the start of the week.
Police Director Samuel D. Pagdilao Jr, CIDG chief, said operatives conducted separate operations in Manila and Rizal on Monday that resulted in the seizure of illegal merchandise and the arrest of suspects.
At 11:00 a.m. on the said day, CIDG personel led by Police Senior Inspector Allan Alabado Uy raided establishments at Divisoria Mall, 168 Shopping Center and City Plaza Square in Binondo by vitrue of a search warrant issued by the Branch 24 of the Regional Trial Court of Manila.
The operation was in response to a complaint filed by Sonia Trading, the sole distributor of Molten Products from Japan.
"Said operation resulted in the seizures/confiscation of 206 pieces of assorted counterfeit basketball products (model GG7 and GL7) of Molten Japan with an estimated market value of P490,690," Pagdilao said.
The seized items were brought to the Intelectual Property Office warehouse, a third party bonded warehouse located at No. 2345 PITC Bldg, Aurora Boulevard, Pasay City for temporary custody and safekeeping pending the disposition of the court.
A case for violation of Section 168 in relation to Section 170 of RA 8293 (Unfair Competition) is now being prepared against the alleged owner/s of the aforesaid establishments.
At 11:30 a.m. at the Taytay Old Market, joint elements of the CIDG and the Inteligence Group conducted an operation against pirated pirated DVDs after the Optical Media Board requested police assistance.
The law enforcers were able to confiscate 28 sacks of the pirated and pornographic DVDs from at least 10 street stalls.
"OMB personnel assumed the immediate custody on all seized and confiscated items," Pagdilao said. |

CIDG-WCPD arrests pastor for sex abuse of 17-year old girl
Operatives of the Criminal Investigation and Detection Group (CIDG) Women and Children Protection Division (WCPD) have arrested yesterday a pastor of a religious group in Mandaluyong City for turning a 17-year old girl into a sex slave for almost ten months.
CIDG chief, Police Director Samuel D. Pagdilao, identified the arrested suspect as Antonio Llamado, 45, Pastor of Lord of Nation Church, and resident of #9 Elino St., Brgy Vergara, Mandaluyong City.
Pagdilao said the victim, a 17-year old girl from Teresa, Rizal, was rescued early morning of June 11, 2012 by her auntie at the vicinity of Starmall in Shaw Blvd., Mandaluyong City where the said religious group held their place of worship.
WCPD chief, Police Superintendent Emma Libunao said the suspect recruited the victim around August of 2011 to join the said religious group.
Said pastor also promised to adopt the victim and provide her with free schooling. But instead of helping her build a better life, the suspect turned her into a sex slave for almost ten months in the suspects house in Mandaluyong City.
The victim revealed that Llamado would abuse her several times whenever the wife of the suspect is not around.
Libunao said that after the victim was rescued yesterday morning, CIDG operatives conducted a hot pursuit operation around 3:00 PM at the house of the suspect where he was arrested.
The suspect will be charged with violation of RA 8353 (Anti-Rape Law) in relation to RA 7610 (Anti-Child Abuse Law). |

CIDG seizes illegal logs, fake seasoning
A total of 141 pieces of Mahogany logs were seized by members of the Criminal Investigation and Detection Group (CIDG) in Zamboanga Del Norte while P5 thousand worth of fake Maggie seasoning packs were also confiscated in a separate operation in Rizal and Batangas provinces last Friday.
CIDG chief, Police Director Samuel D Pagdilao Jr. said elements of CIDG in Zamboanga Del Norte have intercepted last Friday morning a white Kia AB truck loaded with hot logs worth P30 thousand.
CIDG Region 9 chief, Police Senior Superintendent Edgar C Danao said after the truck was intercepted, the driver of the truck, identified as Wendel Iso, failed to present pertinent documents that allow the truck to transport the said lumber.
The confiscated illegally cut lumbers together with the truck were brought to the office of the Provincial Environment and Natural Resources Office in Dipolog City for safekeeping.
Also last Friday morning, elements of Anti-Fraud and Commercial Crime Division (AFCCD) and some officials from Nestle Philippines Inc. have raided several stalls at the vicinity of Antipolo, Montalban and Binangonan Public Market in Rizal and in Padre Garcia Public Market in Batangas and confiscated assorted packs of fake Maggie Magic Sarap seasoning products.
AFCCD chief, Police Superintendent Benjamin Acorda Jr. said all the confiscated products were brought to a bonded warehouse in Paranaque City while cases of violation of Anti-Unfair Competition Law is being prepared by this office against the owners of the establishments where the fake Maggie products were confiscated.
Pagdilao said the recent scores against violators of environmental laws and groups involved in commercial crimes manifests the unrelenting drive of the CIDG against these criminal groups.
The seizure of illegally cut logs in Zamboanga Del Norte demonstrates the CIDG’s commitment to help the government to proactively address the problem on environmental abuses and to ensure public safety from the effect of environmental destruction.
Pagdilao also said these simultaneous raids on establishments engaged in the distribution and sales of counterfeit food products is part of the commitment of the CIDG not only to pursue criminals in all corners of the country but also to safeguard the health of the public against the possible ill effect of using fake seasoning products of unsuspecting consumers. |

CIDG commences social media campaign
The Criminal Investigation and Detection Group (CIDG) has commenced with its plan to tap social media to reach out to the public.
CIDG chief, Police Director Samuel D. Pagdilao, Jr., said the public can now access information from the police unit on Twitter via @CIDG_PIO.
"This project aims to bring the CIDG closer to the public through new media, which has become more and more accessible to consumers with the proliferation of smart phones, tabs and other technologies," he said.
The CIDG "opened" its Twitter account in a soft launch at its headquarters in Camp Crame last Thursday June 7, 2012.
The CIDG Twitter account will initially provide updates on police operations, official announcements and accomplishment reports.
Police Senior Inspector Don Dicksie L. De Dios, CIDG press information office head, said they will eventually also welcome queries via the account but asked the public to be "patient" with them as this will be the first time the CIDG will tap this medium.
"This will be a work-in-progress for the first few weeks for us but hopefully we will achieve our goal of delivering our message effectively to the public," he added.
Besides Twitter, the CIDG also plans to tap other social media in the near future for its public information campaign.
This will allow the CIDG to connect to a wider audience besides those catered to by the television, radio and newspaper.

CIDG nabs 2 suspects in fake PTCFOR scam
Elements of the Criminal Investigation and Detection Group (CIDG) in the National Capital Region have arrested two suspects involved in the distribution of fake Permit To Carry Firearms Outside Residence (PTCFOR) in an entrapment operation yesterday in Quezon City.
CIDG chief, Police Director Samuel D. Pagdilao, identified the two arrested suspects as Ramil Granada, 32, and Reynaldo Tibio Jr., 23, both of Brgy. 108, Tondo, Manila.
NCR CIDG chief, Police Senior Superintendent Joel Napoleon Coronel said the arrest of the two suspects stemmed from the complaint of Edgar Laugo, a businessman from Brgy. Bulac, Talavera, Nueva Ecija who was duped by the suspects into paying for fake PTCFOR Identification Card for P45 thousand.
Coronel said the CIDG is currently tracking the location of the contact manufacturer of the fake PTCFOR where the suspects get their supply of the said spurious permits.
Laugo told the CIDG investigators that Granada, who he met some two years ago, told him that he can facilitate the issuance of PTCFOR for high powered firearms like M16 rifle, M14 rifle, and AK-47 through the suspect’s connection inside the PNP’s Firearms and Explosive Division (FED), later identified as a certain Anita Cabatuando.
Coronel said that upon verification, Cabatuando is not connected with the FED.
The victim, who wanted the PTCFOR for his two licensed AK-47 rifles but could not acquire the said permit, fell to the offer of Granada that he can really facilitate for the issuance of said permit.
On April 20, 2012, Laugo handed the P45 thousand cash as payment for the PTCFOR to Granada who promised to deliver the said permit to the victim in three days time.
As promised by the suspect, Granada handed the PTCFOR IDs to Laugo three days later for his two AK-47 rifles, without any knowledge that the said IDs were spurious.
Laugo got suspicious about the authenticity of his PTCFOR IDs when another license gun owner told him that the PNP does not issue permit to carry for high powered firearms to civilians.
The victim then went to the FED and personally checked the authenticity of the ID, which he found out to be spurious. This was confirmed by Police Senior Superintendent Alex Sintin who issued certification that Laugo’s PTCFOR do not appear in their records.
After learning that he was duped by the suspect, Laugo set for another transaction for another PTCFOR for his remaining five units of firearms in exchange for P100 thousand. This time, an entrapment operation was also set by the CIDG against Granada.
Around 3:00 PM yesterday, the suspect was arrested by elements of CIDG-NCR in a fast food restaurant along Boni Serrano Avenue, Brgy. Bagong Lipunan, Cam Crame, Quezon City.
The CIDG has filed a case of swindling against the two arrested suspects, Granada, Tibio, and Cabatuando who remains at large. |

CIDG nabs 2 wanted persons, seizes loose guns, explosives
Operatives of the Criminal Investigation and Detection Group (CIDG) have arrested two most wanted persons and confiscated three high powered firearms and explosives in separate operations in Ilocos Southern Mindanao regions last Tuesday.
CIDG chief, Police Director Samuel D. Pagdilao, identified the two arrested wanted persons as Sammy C. Laurean, 48, of Mapandan, Pangasinan and Hal A. Galnod, 23, of Kidapawan City.
Pagdilao said the recent scores of the CIDG in accounting for dangerous fugitives underscore the PNP's thrust to apprehend wanted criminals in line with the directive of PNP Chief, Police Director General Nicanor A Bartolome for the CIDG to conduct aggressive drive against most wanted persons.
Pagdilao said last Tuesday, June 5, Laurean was arrested by virtue of a warrant for frustrated homicide issued by the Dagupan City regional trial court while Galnod was also arrested for murder on the same day.
Also in Indang, Cavite last Monday, CIDG operatives in the province have arrested Rolando Creus, 46, of Purok 3, Brgy Alulod, Indang, Cavite for frustrated homicide. Creus is number 4 in the list of most wanted person in Indang, Cavite.
In Zamboanga del Sur, CIDG operatives have arrested a certain Sergio R. Monera in Molave for illegal possession of a caliber .45 pistol.
In Carmen, Davao del Norte, the CIDG has also arrested Arqui del Rosario-Loyola, 28, an alleged member of a gun running syndicate. Confiscated from Loyola were two caliber .45 pistol.
In Pangasinan yesterday, a barangay councilman of Pantag, Dagupan City voluntarily surrendered to the CIDG office two explosives, a rifle grenade and an MK IV hand grenade. The surrender of the said explosives was made through the effort of a Community Investigative Support (CIS) volunteers.
Pagdilao said that CIDG is currently pushing an aggressive drive to track down illegal gun holders and confiscate loose firearms in partnership with the CIS, in anticipation of the possible increase of firearms related violence in relation to the upcoming 2013 elections and to prevent armed groups from using these instruments of violence in any activities that is inimical to the conduct of peaceful and orderly elections.
Pagdilao added the CIDG, as far as the campaign against loose firearms is concerned, will continue to exert efforts to identify keepers of loose firearms and eventually arrest them and take away the said instrument of violence from their hands. |

CIDG, IACAT round-up 3 pimps, rescue 8 sex workers in Quezon City
Joint operatives from the Criminal Investigation and Detection Group (CIDG) Women and Children Protection Division (WCPD) and the Department of Justice (DOJ) Inter-Agency Council Against Trafficking (IACAT) have arrested three members of a street prostitution ring in an entrapment operation in Novaliches, Quezon City, which also resulted to the rescue of 8 female sex workers.
CIDG chief, Police Director Samuel D. Pagdilao, Jr., said joint operating teams from the CIDG's WPCD led by Police Superintendent Emma M. Libunao, Special Reaction Unit, and IACAT have arrested four notorious pimps who were blatantly peddling eight young women for sexual service in Novaliches Park, Brgy. Gulod, Novaliches, Quezon City.
Libunao identified the arrested pimps as Rogelio Valdez, 36, of Caloocan City; Jerome Roscas, alias Moki, 21, of Quezon City and Rufino Pedroza, of Bagong Silang, Caloocan City.
Libunao said all three suspects were rounded up by the CIDG and the IACAT around 10:30 PM for bringing eight girls, among them a 14 year old and a 16 year old, to a poseur customer.
Libunao said the suspects usually peddle the victims for sexual services with rates ranging from P350 to P500 if the girl being peddled for is a minor.
Libunao said the CIDG’s WCPD is putting more weight on aggressive crackdown on street prostitution primarily to support the local police in addressing the menace of syndicated street prostitution, which she said was given less attention because local police are more concentrated in the maintenance of peace and order.
Libunao said that, unknown to the victims and the pimps, street prostitution is the clearest form of human trafficking because, unlike those victims who are working in establishments known as fronts of prostitution, its straightforward engagement to flesh trade has no pretention.
Libunao added that street prostitution is a blatant exploitation of women with no regards for the safety of minors, which perpetrators see only as an income generating objects.
Libunao, in the light of the CIDG’s aggressive campaign against street prostitution warned those who are engaged in this crime to refrain from peddling women because the punishment for the perpetrators who will be found guilty of human trafficking is life imprisonment. |

CIDG kicks off June with the arrest of 2 village execs for loose firearms
Criminal Investigation and Detection Group (CIDG) operatives have arrested two village chiefs and confiscated six firearms and several rounds of ammunition in separate drives in Central Luzon and in Mindanao regions.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the two barangay executives as Alfredo Bal-ot, 52, of Brgy. Licaong, Science City, Munoz, Nueva Ecija and Bantilan Pasawilan of Datu Unsay, Maguindanao.
Pagdilao said the recent scores against loose firearms is in line with the CIDG's aggressive drive to track down illegal gun holders and confiscate loose firearms in order to preempt the possible increase of firearms-related crimes as the country braces for the upcoming 2013 elections.
In his report to Pagdilao, Region 3 CIDG chief, Police Senior Superintendent Rudy G. Lacadin said that Barangay Chairman Bal-ot was arrested by joint elements of CIDG, Community Investigative Support (CIS) volunteers and local police yesterday, June 4, 2012 around 1:30 PM in Munoz, Nueva Ecija by virtue of a warrant for illegal possession of firearms issued by Hon. Executive Judge Angelo C. Perez of Cabanatuan City Regional Trial Court. The operatives have confiscated one Armscor cal .45 with suspected bogus license; an Armscor 12 gauge shotgun; and several rounds of ammunition for the two confiscated firearms.
Last Friday, June 1, CIDG operatives have arrested Pasawilan at a bus terminal in Brgy. Meta in Datu Unsay, Maguindanao.
ARMM CIDG chief, Police Superintendent Leo Quevedo said that around 9:30 AM last Friday, joint elements of Maguindanao CIDG and local police have received report that one of the suspect in Maguindanao massacre was sighted in the bus terminal in Datu Unsay town.
Quevedo said when the operatives arrived at the bus terminal, a male person suddenly pulled-out his hand gun and fled towards the back of the building. The operatives, after a brief chase, arrested and disarmed the suspect who introduced himself as Barangay Chairman Pasawilan.
The operatives have confiscated from Pasawilan a caliber .45 pistol loaded with seven rounds of ammunition. Pasawilan failed to show his license and permit to carry a firearm.
Also in Sultan Kudarat last Friday, CIDG operatives have raided a KTV bar along National Highway, Brgy. Dansuli that resulted in the rescue of three strip dancers. During the raid, the operatives have also recovered a homemade pistol with live ammunition, which was believed to have been left by an unidentified customer.
In San Leonardo, Nueva Ecija, joint elements of the CIDG and local police have arrested Fidel M. Atienza, 47, around 12:30 PM yesterday by virtue of a search warrant issued by Cabanatuan RTC for illegal possession of firearms and ammunition.
CIDG operatives have seized from Atienza an Armscor 202 cal .38 revolver without serial number; and a Smith & Wesson snub nose cal .38 revolver without serial number, both were unlicensed and loaded with five live ammunition, from the possession of the suspect. |

CIDG arrests recidivist swindler, cohort in entrapment operation
Anti-Fraud and Commercial Crime Division operatives of the Criminal Investigation and Detection Group (CIDG) have arrested two women for swindling in an entrapment operation in Paco, Manila last weekend.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested suspects as Jessie Cutillas, of 1535 CRS Tower, Perdigon St., Paco, Manila and manager of Prudent Out-Sourcing Business Development Incorporated and Marie Khristine De Guia of Unit 402, Sapari Condominium, President Quirino Ave., Paco, Manila, the secretary of the said business.
Pagdilao said that the arrest of the two suspects stemmed from the complaint filed by the victim, Ronalyn Iglesia of Brgy. Bungad, Project 7, Quezon City, who was duped into a bogus food cart business which has caused the victim to lose half a million pesos.
AFCCD chief, Police Superintendent Benjamin Acorda Jr. said that this is not the first time Cutillas was arrested for swindling. He said that prior to the arrest of Cutillas, the suspect has been previously arrested in April 2010 in Manila for the same offense.
Accorda said that Iglesia told AFCCD investigators that she met Cutillas through a friend who suggested that she invest her money in a food cart business.
Iglesia said that after paying Cutillas a hefty sum of P590 thousand for the food cart, payment for service crew, uniform and other fees, the suspect asked for additional payment for Royalty Fee that amounts to P7,500 every month.
It was at this point that another friend of the victim has told her she has just fallen into an illegal transaction, which she later learned has no authority to use the company name and all the product line that Cutillas is representing.
Around 4:00PM last Friday, CIDG operatives together with Iglesia proceeded to office of Prudent Out-Sourcing Development in Paco, Manila to carry-out the entrapment operation.
Recovered from the suspects were pieces of documentary evidence and dusted money amounting to P9 thousand.

CIDG's Oplan Pagtugis continues to net fugitives
The Criminal Investigation and Detection Group (CIDG) continues to make headways in its campaign against fugitives with the arrest three suspects who are listed among the most wanted persons across the country.
CIDG chief Police Director Samuel D. Pagdilao, Jr. said joint elements of the CIDG, local police and Community Investigative Support (CIS) volunteers arrested Normalito P. Seller, 50 years old; Federico C. Gabudao, 50 years old; and Joan B. Enrizquez, 28 years old in separate operations on last May 31, 2012.
Seller, who is wanted for frustrated murder in North Cotobato, was nabbed in Kidapawan City after six years of hiding from law enforcers.
"The suspect had been elusive, evading law enforcers for quite some time. But as with any fugitive, no matter how long or how far they hide, the long arm of the law will always catch up with them," Pagdilao said.
Meanwhile, Gabudao, who is also wanted for the same offense in Pangasinan, was arrested in the municipality of Sta. Barbara.
The suspect is wanted for the frustrated murder of two minors whom he repeatedly stabbed sometime in 2008 after his brother got into a heated argument with the kids' father.
Enriquez, on the other hand, was collared in a KTV bar in Maramag, Bukidnon for human trafficking.
The operation against the latter resulted in the rescue of two female minors and the seizure of two .38 caliber revolvers from the suspect.
Pagdilao said the succesful arrest of the three fugitives is part of the CIDG's campaign against most wanted persons dubbed "Oplan Pagtugis".
The CIDG's flagship project is in line with the Philippine National Police's (PNP) 10-point action plan to reform the entire police community as outlined by PNP chief Police Director Nicanor A. Bartolome.
The action plan includes reforms, performance audits, skills development, increased visibility, human rights awareness, accounting of wanted persons, transactional transparency, improvement of discipline and welfare projects. |

Pagdilao echoes Bartolome's statement: CIDG director has no rift with Chief PNP
Criminal Investigation and Detection Group (CIDG) chief, Police Director Samuel D. Pagdilao Jr. has echoed the statement issued by Philippine National Police (PNP) Chief, Director General Nicanor A. Bartolome denying the rumored rift between them, stating further that the rift has no basis in truth and in fact.
Pagdilao said it is unfair to Chief PNP Bartolome, the PNP organization and himself for other quarters to drive a wedge between them.
Pagdilao said that he doesn't know exactly where the intrigue about the rift between him and the PNP chief came from but he is certain that it did not come from him.
Pagdilao maintained that as director of the CIDG, he serves under the leadership and guidance of the Chief PNP, Police Director General Nicanor Ancheta Bartolome.
Pagdilao pointed to those who want crimes to triumph as the one who wants the PNP divided in order to render the organization ineffective in fighting criminality.
Pagdilao assured that the PNP chief, the CIDG director and the whole police organization will not fall for this scheme to rip the PNP apart.
Pagdilao said that the CIDG will remain steadfast on its mandate to aggressively conduct manhunt of most wanted persons, neutralize organized crime groups and seize more loose firearms in support of Bartolome's 10 Point Agenda in fighting criminality. |

CIDG arrests suspect in the murder of a barangay official in Iloilo
One of the suspects in the killing of a barangay official in Cabatuan, Iloilo finally fell to the Criminal Investigation and Detection Group (CIDG) operatives in Western Visayas.
CIDG chief, Police Director Samuel D. Pagdilao, Jr. identified the suspect as Bryan Robles. Robles was tagged as the gunman in the killing of Barangay Chairman Felix Muel, Jr. last Monday May 28 2012.
Iloilo provincial CIDG chief, Police Chief Inspector Ray V. Cuanico, Muel was shot at around 2:00 a.m. by the said suspects using a 12-guage shotgun in Barangay Pamuringao in the said town in Iloilo.
The victim was immediately rushed to the Ramon Tabiana Memorial Hospital but was pronounced dead-on-arrival by attending physicians.
The CIDG after the shootout was able to arrest Robles but the other suspect managed to elude law enforcers.
The suspect is now detained at the Cabatuan municipal police station.
Pagdilao said the CIDG is currently investigating the motive behind the shooting incident but assured the public they will exhaust all measures to apprehend the other suspect in the murder of Muel.
Pagdilao assured that the CIDG will work doubly hard to ensure that perpetrators of such heinous crimes are made to answer for their actions before the courts of law. |

CIDG arrests four fugitives in nationwide hunt vs. most wanted persons
Operatives of the Criminal Investigation and Detection Group (CIDG) have arrested four fugitives as the group continued to score in its nationwide campaign against most wanted persons.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested wanted persons as Rene E. Balo, 37, in Surigao City, Surigao del Norte; Ronaldo B. Omo, 25, in Balaoan, La Union; Ronald N. Pajo, 28, and Lloyd Jems J. Edurot, 21, in separate operations in Jasaan, Misamis Oriental. All suspects are listed among the most wanted persons in their respective provinces.
Pagdilao said the arrest of the four suspects underscores the CIDG's thrust to apprehend those wanted for crimes in line with the thrust of PNP Chief, Police Director General Nicanor A Bartolome for the PNP to conduct aggressive drive against most wanted persons.
Pagdilao said that Balo was arrested by virtue of a warrant of arrest issued by Judge Emmanuel E. Escatron of the regional trial court in Surigao City for attempted parricide. The court sets a bail of P120,000 for the suspect's temporary liberty.
CIDG operatives led by Senior Police Officer I Crisostomo Q. Sta. Iglesia nabbed Balo at around 2:30 p.m. at the Surigao del Norte provincial capitol compound on March 30, 2012.
Ono, on the other hand, was arrested by a CIDG team led by Police Chief Inspector Cesar G. Paday-os at about 6:30 p.m. in Barangay Antonino in Balaoan, La Union last May 26, 2012. Ono was arrested by virtue of a warrant issued by Judge Carlito A. Corpuz of the regional trial court in San Fernando City for murder. No bail was recommended for the suspect.
In Misamis Oriental, CIDG operatives headed by Senior Police Officer III Edgar P. Lopez arrested Pajo lasy May 28, 2012 at about 6:00 p.m. in Barangay Lower Natubo in Jasaan town. The arrest stemmed from the warrant of arrest meted out by Judge Emmanuel P. Pasal of the reigonal trial court in Cagayan de Oro City for robbery. Bail was set at P100,000.
Lastly, elements of the CIDG and local police nabbed Edurot together with a minor whose name has been withheld because of his age on May 28, 2012 at about 6:00 p.m. in Barangay Aplaya in Jasaan, Misamis Oriental. Judge Jose L. Escobido of the regional trial court in Cagayan de Oro City issued the warrant of arrest against Edurot for carnapping. The latter's bail was recommended at P180,000. |

CIDG arrests 2 in stepped-up campaign against pornography
The Criminal Investigation and Detection Group (CIDG) has arrested two suspects peddling pornographic materials in Davao City.
CIDG chief, Police Director Samuel D. Pagdilao, Jr. said the police unit's operatives arrested Jabbar Acmad, 28 years old, and a minor, whose name was withheld owing to his age, in an operation against the selling of pornographic DVD’s and VCD’s at San Pedro St. and Ilustre St. in the said city.
The suspects were charged with violation of Article 201 (immoral doctrines, obscene publications and exhibitions and indecent shows).
Pagdilao said that around 9:00 p.m. on May 25, 2012, CIDG personnel led by Police Senior Inspector Donald Sabio along with Community Investigative Support (CIS) volunteers posed as buyers of pornographic materials in said locations.
The operation resulted in the seizure of 93 and 73 pieces of pornographic DVDs and materials from Acmad and the minor, respectively, and the arrest of the two.
The suspects were then brought to the CIDG regional office in Davao City for documentation and proper disposition.
The operation launched by the CIDG in Davao City is part of its flagship projects dubbed Oplan “Magdalena” and “Mega Shopper”, both of which aims to eradicate the proliferation and rampant selling of pornographic materials in the streets.
Pagdilao, however, said the operation would not have been possible without the support of the CIDG's CIS unit, which is composed of civilian volunteers.
The CIS, he said, has also helped the CIDG in countless operations against illegal gambling activities, most wanted persons, loose firearms, among others. |

CIDG presses aggressive manhunt, dedicate STG to track "Big Four" fugitives
The Criminal Investigation and Detection Group (CIDG) has flexed its muscles to press for a more aggressive manhunt in support of government's serious effort to arrest ex-army general Jovito Palparan Jr, Palawan Governor Joel Reyes, Coron Mayor Mario Reyes and convicted Dinagat Island Congressman and cult leader Ruben Ecleo Jr., also known as the "Big Four".
CIDG chief, Police Director Samuel D Pagdilao Jr. said that the CIDG has created and activated a special task group under Police Senior Superintendent Keith Ernald Singian, Deputy Director for Operation, to lead the overall effort of the group in running after these fugitives.
Pagdilao added that the CIDG has dedicated 80 of its men to particularly conduct manhunt operation against Palparan, the brothers Reyes and convicted murderer Ecleo.
Pagdilao apart from the creation of a dedicated task group to hunt the “Big Four” has also directed all regional and provincial chiefs to mobilize the nationwide network of Community Investigative Support (CIS) and to prioritize the gathering of information not limited to the whereabouts of the Big Four but also to identify the personalities that continuously provide refuge and financial support, and include them as CIDG's targets of operation.
Pagdilao told all CIDG commanders to make it a top priority task for all CIS to help the CIDG in finding leads on the whereabouts of fugitives Palparan and the two Reyeses so that they can be brought to the bar of justice to answer for their crimes.
Pagdilao also directed the CIS in CARAGA region to put more efforts in finding out if Ecleo, who is convicted of parricide, is still holed-up in Dinagat Island and identify several places where he may be possibly taking refuge.
Pagdilao, in the light of reports that some folks were aiding the fugitives to elude arrests, issued an appeal particularly to the people sympathetic to Palparan and the two Reyeses to instead help convince the said fugitives to turn themselves in to the authorities and prove their innocence in courts.
Pagdilao stressed that these efforts to arrest Palparan, who is being charged with kidnapping and illegal detention, and the Reyeses, who are being tagged in the killing of environmentalist and broadcaster Gerry Ortega, do not mean that they have been found guilty already. He added that Palparan and the Reyes brothers should see this instead as an opportunity to clear their names in court.
Pagdilao said that to help the goverment speedup the manhunt against the Big Four, the CIDG has dedicated three telephone numbers that concerned citizen may reach and call for any confidential information that will provide lead to the operatives on the whereabouts of the Big Four. The numbers are 02-7228993, 09277170752, 09283384482 and 09327018909.
Pagdilao appealed to the civic duty and social responsibility of every citizen to help warned pranksters and those who would use the CIDG hotline numbers to mislead the authorities that the CIDG will not hesitate to track them and made them liable for obstruction of justice.
The CIDG will utilize its own websites (www.cidg.gov.ph and www.cidg-cis.com) in posting pictures and other essential details on the personalities of the Big Four that can be used by CIS volunteers as well as the other concerned citizens to report information relative to the manhunt operation.
The CIDG has also found several Facebook and Tweeter accounts that it found useful in gathering feedback and other information regarding the whereabouts of the four fugitives.
Pagdilao said that in order to satisfy the public's clamor to bring the Big Four to the bar of justice, government's pronouncements particularly those made by President Benigno Aquino III and PNP chief, Police Director General Nicanor Bartolome must be matched with aggressive manhunt operation coupled with proactive information operations that use all available methods of dissemination and feedback mechanism like social networking sites. |

CIDG, Chinese police bust international telecom fraud syndicate; 37 arrested
Joint operatives of the Anti-Transnational and Cyber Crime Division of the Criminal Investigation and Detection Group (CIDG) and police authorities from the People's Republic of China rounded up 37 members of a transnational telecom fraud syndicate in separate raids in two residential subdivisions in Parañaque City.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested suspects as Cai Min Qi, 33; Hong Shao Kai, 40; Zhang Xiang Jun, 46; Chen Bo Chen, 23; Huang Wei Zhe, 38; Huang Zhen Hui, 38; Huang Jian Jia, 22; Lui Cong Xian, 33; Lin Han Ting, 28; Shen Yong Zhang, 21; Xie Zhen Hao, 36; Chen Xin Di, 48; Chen Yin Ru, 32; Yuan Pei Xuan, 31; and Huang Ming Juan, 43; all mainland Chinese.
Also arrested were Li Mei Hua, 31; Wang Yumei, 22; Luo Jing, 25; Lui Xiao Li, 30; Jin Shu Xiang, 32; Lu Feng Yun, 39; Chen Xiu Rong, 44; Ma Chong Chong, 22; Lan Ping, 23; Chen Wen Jin, 23; Zheng Dong Po, 27; Wang Jiang Tao, 22; Wang Zhen, 26; Liang Jing Yu, 22; Yang Hui Huang, 22; Ping-Che Wang, 38; Yu-Jui Shen, 30; Cheng-Hui Wang, 26; Cheng-Sheng Wang, 35; Chien Yu Lin, 28; Huang-Hsiao Yeh, 22; and Weng Ke Wei, 59.
Aside from the suspects, CIDG operatives also seized assorted telecommunication and information technology equipment that the syndicate used in their operations.
At around 7:00 a.m., May 26, 2012, CIDG ATCD operatives under PSSUPT GILBERT SOSA, PCP 3 and 8 of Parañaque City Police Station and police observers from People’s Republic of China raided a house located at No. 30 Scotland St., Don Bosco, Betterliving Subd. in Parañaque City where the initial 15 Chinese were arrested.
The raid was followed by another similar operation at No. 10 Galatia St., Multinational Village, Brgy. Moonwalk in Parañaque City around 1:30 p.m. of the same day, which resulted in the arrest of the remaining suspects.
Of the arrested suspects, 21 are Taiwanese nationals while the rest are from mainland China.
The raid was carried out by virtue of a search warrant issued by Judge Mariano M. De la Cruz of the regional trial court of Manila.
Pagdilao said the operation and the subsequent arrest of the suspects stemmed from a complaint lobbed by Chinese police whose 15-man delegation, led by Major Zhou Tian Ping of the Wu Xi City police department, personally appeared before the CIDG headquarters in Camp Crame, Quezon City two weeks ago to seek help in neutralizing the syndicate.
Pagdilao said the arrested suspects have been doing telecom and financial fraud in the People's Republic of China since 2007.
Pagdilao said the group's modus operandi is a classic example of the operations of criminal syndicate in China, only this time, the suspects who are foreigners have used the Philippines as base of operations.
By using the internet, the group will call an unsuspecting victim in China to introduce themselves as members of Chinese police. The suspects would then tell the victims that their bank accounts were being used for money laundering and other terrorist funding activities. The syndicate will then tell the victim to transfer their money to a "safe account" that the suspects will provide, to which most of the victims have agreed out of fear from any action "police authorities" will do if they refuse to comply.
Following the crackdown on the group by the Chinese authorities in 2010, the group moved their operations outside of China and continued their modus operandi of victimizing Chinese nationals through internet.
Chinese authorities later tracked the base of operations of the syndicate in the country after they traced the Internet Protocol (IP) address being used by the suspects.
Pagdilao said that while Police authorities operate within the limits of their territories, criminals respect no law or boundaries. Only an excellent and professional working relationship among foreign law enforcement agencies can offset this limitation.
The successful neutralization of the said international syndicate highlights this professional partnership and excellent working relationship of the Philippine National Police and its counterparts from the mainland China. |

Killer of Iligan City Napocor Manager falls to CIDG in Region 10
Aggressive manhunt of the Criminal Investigation and Detection Group (CIDG) against dangerous fugitives has resulted to the arrest of the number one most wanted person in Oroquieta City who was tagged as the suspect in the 2007 killing of a National Power Corporation (Napocor) Manager in Iligan City.
CIDG chief, Police Director Samuel D. Pagdilao, Jr. identified the arrested fugitive as Leosito S. Macatan, 32, of Barangay Poblacion 1, Oroquieta City. Macatan, the top most wanted criminal in Oroquieta City, was arrested by virtue of an arrest warrant for murder issued by the Iligan City regional trial court.
Region 10 CIDG chief, Police Senior Superintendent Eliseo Rasco said that Macatan was the primary suspect in the killing of Napocor manager, Engr. Ronald Mayo Ellorin, who was stabbed to death by the suspect around 2:00 AM of December 25, 2007.
Rasco said that aside from Macatan, the CIDG in region 10 is also hot on the trail of another suspect, Jaime Cabilando Jr. a son of a retired policeman formerly assigned at the intelligence division office of Regional Police Office 10, and two more suspects who are still at large.
Rasco said that aside from the killing of Ellorin, Macatan has another frustrated homicide case filed by the brother of the victim, PO3 Henry Mayo Ellorin, who was also wounded during that Christmas brawl.
Rasco said that victim Eng. Ellorin, along with his brother PO3 Ellorin, were drinking in a bar in Oroquieta City when the brawl ensued between the two and the group of Macatan.
The suspects after the initial brawl went out of the bar and waited for the victims to come out and then waylaid them. Engr. Ellorin sustained four fatal stab wounds while PO3 Ellorin was stabbed twice by Macatan.
Around 9:00 AM last Friday, CIDG operatives in Misamis Occidental led by Police Senior Inspector Danilo S. Balmes and some volunteers of Community Investigative Support (CIS) served the warrant that led to the arrest of Macatan.
Pagdilao lauded the CIDG in Iligan City and the CIS volunteers who played an important role in a number of operations that resulted in the arrest of numerous most wanted persons, the latest was Macatan.
Pagdilao also said that the CIS, with their active participation in running after criminal and dismantling crime groups, has made so much contribution to the ongoing realization of the Philippine National Police's (PNP) 10-point action plan to reform the entire police community as outlined by police chief Police Director Nicanor A. Bartolome.
The action plan includes accounting of wanted persons, which the CIDG has aggressively and successfully hunted even to the farthest corners of the country. |

CIDG rounds-up four pimps, rescues 22 women in Calamba City entrapment
Operatives from the Women and Children Protection Division (WCPD) of the Criminal Investigation and Detection Group (CIDG) have arrested four suspected members of a prostitution syndicate in an entrapment at a private resort in Calamba City, Laguna last Wednesday that also resulted to the rescue of 22 sex workers.
CIDG chief, Police Director Samuel D. Pagdilao, Jr., said that joint operating teams from the CIDG's WPCD led by Police Superintendent Emma M. Libunao, Special Reaction Unit, and the Department of Justice (DOJ) Inter-Agency Council Against Trafficking (IACAT) have arrested four notorious pimps in Calamba City identified as Ramil G. Suelto, 42; Nicolas S. Mendiola, 33; Roy V. Reyes, 39; and Fernando N. Isip, 26, all residents of the said city.
Libunao said that all four suspects were rounded up for bringing 22 female sex workers to CIDG poseur customer in a private pool in Barangay Pansol in the said city.
Libunao said that the four suspects, who usually based their operations in Calamba, were known for blatantly offering the victims for sexual services to any men that passed the vicinity of Crossing Calamba.
Libunao said that the recent entrapment operation in Calamba City is part of the aggressive campaign of the CIDG against syndicates involved in human trafficking and other sex-trade-related crimes.
Libunao said that the CIDG in partnership with IACAT have carried out 28 anti-trafficking in persons operations all over the country and have rescued a total of 430 sex-workers, 16 of them were minors.

CIDG collared gun-running ring leader, 2 members after brief firefight
Elements of Criminal Investigation and Detection Group (CIDG) in Davao del Sur have arrested three members of a gun-running syndicate in an entrapment operation after a brief firefight with the leader of the group.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the three suspects as Joy M. Federico, 46; Raul M. Alang, 51; and Jonathan C. Maglinte, 33, all members of Maglinte gun-running syndicate and residents of Purok Bagong Silang, Brgy. Sinoron, Sta Cruz, Davao del Sur.
In his report to Pagdilao, Region 11 CIDG chief, Police Senior Superintendent Albert Ignatius D. Ferro said CIDG personnel joined by local police units in the province carried-out an entrapment operation against the Maglinte Group along Sta Cruz Public Cemetery around 11:45 AM last Wednesday.
Ferro said that during the conduct of arrest, the leader of the group, Federico, resisted and fired several shots at pursuing policemen. CIDG and operatives from Sta Cruz police chased Federico in a running gun battle until he was cornered in an area adjacent to the cemetery. No casualty was reported from the said shootout.
The CIDG seized from the suspects one .45 caliber pistol, two .357 caliber homemade magnum revolvers, the marked money used in the entrapment operation and a motorcycle used by the suspects.
Ferro said that all suspects were brought to the CIDG office while charges for illegal possession of firearms were filed against them at the Davao del Sur prosecutor's office.
Pagdilao in the light of the arrest of the three suspects after a brief fight commended the CIDG in Region 12 including Police Senior Inspector Francis B. Sonza of CIDG Davao del Sur for the serious campaign they are implementing to neutralize gun-running syndicates that other crime groups have been using to source out the firearms they are using in their nefarious activities.

CIDG to let higher-ups dig standoff incident with QCPD cops, vows to pursue KFRcase vs. abductors of Marilyn Ong
Criminal Investigation and Detection Group (CIDG) chief, Police Director Samuel D Pagdilao Jr. said that group has asked the higher headquarters in the Philippine National Police (PNP) to dig deeper in last Friday's standoff between the operatives of National Capital Region Criminal Investigation and Detection Group who were pursuing an alleged kidnap-for-ransom suspects in a restaurant in Kalayaan Avenue and members of Quezon City Police District (QCPD).
Pagdilao also said that the CIDG will pursue the investigation on the kidnapping-for-ransom case for possible filing in court against the abductors of Marilyn Ong and Edna Alfuerte, who were snatched by armed men along Daang Hari Road in Imus, Cavite when their vehicle, a gold Hyundai Starex van (NIL 145), was blocked by a maroon Mitsubishi Adventure boarded by armed men.
NCR CIDG chief, Police Senior Superintendent Joel Napoleon Coronel said that contrary to allegations that the CIDG operatives led by Quezon City CIDG chief, Police Chief Inspector Rey Magdaluyo, have tried to obstruct the alleged arrest of Ong and Alfuerte, Coronel maintained that the CIDG's operation was legitimate and that its operatives have acted based on the complaint of Atty. Marie Espina that her companions were kidnapped by armed men who introduced themselves as Interpol and CIDG.
Coronel also maintained that the CIDG has strictly followed the protocol in police operations and has properly coordinated with the Tactical Operation Center (TOC) of QCPD.
Coronel said that around 5:30 PM of Friday, May 18, 2012, walk-in complainants Atty. Espina together with an associate lawyer and Edna Alfuerte have personally appeared to the CIDG to request for immediate police assistance about a kidnapping-for-ransom incident. Accordingly, the abductors introduced themselves as Interpol operatives with NBI and CIDG and that they were being arrested by virtue of a warrant against Ong who has been convicted for undisclosed crime in the United States.
Coronel said that Espina told them that armed men who snatched Ong have also contacted them to produced 10-million ransom for Ong’s liberty and instructed them to call their relatives to produce the above amount.
Coronel said that several text messages were continuously received by the Atty. Espina from Ong which revealed that were brought to Uncle Moose Coffee Shop located at the corner of Maginhawa St., corner Malingap St., Teacher’s Village, Brgy. Sikatuna, Quezon City.
While inside the said establishment, the suspects introduced themselves as NBI operatives and that the Hyundai Gold Starex van of the victims was already included as part of the demanded ransom. The suspects also told Ong to execute an open Deed of Absolute Sale for the said vehicle. It was there also that the initial demanded amount of P10 million was doubled to P20 million, and that said amount should immediately be delivered at the Uncle Moose Coffee Shop.
Coronel said that all the text messages were recorded in the message inbox of the cellular phone of the Atty. Espina and showed to the probers of CIDG.
Immediately after the coordination was made with the TOC of QCPD, Coronel organized two CIDG teams and accompanied Espina to area to verify the presence of abducted victims and the suspects and to conduct possible police rescue operation.
Upon arrival at Uncle Moose Coffee Shop, the team sighted Hyundai Starex Van parked in front of the said establishment, while the victims were being guarded by several armed unidentified men inside the shop.
Subsequently, CIDG operatives approached the unidentified armed men who were posted outside the coffee shop. Coronel said that one of the armed men wearing white T-shirt with a caliber 45 tucked in his waist tried to draw his firearm and identified himself as members of CIDU of QCPD.
Following the commotion that resulted from the arrest of one of the suspects, the CIDG operatives safely rescued all the victims inside the coffee shop and all the armed suspects were disarmed.
Coronel said that while CIDG operatives were on the process of accounting all the victims and the arrested armed suspects, elements from QCPD estimated more or less 70 personnel arrived on board several different vehicles and mobile patrol cars and subsequently surrounded the CIDG teams and at gun point, snatched the rescued victims and the arrested suspects.
The CIDG teams, led by Magdaluyo, identified themselves and informed the QCPD policemen that they were in on-going police operation against Kidnap-for-Ransom/Abduction incident and with the proper coordination with TOC, QCPD.
Momentarily, one of the police officer alighted from the mobile and barked order to round up the CIDG operatives. Magdaluyo confronted the officer and insisted that the operation is legitimate and that it was covered by proper coordination with the TOC, QCPD.
Nonetheless, the said QCPD officer ignored the CIDG team leader and instructed his men to forcibly retrieve the arrested suspects and the rescued victims from the custody of the CIDG operatives at gun point.
Coronel said that the snatched rescued victims, including Atty. Espina and her Associate lawyer and Mrs. Alfuerto were taken to QCPD headquarters in Kamp Karingal and were put behind bars together with PO2 Sheila Famuleras of the CIDG. |

CIDG operatives arrest 2 in Cagayan for keeping loose firearms
Criminal Investigation and Detection Group's (CIDG) in Cagayan Valley Region have arrested two people yesterday for possession of loose firearms.
In his report to CIDG director, Police Director Samuel D Pagdilao Jr., Region 2 CIDG chief, Police Senior Superintendent Flaviano Pedro Baltazar identified the suspect as Sabino Baquista, 52, a farmer and Rodolfo Valdiviso, 61, a municipal government employee and both residents of Sitio Palagao Luga, Brgy Simpatuyo, Sta Teresita, Cagayan.
Baltazar said that around 6:00 AM yesterday, joint operatives of CIDG and local police in Cagayan Valley region together with Community Investigative Support (CIS) volunteers raided the residence of the suspects by virtue of three warrants issued by a local court in Gattaran, Cagayan province.
Baltazar said that CIDG operatives have confiscated from the suspect a caliber 45 pistol, a caliber 30 US carbine, a 12 gauge shotgun and several rounds of ammunition for the said firearms.
Prior to the raid, the CIDG in Cagayan Valley obtained a certification from the PNP’s Firearms and Explosive Division (FED) in Camp Crame, Quezon City that the arrested persons are not licensed firearms holders of any caliber.

Region 12 CIDG chief, Police Senior Superintendent Noli Romana, said that Quebete was not around when the CIDG served the warrant. However, while the operatives were in the compound of the suspect, the noticed from the widow a homemade shotgun which was later learned to be owned by the suspect.
Also in Pangasinan last weekend, CIDG operatives have arrested Ricarte Budoy, 51, and Jojo Budoy, 26, in the town of San Manuel. The operatives have also seized a caliber 45, caliber 38 pistols, a Garand rifle and assorted rounds of ammunition from the suspects. |

CIDG presses aggressive hunt vs. Big 4;
mobilizes CIS nationwide network to aid manhunt
The Criminal Investigation and Detection Group (CIDG) has flexed its muscles to press for a more aggressive manhunt in support of government's serious effort to arrest ex-army general Jovito Palparan Jr, Palawan Governor Joel Reyes, Coron Mayor Mario Reyes and convicted Dinagat Island Congressman and cult leader Ruben Ecleo Jr., also known as the "Big Four".
CIDG chief, Police Director Samuel D Pagdilao Jr. has directed all regional and provincial chiefs to mobilize the nationwide network of Community Investigative Support (CIS) and to prioritize the gathering of information not limited to the whereabouts of the Big Four but also to identify the personalities that continuously provide refuge and financial support, and include them as CIDG's targets of operation.
Pagdilao told all CIDG commanders to make it a top priority task for all CIS to help the CIDG in finding leads on the whereabouts of fugitives Palparan and the two Reyeses so that they can be brought to the bar of justice to answer for the crime they were acused of.
Pagdilao also directed the CIS in CARAGA region to put more efforts in finding out if Ecleo, who is convicted of parricide, is still holed-up in Dinagat Island and identify several places where he may be possibly taking refuge.
Pagdilao, in the light of reports that some folks were aiding the fugitives to elude arrests, issued an appeal particularly to the people sympathetic to Palparan and the two Reyeses to instead help convince the said fugitives to turn themselves in to the authorities and prove their innocence in courts.
Pagdilao stressed that these efforts to arrest Palparan, who is being charged with kidnapping and illegal detention, and the Reyeses, who are being tagged in the killing of environmentalist and broadcaster Gerry Ortega, do not mean that they have been found guilty already. He added that Palparan and the Reyes brothers should see this instead as an opportunity to clear their names in court.
Pagdilao said that to help the goverment speedup the manhunt against the Big Four, the CIDG has dedicated three telephone numbers that concerned citizen may reach and call for any confidential information that will provide lead to the operatives on the whereabouts of the Big Four. The numbers are 09277170752, 09283384482 and 09327018909.
Pagdilao however warned pranksters and those who would use the CIDG hotline numbers to mislead the authorities that the CIDG has the full capability to track them and made them liable for obstruction of justice.
The CIDG, apart from its own websites (www.cidg.gov.ph and www.cidg-cis.com) that provide photos and other essential details on the personalities of the Big Four including the rewards, has also activated its own Facebook and Tweeter accounts that can be used by CIS volunteers as well as the other concerned citizens to report information relative to the manhunt operation.
Pagdilao said that in order to satisfy the public's clamor to bring the Big Four to the bar of justice, government's pronouncements particularly those made by President Benigno Aquino III and PNP chief, Police Director General Nicanor Bartolome must be matched with aggressive manhunt operation coupled with proactive information operations that use all available methods of dissemination and feedback mechanism like social networking sites.

Three murder fugitives fall to CIDG manhunt in CAR, Region 6
Aggressive nationwide manhunt operation of the Criminal Investigation and Detection Group (CIDG) against fugitives wanted for heinous crimes have resulted in the arrest of three murder suspects in Negros Occidental, Capiz and Baguio City.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the three fugitives as Aniceto Alisan, 43, of Sitio Mangahoy, Brgy. Santol, Binalbagan, Negros Occidental; Ronald Demonarea, 33, of Cala-an Norte, Panitan, Capiz and Reynadlo Medriano, 54, of Dulao, Alingan, La Union.
Pagdilao said that around 3 o’clock this morning, CIDG operatives in Negros Occidental joined by Community Investigative Support (CIS) volunteers have arrested Alisan in Binalbagan town by virtue of a warrant issued by Himamaylan City Regional Trial Court for murder without recommended bail.
CIDG Western Visayas chief, Eddie Benigay, said that Alisan is wanted for the shooting to death of Homer Saludo in 2004.
Benigay also said that around 10:30 AM yesterday, CIDG and CIS volunteers from Iloilo have arrested Demonorea in Panitan, Capiz after he was tracked by the CIDG all the way from Iloilo City to Capiz. Demonorea, who has a warrant of arrest for the August 25, 2005 murder of Rex Pacto in Panitan, Capiz, fled to Mindanao after the killing.
Benigay said that CIS informants have told them that Demonorea is coming back to Capiz after hiding for seven years via a port in Iloilo, but the suspect was able to elude the pursuing CIDG operatives in Iloilo until he was tracked and arrested in Capiz.
At the PNR Baguio City around 1:30 PM yesterday, CIDG operatives in Cordillera Autonomous Region (CAR) have arrested Medriano by virtue of a warrant issued by the Regional Trial Court in Agoo, La Union for murder without recommended bail.
Mediano was turned over to Baguio City jail for temporary detention by virtue of a mitimus order issued by Vice Executive Judge Mia Joy C Oallares-Cawed of RTC Baguio City.
Pagdilao said that aside from the three fugitives wanted for murder, another fugitive wanted for frustrated murder, frustrated homicide and homicide was arrested by elements of CIDG in Quezon Province.
Quezon CIDG chief, Police Chief Inspector Joel De Mesa, said that around 10:00 AM last Monday, fugitive Rolando Ros, Jr., 28, a resident of Brgy. Danlacan Central, Guinayangan, Quezon was arrested in Brgy. Brgy. Sabang 2, Calauag, Quezon. Ros was listed as the number 6 most wanted person in Guinayangan, Quezon. |

CIDG nabs 2 illegal recruiters in QC, rescues 17 victims in Manila
Anti-Transnational and Cyber Crime Division (ATCCD) operatives of the Criminal Investigation and Detection Group (CIDG) have arrested two illegal recruiters in an entrapment operation in Quezon City and rescued seventeen victims of illegal recruitment in a separate raid in Malate, Manila last weekend.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the suspects as Celia D. Corpuz, 55, of 74 Diwa St. Cubao, Quezon City and Lolita C. Etchorre, 62, of Karangalan Village, Manggahan, Pasig City.
The two were arrested after receiving marked-money in an entrapment operation in a fast food restaurant in Farmer's Market, Cubao, Quezon City last Sunday.
Pagdilao said that the arrest of the two illegal recruiters stemmed from the complaint lobbed by a certain Jonathan Dumlao and two other who were duped by the suspects into paying P350,000 as placement and processing fee for a supposed overseas job in New Jersey as herbal medicine packagers.
Pagdilao said that the victims noticed that they were being duped after the suspects failed to send them abroad and instead asked for an additional payments of P5,000 each for reprocessing of their application.
In a separate operation, ATCCD operatives have raided an apartment in Malate, Manila and rescued seventeen people who were illegally recruited and promised with a job as domestic helper in Middle East countries.
Pagdilao said that the rescue operation stemmed from the complaint of Radsman Kallun and Norkisa Nagalon, assisted by a representative from the Office of Vice President Jejomar C. Binay, that a certain Hadja Rosalie Maldisa has recruited them along with Sanadya Unding and sixteen others victims from remote areas in Mindanao.
The victims told CIDG investigators that they paid Maldisa some P10-thousand each before they were transported to Manila, where upon arrival they were temporarily sheltered in an apartment owned by Maldisa in Modesto St., Malate, Manila while their documents were allegedly being processed.
During the raid, the caretaker of the said apartment, identified as Jelyn Onjal Sawaban, 44, voluntarily submitted herself to the CIDG for questioning. She told investigators that Maldisa is the owner of the apartment.
Pagdilao said that the arrest of the two illegal recruiters and the raid in Malate apartment should serve as a stern warning to the public of the hazards of tapping illegal channels to land jobs abroad.
Fugitive murderer in Cavite falls to CIDG after 3 and half years of hiding
Elements of the Criminal Investigation and Detection Group (CIDG) in Cavite have arrested a 41-year old fugitive accused of murder after he showed-up in the place where he committed the crime three and a half years ago.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested fugitive as Daniel Morilles, Jr. alias Avelino Moriles, a fisherman and a native of Catbalogan, Samar.
Pagdilao said that Moriles is one of the three suspects tagged in the hacking to death of Ignacio P Sual on November 11, 2007. The other suspects were identified as Ange Moriles and Isong Moriles.
Pagdilao said that around 8:45 AM last Sunday, after almost three and a half years of hiding, Moriles was arrested by CIDG operatives under Police Chief Inspector Marlon Santos and members of Community Investigative Support (CIS) volunteers inside his residence at Brgy. Samala Marquez, Binakayan, Kawit, Cavite.
Moriles was arrested by virtue of a warrant for murder case issued by Hon Judge Cezar A. Mangrobang of Branch 22, 4th Judicial Region, RTC, Imus, Cavite with no bail bond recommended.
PCI Santos said that Moriles was arrested after the victim’s nephew, Neceforo S. Sual, appeared to the CIDG and told probers that one of the primary suspects in the killing of his uncle has returned to their barangay several days ago.
Acting on said report, Santos immediately dispatched a team composed of CIDG operatives and CIS volunteers that led to the arrest of the suspect.

CIDG arrests fugitive army man "Palparan" in Negros Occidental;
Two more fugitives fall to CIDG in South Cotabato
Operatives of the Criminal Investigation and Detection Group (CIDG) in Western Visayas have arrested a discharged army man wanted for murder in Binalbagan, Negros Occidental yesterday morning.
CIDG chief, Police Director Samuel D Pagdilao Jr. identified the arrested fugitive as Emil D. Palparan, 52, of Sitio Soledad, Brgy San Vicente, Binalbagan, Negros Occidental. Palparan, who is listed as the third most wanted person in Binalbagan town.
Pagdilao said that around 4 o'clock of Sunday morning, joint operating units from local police, CIDG led by Police Chief Inspector Fernando F. Salvatierra and Community Investigative Support (CIS) volunteers have arrested Palparan by virtue of a warrant for murder issued by the Regional Trial Court in Himamaylan, Negros Occidental with no bail recommended.
Salvatierra said that Palparan was the primary suspect in the February 27, 2010 murder of Teddy Daniel, a security guard, at Brgy. Progreso, Binalbagan, Negros Occidental.
Salvatierra added that Palparan admitted that he killed Daniel to get even from the victim who the fugitive tagged as the one who killed his brother.
Pagdilao said that the arrest of Palparan is still part of the CIDG’s effort to run after fugitive retired Army General Jovito Palparan. He added that the CIDG have been following information provided by informants on the possible whereabouts of Palparan.
Last week, CIDG trackers have followed what looked like General Palparan in Aurora province. Pagdilao said that the person has the exact likeness and build of Palparan in the photograph but further verification disclosed that the person is not the fugitive general that the government is running after.
Pagdilao said that aside from Palparan, CIDG operatives in Region 12 have arrested two more fugitives wanted for murder and illegal drug offense in separate operations in Koronadal and Kidapawan City, South Kotabato.
Region 12 CIDG chief, Police Senior Superintendent Noli Romana said that around 10:30 PM Sunday night, CIDG in South Cotabato have arrested Ronielo Gonzales, 42, of Rizal St., Kidapawan City by virtue of a warrant for illegal drug offense.
Also last Saturday night, around 9:30 PM, CIDG operatives have arrested Ian Cesar J. Tupaz, 20, of Purok La Trinidad, Brgy. Zone 1, Koronadal City by virtue of a warrant for murder and robber with violence in person.
Romana said that Tupaz was the primary suspect in the December 3, 2007 murder of a security guard identified as Mark Anthony Traspe.
Pagdilao said that the CIDG for the second week of May have arrested a total of 63 most wanted persons, six of them were accused of committing heinous crimes.
Pagdilao said that with the CIS augmenting the deficit of the CIDG in terms of resources and manpower, it is expected that the CIDG can achieve more accomplishments in terms of its campaign against criminality. |

CIDG bares scores against crime groups, wanted persons for April 2012
Criminal Investigation and Detection Group (CIDG) operatives all over the country have arrested a total of 174 persons in its no-letup operations against syndicated crime groups and most wanted persons for last month.
CIDG chief, Police Director Samuel D. Pagdilao, Jr. said that relentless campaign against organized crime groups has resulted in the neutralization of nine groups and 71 suspects.
Among the crime groups that the CIDG has neutralized last April was the Alih illegal drugs syndicate in Zamboanga City whose six members were arrested following a boltched attempt to rescue their leader Nadzul Alih who was arrested earlier. Alih's group, aside from being involved in illegal drugs activities were also tagged in the killing of ex-Mayor Najib Madiza of Culasi, Maimbong, Sulu.
Also neutralized last month were the members of Ramitex Gang in Tagbilaran City, Bohol who were involved in illegal gambling, the Ugadan Robbery Group of Tarlac City, the Basitil Group of Bukidnon who were involved in carnapping ang murder, the arrest of members of Uwat Group in Zamboanga who were involved in human trafficking acts, the syndicate involved in pilferege of diesel fuel based in Dasmarinas, Cavite, the Camacho Group of Ilocos Sur who were known for their involvement in illegal drugs activities, the Olasiman Group whose members were arrested in the act of selling putrid rice, and the Dan Muslim Group engaged in robbery hold-up activities in Pampanga.
Pagdilao said that for the month of April, the CIDG has arrested a total of 35 fugitives; three of them are included in the list of Most Wanted Persons at the national level.
Included among the wanted persons that the CIDG has arrested last April were Reynante Gamara, the Secretary of the Communist Party of the Philippines Metro Manila Party Committee, who was implicated in the murder of a rebel returnee and a soldier in Mauban, Quezon; Maguindanao Massacre suspects Zaacaria Akil and Sonny Pindi who were arrested in Cotabato City; Romy Vidal, the number 1 most wanted in Ilocos Region who was arrested in Balaoan, La Union; Janet Tangonan, the number 1 most wanted person in Ilocos Norte who is charged with large scale fraud; Romeo Mercado of Lipa City, Batangas who is listed as number 2 most wanted in the said city; and Ilocos Sur number 2 most wanted for illegal drugs offense, Estrealla Palacpac of Vigan City, Ilocos Norte.
Pagdilao said that the CIDG has also confiscated a total of 86 loose firearms, 59 are classified as high powered, six explosives and more than three thousand rounds of ammunition. The CIDG has also arrested 41 persons for illegal possession of firearms.
Among the firearms that the CIDG has confiscated were the 3 M14 rifles from the members of the Alih Illegal Drugs Group in Zamboanga City and another M14 rifle in a raid in Agusan del Sur and six M16 rifles in separate raids in Agusan del Sur, Nueva Ecija and Pangasinan provinces.
Pagdilao said that in all the arrests of most wanted persons and the confiscation of loose firearms, the CIDG's Community Investigative Support (CIS) volunteers have played a big role in helping the CIDG carry out its mandate especially in the implementation of its flagship projects, OPLAN Salikop, Pagtugis and Paglalansag Omera. He added that the CIDG will exert more effort in the coming months to solve hienous crimes and sensational cases it presently handles.
Pagdilao said that for the month of April, a total of 237 criminal cases were investigated by the CIDG. Except for one, all of these cases have been filed in court, which yielded a crime solution efficiency of 99.57%.
Pagdilao said that out of the 22 heinous crimes that the CIDG has investigated last month, 21 of them were already filed in court. |

Pagdilao orders CIDG Region 3 to solve the killing of PO3 Bartolome in Bulacan
Criminal Investigation and Detection Group (CIDG) chief, Police Director Samuel D Pagdilao Jr. has directed the CIDG in Central Luzon to immediately solve the killing of a member of CIDG in Bulacan province, who was gunned-down by motorcycle-riding suspects inside a subdivision in San Rafael town yesterday evening (May 13).
Pagdilao said that around 6:30PM, Sunday, Police Officer 3 Rafael Bartolome, 46, a resident of Lumang Bayan, Plaridel, Bulacan, and a member of Bulacan CIDG was shot to death by two unidentified suspects on board a motorcycle in Lapid’s Ville Subdivision, Brgy. Tambubong, San Rafael, Bulacan.
Pagdilao directed Region 3 CIDG chief, Police Senior Superintendent Rudy Lacadin and Bulacan CIDG chief Police Chief Inspector Monico Cadayona to immediately identify gun-for-hire groups based in Central Luzon with emphasis on armed riding tandems who may be behind the killing of PO3 Bartolome.
Pagdilao also ordered the CIDG in Region 3 to mobilize their community volunteers, the Community Investigative Support (CIS) to help in the gathering more information and possible witnesses and evidence that will link the suspects to the killing of PO3 Bartome.
Initial investigation disclosed that Bartolome sustained multiple gunshot wounds from a caliber .45 pistol.
Prior to his killing, Bartolome had just visited the house of a certain Marife de Vera in Lapid’s Ville Subdivision where he had early dinner with the latter.
Reports also said that while eating, the victim received a phone call and afterwards hurriedly left, boarded his owner-type jeep (CNU 814) and promised de Vera to return for the interrupted dinner.
Witnesses disclosed that when the victim’s owner type jeep reached the main gate of the subdivision, he alighted from his vehicle and at that instance the suspects, on board a motorcycle, shot Bartolome twice on the head.
Probers from Bulacan CIDG led by PCI Cadayona is still conducting follow–up investigation on the killing of Bartolome to determine the motive/s behind the killing and to identify the personalities who may have the motives to kill the victim.
Pagdilao further ordered Lacadin to exert all efforts in pinpointing the armed tandem and leave no stone unturned in bringing the culprits before the bar of justice. |

CIDG CARAGA charged 136 NPA in 2011 Surigao mining site attack
The Criminal Investigation and Detection Group (CIDG) in Region 13 have filed robbery in band and arson charges against 16 New People’s Army (NPA) rebels leaders and 120 others who were tagged in the October 2011 attack in Platinum Group Metal Corporation (PGMC) mining site in Claver, Surigao del Norte.
In his report to CIDG chief, Police Director Samuel D Pagdilao Jr., CARAGA CIDG chief, Police Superintendent Bowenn Joey Masauding said that the CIDG in Surigao del Norte under Police Senior Inspector Gerson Soliven have filed last Monday, May 7, charges of robbery in band and arson at the Surigao City Prosecutor’s Office docketed under NPS number XIII-06-INV-12K-112 and XIII-06-INV-12K-113.
Pagdilao lauded the CIDG in CARAGA, particularly the Surigao del Norte CIDG for their efforts in the conduct of thorough investigation that led to the decisive filing of charges against the NPA leaders in Mindanao.
Pagdilao said that the decisive filing of criminal charges against the suspects will show the public that CIDG will not let the impunity of criminal elements go unpunished even in the remote communities of Mindanao provinces.
Charged before the office of Surigao City Prosecutor Jesse Rey Silvosa were Jorge Madlos alias Oris, Spokesperson of NPA Mindanao Committee; Myrna Sularte alias Maria Malaya, Iyay, Bing-bing, Imang, Secretary of NPA’s North Eastern Mindanao Committee; Nando Robuca alias Putol; Rommel Salinas alias Mark, Artem, Doming; Pablo Logatiman alias Boni, Mike, Bedo; Edilborte Reponte Dabal alias Bong, Waco; Isagani Madlos alias Edron; a certain Bea; Daday; Rudy; Nayan; Grace; Liam; Owen/Jong; Joseph; Cris/Tomas and 120 other suspected members of NPA rebels with last known address at Barangay Cadianao, Claver, Surigao del Norte.
PSI Soliven said that all 16 suspects who were named in the complaint were positively identified by witnesses as the personalities who led the attack at the PGMC mining site in Cadianao, Claver town last October 3, 2011.
Soliven said that records revealed that Madlos, Sularte and Edron have standing warrant of arrests for other NPA-related atrocities in Northern Mindanao.
Investigation disclosed that the said suspects led the raid at the site of PGMC that resulted to the destruction of 18 trucks and other equipment amounting to more than P2 billion. The suspects also disarmed and divested the security and office personnel of PGMC of seven 9mm pistols, 7 shotguns, three .38 caliber revolvers, 3 KG-9 rifles, radio and office equipment amounting to P423 thousand. |

CIDG takes lead role in the probe of Alfred Mendiola killing
The Criminal Investigation and Detection Group (CIDG) has taken the initiative to lead the investigation on the killing of Alfred Mendiola and two others and pooled other police units who once handled the investigation on the Dominguez Carnapping Group including the Highway Patrol Group.
CIDG acting chief, Deputy Director for Operations (DDA), Police Senior Superintendent Federico Castro, said that the CIDG is doing some backtracking on the recent activities of Alfred Mendiola, before he was found dead around 6:30 AM inside Sta. Lucia Compound, NIA, Brgy. Salawag, Dasmarinas City, Cavite.
Mendiola, also known as Allan Torres and “Bading”, is one of the members of the Dominguez Group and the star witness in the Venzon Evangelista carnapping and murder cases against a carnapping syndicate led by the Dominguez brothers.
Also found dead besides Mendiola were Eriberto Jumaquio, 53, of Sta Isabel, Malolos, Bulacan, and Mark Angelo Heredia, 27, 500 Rizal St., Paltao, Pulilan, Bulacan.
Jumaquio is the driver of the Toyota Grandia (TBO 299) that Heredia has contracted for Mendiola before they were killed. The said vehicle was recovered by police this morning in Paranaque area.
Region 4A CIDG chief, Police Senior Superintendent Bernabe Balba said that they are looking into vengeance on his testimony against brothers Raymond and Roger Dominguez as one of the possible motives and that the killing may have been motivated to silence him and avoid him from further testifying in court. Balba said that they are still investigating if the two other victims were just collateral damage.
Backtracking investigation disclosed that Jumaquio was contacted by Herrera through a certain Fernando “Bong” Oreta last May 2, 2012 to pick-up Mendiola who at that time was in Hermosa, Bataan. Jumaquio was last contacted by his family on May 5, around 7:00 PM.
Cavite CIDG chief, Police Chief Inspector Marlon Santos said that statements taken from Oreta disclosed that he picked-up Mendiola, along Herrera and others last April 29, in Calumpit, Bulacan and they went to Palm Garden Resort in Malolos City.
Mendiola’s group checked-out of the said resort around noontime of April 30 and then went to Peninsula Resort in Orani, Bataan where they stayed until May 2. In the afternoon of May 2, the group proceeded to Hermosa, Bataan to attend a fiesta. It was at this time that Oreta contracted the service of Jumaquio.
The CIDG is still looking for more witnesses that may shed light to the circumstances that led to their supposed abduction and the eventual killing of the three victims in Cavite. |

CIDG Quezon arrests SM City’s “accountant” for estafa, illegal recruitment
Elements of the Criminal Investigation and Detection Group (CIDG) have arrested a swindler who pretended to be an accounting officer of SM City in an entrapment operation for illegal recruitment activities and estafa last Tuesday in Quezon province.
Calabarzon CIDG chief, Police Senior Superintendent Bernabe Balba, in his report to CIDG director, Police Director Samuel D Pagdilao Jr., said that CIDG operatives in Quezon province led by Police Chief Inspector Joel de Mesa have arrested the suspect Richard M. Mendoza in Lucena City following the complaint filed by the victim Ricardo B. Cerilla.
Suspect Mendoza, a resident of Brgy. San Rafael, Tarlac, Tarlac, was arrested inside the lobby of Halina Hotel in Lucena City after the victim Cerilla gave him the marked money amounting to P5,000.
De Mesa said that prior to the arrest of Mendoza, Cerilla, a resident of Pagbilao, Quezon personally sought the aid of the CIDG for the arrest of the suspect.
The victim alleged that the suspect, who introduced himself as accounting officer of SM City, offered him a job as chief security supervisor of SM Mall in Lucena City. The suspect also offered to process the application of the victim in exchange of P15,000.00.
Investigation disclosed that in order to spare himself of inconvenience, the victim agreed to the offer and paid the suspect an amount of P10,000.00 as first payment last April 27, 2012. The victim thereafter agreed to pay the remaining P5,000.00 last May 1, 2012.
De Mesa said that the victim began to suspect that the deal was a fraud when he saw via a local television network in Southern Tagalog that the suspect was involved in fraudulent recruitment of job applicants from Batangas City. The victim eventually decided to seek the assistance of the CIDG in Quezon.
After the CIDG have verified investigation that he is not connected with SM Mall, Lucena City, they launched an entrapment operation around 7:00PM last Tuesday.
Upon handing over of the white window envelope representing the payment for the remaining balance, the CIDG immediately arrested the suspect.
Recovered from his possession is one (1) piece of white envelope with five pieces of 100 peso bill.
De Mesa said that the CIDG filed cases of estafa and illegal recruitment against the arrested suspect. |

NPA leader, 3 others fall to CIDG's aggressive manhunt of most wanted
Criminal Investigation and Detection Group (CIDG) operatives in Metro Manila, Bicol and Caraga Regions have arrested four wanted persons including a local communist guerilla wanted for rebellion charges.
CIDG director, Police Director Samuel D. Pagdilao, Jr., identified the arrested wanted persons as Clifford Anton, alias Datu, a leader of New People's Army's (NPA) guerilla front 19A based in Surigao del Sur, Marvin M. Vitara, 23, of San Pedro, Laguna, Edison Gordo, of Ligao City, Albay and Jomar O. Escarlan, 27 years old, of North Bay Boulevard North in Navotas City.
Pagdilao said that suspect Virata, who is facing charges of murder, ranks third in the list of most wanted in San Pedro, Laguna, while Gordo, also wanted for muder, is listed as number four in Ligao City, Albay. Escarlan, on the other hand, is wanted for two counts of murder and is listed as number nine in most wanted list in Navotas City.
Pagdilao said that around 5:45 this morning, joint operating units from CIDG, local police and the Army's 6th Infantry Division have arrested Anton in Sitio Ebu, Purok 3, Barangay Tambis, Barobo, Surigao del Sur by virtue of a warrant of arrest for rebellion with no bail recommended.
Last Monday, joint elements of CIDG in Albay and Ligao City police have arrested Gordo at Brgy Rawis, Libon, Albay. The court likewise did not recommend bail for Gordo's temporary liberty.
Pagdilao added that last Tuesday, CIDG operatives in Metro Manila have arrested Escarlan in Barangay North Bay Boulevard North in Navotas City for two counts of murder and robbery along with three unidentified accomplices.
Last April 26, Virata was arrest by the CIDG by virtue of a warrant issued by the San Pedro Regional Trial Court (RTC).
Pagdilao said that the CIDG’s success in the arrest of most wanted persons is attributed to the active involvement of the CIDG’s volunteer group, the Community Investigative Support (CIS) that played a big part in the gathering of information relative to the whereabouts of wanted persons and the eventual arrests of the suspects.
Pagdilao also vowed that the CIDG will continue to carry out more operations against wanted persons and other criminal elements throughout the country in the light of the recent success of the CIDG in Metro Manila, Bicol and Caraga Regions. |

CIDG pushes manhunt operation vs suspects in BOC Collector slay-try
Operatives from the Criminal Investigation and Detection Group (CIDG) in Cagayan De Oro City have launched a manhunt against the two suspects in the foiled slay-attempt on Bureau of Custom Collector, Atty. Ernelito Aquino, following the filing of frustrated murder case against the suspects.
CIDG director, Police Director Samuel D Pagdilao, Jr., said that the CIDG has dispatched tracking teams in Mindanao to hunt the suspects, Rey Romo Laban alias Rere, 30, of Quezon, Bukidnon and Timoteo Semine alias Muting of Purok 1, Poblacion, Tigbao, Zamboanga del Sur who were positively identified by Atty. Aquino. CIDG probers who showed to the victim the pictures of some of the suspects involved in similar incidents identified two of them as the assailants who shot him.
Aquino, 41, Customs Collector for Mindanao Container Port was on his way home driving his red Pajero (REA-585) when he was shot by two unidentified riding in tandem on board a red motorcycle without license plate number on or last March 1, 2012 near the traffic light at the corner of Vamenta Boulevard and Marcos Bridge, Kauswagan Junction, Cagayan de Oro City.
On April 18, 2012, CIDG probers finally charged the two suspects with frustrated murder docketed under i.s. # INV-120-1442 before the City Prosecutor's Office in Cagayan de Oro City.
CIDG probers said that the murder try against Aquino may have stemmed from an issue involving the victim's strong objection to a plan of some individuals with financial and business interests at the Mindanao Container Port (MCP) to put up a Designated Examination Area (DEA). This DEA plan, if ever did materialize will earn the proponents an approximate monthly take of P7-million.
Rasco said that the foiled plan of putting up a DEA in MCP, Tagoloan, Sub-Port was opposed by Aquino following the instruction of District Collector Anju Castigador, as it will just duplicate the function of BOC. Additionally, the said project will incur additional cost to the importers but will not generate income to the government.
Rasco said that Aquino became the target of some individuals with financial interests at the MCP when the he moved to stop the collection of grease money amounting to P2.5-million a month.
Another angle that the CIDG is looking into relative to the slay attempt on Aquino was that some Customs officials who were making money in the release of highly taxable luxury vehicles were not happy when they were reassigned to other units, believing that Castigador and Aquino have a hand on the reassignments. |

CIDG: AIDSOTF got Christina Rodriguez for illegal drugs offense in 2006
The Criminal Investigation and Detection Group (CIDG) is confident that all its operatives in Batangas who were charged with kidnapping relative to the arrest of drug suspect Maria Cristina Rodriguez will be exonerated after the PNP Anti-Illegal Drugs Special Operations Task Force (AIDSOTF) bared its report that the suspect is connected with Chen illegal drug syndicate and that she has been arrested in 2006 in a buy-bust operation in Pasay City.
Lawyer Eduardo Villena, chief of the CIDG's Legal Division and the counsel of the accused Batangas CIDG operatives said that the AIDSOTF report will further strengthen the legitimacy of the arrest of Rodriguez by the CIDG last April 20, 2012 in Sto Tomas, Batangas.
AIDSOTF report signed by Police Senior Superintendent Prudencio Tom Banas said that suspect Rodriguez was the same Maria Cristina that AIDSOTF operatives have arrested in a series of buy-bust operation in July 16, 2006 in Pasay City.
Also arrested in the 2006 buy-bust with suspect Cristina was her younger sister, Katrina, her elder sister Necel Rodriguez-Chen and their auntie Erlinda Francisco. Necel is the wife of Li Sui Chen, a detained Chinese drug lord. The AIDSOTF have confiscated from them some 300 grams of shabu.
Necel Chen was the same person who allegedly reported to the PNP Intelligence Group (IG) of the alleged kidnapping of Cristina. Her report triggered the raid at the CIDG's office in Batangas City last April 20, 2012.
Villena said that AIDSOTF clearly says that Cristina is a hardcore pusher. This report, and the statement issued by the Philippine Drug Enforcement Agency (PDEA) that the arrest of the suspect is aboveboard, will strengthen the position of the CIDG that denies the accusation of irregularities, particularly kidnapping and robbery extortion as far as the arrest of the suspect Cristina is concerned.
Villena added that with the coming of additional evidence that support the legitimacy and the integrity of the anti-drug operation of the CIDG in Batangas, he is optimistic that all the charges hurled against them will be dismissed eventually.
Last April 23, Batangas Prosecutor Amelia Perez-Panganiban ordered the release of SPO3 Emmanuel Rabe, SPO2 Apollo Marasigan, PO2 Wally Banaag and PO1 Novel Calo after Cristina failed to positively identify the four as among those who arrested her. |

Cavite CIDG arrest 10 persons selling putrid rice
Operatives of Criminal Investigation and Detection Group (CIDG) in Cavite have busted a syndicate involved in the selling of putrid rice with the arrest of nine suspects last Saturday in Imus town.
CIDG director, Police Director Samuel D Pagdilao Jr., said that elements of Cavite CIDG led by Police Chief Inspector Marlon Santos have arrested Asan Olasiman, 29, of Centennial II, Pinagbuhatan, Pasig City; Federico de Limos, 38, of Candelaria, San Narciso Zambales; Royan Olasiman, 23 years old, vendor and a resident of Centennial II, Pinagbuhatan, Pasig City; Villaroel Diaz, 34, of B3, L33, Sta Teresa, Pinalad, Pasig City; Dulter Olasiman, 33, of Centennial II, Pinagbuhatan, Pasig City; Alfredo Gaviana 47, of #49 E. St., Pagkaisa, Sta Ana, Pateros Manila; Jherwen Olasiman, 26 years old, vendor and a resident of Centennial II, Pinagbuhatan, Pasig City; Dicsie Boco, 27, of Centennial II, Pinagbuhatan, Pasig City; Mario Loayon, 39, of Centennial II, Pinagbuhatan, Pasig City; and Albert Cecilio, 28 years old, helper and a resident of Centennial II, Pinagbuhatan, Pasig City.
Santos said that around 12 noon of April 21, 2012, the CIDG in Cavite received a telephone call from a certain Marites Gelilang y Cepida of Palico II, Imus, Cavite, telling the authorities that there were three malefactors selling rice in much cheaper price. According to the caller, she recognized the three suspects as the same persons who sold 2 sacks of rice to her a year ago, and the rice they sold were adulterated, contrast to the quality of rice they offered for sale.
Immediately, elements of CIDG Cavite and five members of Community Investigative Support (CIS) responded to the call and upon arrival that the place, they noticed that a man carrying a sack of rice running towards a white vehicle (PTR-465) being followed by Gelilang, who was yelling for help at that time. The responding team blocked the driveway of the AUV and seized from their possession were the following items: six sacks of good quality rice, four sacks containing putrid rice, two pieces steel funnel known as “burike”.
Investigation disclosed that the arrested suspects victimize unwary customers by showing good quality rice as samples. When the victim paid for the said rice, unknown to the victims, the suspects will instead deliver putrid rice and passes them off to the victims as good quality rice.

Insists all rules were followed in the arrest of Christina Rodriguez
Authorities from Criminal Investigation and Detection Group (CIDG) in Southern Tagalog Region vehemently denied the kidnapping and extortion raps hurled against members of Batangas CIDG, insisting that the operatives have strictly followed all standard operating procedures in the arrest of a 25-year old drug suspect who was nabbed last Friday in Sto Tomas town.
In his report to CIDG director, Police Director Samuel D Pagdilao Jr., CALABARZON CIDG chief, Police Senior Superintendent Bernabe Balba denies the reported irregularities in the arrest of Maria Christina Rodriguez, 25, single, resident of # 63 B Delacerna St., Merville Access Road, Pasay City. Rodriguez was arrested in Sto Tomas, Batangas around 2:30PM, Friday.
Prior to her arrest, Rodriguez is allegedly involved in gunrunning and illegal drug trafficking in Batangas and in Metro Manila.
Balba said that based on the documents at hand, the operation was legitimate and that all necessary proper coordination was followed by the Batangas CIDG, under Police Chief Inspector Jay E Agcaoili, with the Batangas Provincial Police Office and the Philippine Drug Enforcement Agency in the province.
Confiscated from Rodriguez were two pieces heat sealed transparent plastic sachet containing white crystalline substance believed to be Methamphetamine Hydrochloride or shabu.
Agcaoili said that the CIDG will stand on the legitimacy of its operation in Sto. Tomas, Batangas. He added that based on the documents at hand, particularly the letters of coordination with PDEA and Batangas PPO dated April, 20, 2012, the arrest of Rodriguez Friday afternoon was legitimate, belying allegation that the suspect was abducted in Pasay City last Wednesday.
Agcaoili likewise denied that his group has negotiated with the family of Rodriguez for One Million Pesos ransom in exchange for the liberty of the arrested drug suspect.
Agcaoili, decried the raid at the CIDG office in Batangas where police operatives, who were on the process of investigating a crime, were treated like ordinary criminals when they were pinned down on the floor by the raiding team.
Agcaoili said that, in the light of the incident, his group will consult their lawyers for proper filing of administrative charges for the IG’s conduct of illegal raid at the CIDG’s office and robbery cases for the loss of firearms and other properties of Batangas CIDG.
Agcaoili said that around 11:00 clock in the evening of April 20, 2012 personnel of Batangas Province CIDG while preparing documentation for filing of a criminal cases against Rodriguez and the other suspects Fernando Banaag III, Abegail Marasigan, and Hycee Bandelaria who were arrested at Brgy. Nunong Casto, Lemery , Batangas in separate operation for violation of anti-illegal drugs law, members of the Intelligence Group (IG), from Camp Crame, Regional Special Operation Group of PRO4A, and Regional Intelligence Division of PRO4A, Camp Vicente Lim, Calamba City barged in the CIDG office and simultaneously disarmed and forcibly pinned all the CIDG personnel on the floor.
Agcaoili said that after demobilizing the entire CIDG force present without announcing any apparent reason the raiding party started breaking and forcibly opened the doors, filing cabinets, evidence storage room even the personnel quarters and lockers and took the personal and office properties of the personnel of Batangas CIDG including an Armscor Shot Gun, a white Apple Computer Laptop, a Black Samsung Computer Laptop, an Armscor 40 Cal., an Elisco 5.56 mm M16 rifle, 500 rounds for 5.56mm, a Cal 9mm Pistol, a Cal 9mm Pistol Magazine and ersonal and issued firearms and cellular phones of the six accosted Batangas CIDG operatives.
The raiding team likewise herded the present six members of the Batangas CIDG, namely SPO3 Apollo V. Marasigan, SPO3 Emmanuel M. Rabe, SPO2 Maximo C. Catedrilla, SPO1 Donnabelle L. Campos, PO2 Jose Wally DC Banaag, and PO2 Jeffrey M. Malibiran to include the utility boy of the office and a male visitor and at gun point loaded them to a waiting vehicle and brought them to PRO4A headquarters in Camp Vicente Lim, Canlubang, Calamba City, Laguna.

CIDG arrests gun runner in Davao del Sur, seizes loose firearms
Criminal Investigation and Detection Group's (CIDG) aggressive campaign against loose firearms last Tuesday led to the arrest of a gun runner in an entrapment operation in Davao del Sur.
In his report to CIDG director, Police Director Samuel D Pagdilao Jr., Region 11 CIDG chief, Police Senior Superintendent Albert Ignatius Ferro identified the suspect as Brandon Medillo, a resident of Purok Caimito, Brgy. Bulalan, Sta Cruz, Davao del Sur.
Ferro said that CIDG that around 5:00 PM last Tuesday, joint operatives of CIDG in Davao del Sur and Davao City and Community Investigative Support (CIS) volunteers have arrested Medillo in an entrapment operation at Phoenix Gas Station in Sta Cruz, Davao del Sur.
Ferro said that CIDG operatives have confiscated from the suspect four Magnum .357 pistols and the marked money used in the buy-bust operation.
Ferro said that the CIDG is currently doing a deeper probe on the suspect to determine his source of loose firearms.
Suspect Medillo was charged with illegal possession of firearms.
The CIDG is currently carrying out aggressive drive to track down illegal gun holders and confiscate loose firearms in partnership with its own community volunteers, the CIS, in anticipation of the possible increase of firearms related violence in relation to the upcoming 2013 elections and to prevent armed groups from using these instruments of violence in any activities that is inimical to the conduct of peaceful and orderly elections.
Last week, CIDG operatives have arrested Rolando Macapagal, of Upper Lacson, Calinan, Davao City, for illegal possession of firearms after three caliber .45 were confiscated from him.
Macapagal was arrested last April 10, 2012 in Brgy. Gredu, Panabo City when a SUZUKI van he was driving was stopped and searched by operatives following a tip that the suspect was in possession of the said firearms. |

CIDG foils rescue attempt on drug ring leader, arrests 6 armed men
Operatives of the Criminal Investigation and Detection Group (CIDG) in Zamboanga City have foiled an attempt of six heavily armed men believed to be members of a notorious drug syndicate to rescue their arrested leader being guarded by joint operatives of CIDG and Philippine Drug Enforcement Agency (PDEA) on the way to court yesterday morning.
CIDG Director, Police Director Samuel D Pagdilao Jr. identified the arrested suspects as Wally Alama, 42; and Lali Alama, both residents of Purok 7, Recodo, Zamboanga City; Mahmud Mahadali, 32, of Jolo, Sulu; Salam Usni, 34, of Kumalang, Basilan; Alan Sanong, 44, of Tungawan, Zamboanga Sibugay, and Abraham Mohamad 35, of Talisay, Zamboanga City.
Pagdilao said that CIDG and PDEA operatives have seized from the suspects three caliber 45 pistols and three M14 rifles. Also confiscated from suspect Wally Alama were one fragmentation grenade, a small sachet of shabu and a Moro Islamic Liberation Front (MILF) identification card issued by Nur Misuari.
Pagdilao added that the three suspects, Usni, Sanong and Mohamad, from which the three M14s were confiscated, were former members of Philippine Army’s Citizens Armed Forces Geographical Unit (CAFGU) based on the identification cards seized from them.
In his report to CIDG Director, Police Director Samuel D Pagdilao Jr., 9th CIDG chief, Police Senior Superintendent Edgar C Danao said that while the CIDG along with PDEA operatives and local police were escorting Nadzul Alih, 32, the leader of Alih Drug Group, on the way to the Hall of Justice Building, Sta Barbara, Zamboanga City, they received an information from a member of Community Investigative Support (CIS) in the said city that a group of men on board three vehicles were planning to intercept and snatch Alih.
Danao said that Alih, a resident of Brgy. Tecodo, Zamboanga City, was earlier arrested by joint CIDG and PDEA operating units Friday night by virtue of a search warrant for illegal possession of firearms. Authorities during the raid at Alih’s house have confiscated a caliber 9mm pistol with three magazines loaded with 49 rounds of ammunition.
Danao also said that Alih’s Group is on top of the watch list of PDEA on criminal gangs involved in drug trafficking. The group is also notorious for their gun-for-hire activities, in which one of their atrocities was the killing of ex-Mayor Najib Maldiza of Culasi, Maimbong, Sulu who was killed in 2011 in San Roque, Zamboanga City.
Danao said that around 9:30 AM yesterday, while the authorities were on their way to the Hall of Justice, they noticed that they were being tailed by a white Isuzu Bighorn (BDR 226).
Danao said that after the authorities have eluded the Isuzu Bighorn, they noticed the same vehicle afterwards parked at the vicinity of the Hall of Justice with six armed men inside. The authorities immediately surrounded the vehicle and accosted the six suspects before they could act.
Danao said that all six suspects as well as the items seized from them were brought to the PDEA office while cases of illegal possession of firearms, explosives and ammunition were being readied against them by the CIDG in Zamboanga City.
CIDG arrests 2 in La Union, seizes high powered guns
Criminal Investigation and Detection Group (CIDG) operatives in La Union province have arrested two persons and seized high powered firearms and ammunitions in Bacnotan town this morning.
CIDG Director, Police Director Samuel D Pagdilao Jr. said that raids conducted by La Union CIDG team led by Police Chief Inspector Cesar Paday-os in two houses in Barangay Quirino, Bacnotan, La Union have resulted to the arrests of Gomer Julaton, 35, and Antonio Bucasas, 52.
In his report to Pagdilao, Paday-os said that the raids were carried-out by virtue of two search warrants issued by Judge Carlito Corpuz of Branch 27, Regional Trial Court of San Fernando City, La Union.
Paday-os said that around 6 o’clock this morning, joint elements of local police, La Union CIDG and member of Community Investigative Support (CIS) volunteers have served the search warrants at the residence of the two suspects where the firearms were seized.
Confiscated the suspects were two shotguns, 15 rounds of ammunition for shotgun, a caliber 45 pistol, 27 rounds of ammunition for caliber 45, three rounds of ammunition for caliber 9mm, four airsoft rifle and an airsoft pistol.
Paday-os said that before the serving of search warrants, the two suspects were subject of numerous complaints about their indiscriminate firing activities in the said place. Further verification revealed that the firearms confiscated from the two suspects have no licenses.
Paday-os added that the aggressive drive of the CIDG in La Union to account for more loose firearms is in line with the directive of Pagdilao to carry-out preemptive operations against people who are in possession of loose firearms and to take these instruments of violence from their hands.
Pagdilao said that in anticipation of the possible increase of firearms related violence in relation to the upcoming 2013 elections, the CIDG in partnership with its own community volunteers, the CIS, has carried out aggressive drive to track down illegal gun holders and confiscate loose firearms to prevent them from using these illegal guns in any activities that will violate the election laws. |

3 members of Dan Muslim robbery group killed in encounter with CIDG
Operatives of the Criminal Investigation and Detection Group (CIDG) in Central Luzon have busted the Dan Muslim organized crime group notorious for robbery hold-up activities in Pampanga and Tarlac provinces in an encounter yesterday morning in Angeles City that resulted to the death of three suspects including the leader of the group.
CIDG director, Police Director Samuel D Pagdilao Jr. identified the suspects killed in the pre-dawn encounter as Bonifacio Lacson, 27, of Purok 5, Brgy. Amsik, Angeles City; Gilbert Natividad, 23, of Sitio Pitabakan Balitukan, Magalang, Pampanga and Jayson Nardo, of Sto Cristo, Silayan Center, Mc Arthur Highway, Tarlac City.
Pagdilao said that suspect Nardo is the leader of Dan Muslim Gang after the group’s former leader Danilo Paredes alias Dan Muslim was arrested last year in relation to the gruesome killing of Kang Ha Yong, Korean National and resident of Angeles City.
Pagdilao said that the Dan Muslim Gang is included in the watch list of the CIDG of crime groups engaged in robbery holdup and gun-for-hire activities in areas of Pampanga and Tarlac.
Pagdilao added that the recent operation against the members Dan Muslim Gang also highlighted the strong partnership that the CIDG has established with community volunteers who provided the CIDG with valuable information that led to the neutralization of notorious organized crime groups.
Pampanga CIDG chief, Police Chief Inspector Fernando Cunanan Jr. said that last Saturday, April 14, 2012, a member of the Community Investigative Support (CIS) tipped the CIDG that the group was planning to rob a businesswoman engaged in a Cellular Phone business at GENRA Mall, Angeles City. The presence of security guards in the said mall prompted them to change their target and decided instead to rob the Sea Oil Gasoline Station located at Henson Ville Subdivision, Angeles City.
Around 4:30 in the morning of Sunday, suspects on board on two motorcycles arrived at the said gas station and disguised as customers. One of suspects however sensed the presence of CIDG operatives and sped-off, prompting the CIDG to give chase. Upon reaching the corner of Flying V Gasoline Station the suspects turned right towards the stretch of Arayat Boulevard, Barangay, Pampang, Angeles City and upon reaching the vicinities of Robinsons Homes, the suspects fired at the CIDG operatives, which eventually led to a running gun battle. One of the suspects was hit while the two others fell few meters from the first suspect.
Another suspect, the driver of the RUSI motorcycle, however managed to escape. CIDG have recovered two 38 caliber revolvers, a dagger and an ice pick near the suspects. |

Pagdilao cites CIDG’s score vs criminality for 1st Quarter 2012
A total of 1,756 law violators, majority were wanted for heinous crimes, were arrested by the Criminal Investigation and Detection Group (CIDG) in its nationwide anti-criminality drive for the first quarter of year 2012.
CIDG Director, Police Director Samuel D Pagdilao Jr. said that CIDG’s Oplan “Salikop” from January 1 to March 31 this year has accounted for the arrest of 142 members of organized crime groups, the neutralization of 31 groups all over the country, which also resulted to the death of three suspects.
On top of the list of the syndicates that the CIDG has neutralized in the past three months is the Korean syndicate that operated an illegal pit bull dogfight arena in Laguna that resulted in the arrest of eight Korean suspects, six of them have been previously arrested for the same offense.
Also for the same period, the CIDG has neutralized the Pegad Robbery-Holdup Gang in Bohol with the arrest of four suspects; the Pacardo Group of Cagayan de Oro City involved in distribution of counterfeit US dollar bills; the insurance fraud syndicate in Agusan del Sur with the arrest of 9 suspects; the neutralization of De Villa illegal drug trafficking group in Batangas; the neutralization of Flores robbery group in Lucena City; the arrest of three members of Acetylene Gang in Imus, Cavite; the neutralization of Ledesma Kidnapping for Ransom group with the arrest of its leader, Rodel Ledesma; and the neutralization of Dimas gun-for-hire group in San Pablo City, Laguna with the arrest of the leader, Ceferino Atienza.
Pagdilao said that CIDG’s aggressive drives against wanted persons have resulted in the total arrest of 1,510 felons, 146 of which were facing murder, rape and robbery charges in different courts all over the country.
Among those who fell to CIDG operatives were five Abu Sayyaf Group wanted for kidnapping-for-ransom, Maguindanao massacre suspect Datu Anwar Ipe Upam Ampatuan, two MILF members and several other wanted person in regional, provincial, city and municipal levels.
Pagdilao said that in the past three months, the CIDG's Oplan "Paglalansag Omega" has resulted to the arrest of 104 persons for illegal possession of firearms and ammunition. The CIDG has also confiscated 199 loose firearms, 108 of which were high powered.
Pagdilao said that the successes of the CIDG’s anti-criminality drive in the past three months were largely attributed to the active support and participation of members of Community Investigative Support (CIS) who provided important information that led to the arrests of most wanted persons, neutralization of criminal gangs and the confiscation of loose firearms.
Pagdilao added that as the country gears up for the upcoming elections next year, he directed all regional and provincial CIDG units to go proactive by further stepping-up their campaign against loose firearms to take away these instrument of violence from the hands of those men who are bent on using violence and coercion against the public to influence the results of elections. |

Village chief in shooting of CIDG cop in Lipa City arrested
Elements of Criminal Investigation and Detection Group (CIDG) in Batangas have arrested a barangay captain in Lipa City who was tagged as one of the suspects in the shooting of a member of CIDG in the province last week.
CIDG director, Police Director Samuel D Pagdilao Jr. identified the victim as SPO3 Emmanuel Lorzano, 38, a member of Batangas CIDG and resident of Brgy. Pinagtulungan, Lipa City.
Pagdilao identified the arrested suspect Rolando Hernandez, 44, barangay chairman of Malitlit, Lipa City. The CIDG in Batangas is also hot on the trail of the brother of the arrested village chief, Jose Hernandez Jr., who shot the victim.
Batangas CIDG chief, Police Chief Inspector Jay Agcaoili said that the shooting incident occurred around 3:30pm last Wednesday, April 4, at a local resort in Sitio Tagbakin, Brgy. Halang, Lipa City.
Investigation disclosed that Lorzano, who was incidentally in the said place with some relatives, responded to an altercation between a certain Eduardo Macasaet and the suspect.
While Lorzano was trying to pacify the altercation between the two, suspect Hernandez pulled a caliber .45 pistol tucked on his waist but the victim immediately scuffled and disarmed the suspect.
At this point, the other suspect pulled out his gun and shot Lorzano, hitting the victim on his left arm. The gunman immediately fled after the shootout on board a motorized boat towards Mataas Na Kahoy town with his firearm while the victim was rushed to a hospital in Lipa City for medical treatment.
Responding CIDG operatives and members of Lipa City police station have arrested the barangay captain and confiscated from his possession his firearm.

CIDG arrests woman in Quezon City for P134-thousand estafa case
Operatives of the Anti-Fraud and Commercial Crime Division (AFCCD) of the Criminal Investigation and Detection Group (CIDG) have arrested a 34-year old woman in an entrapment in Quezon City for estafa.
CIDG director, Police Director Samuel D Pagdilao Jr. identified the arrested suspect as Kristine Dorthy Calogcog, single, and a resident of Ironwood St., Greenwood Executive Village, Pasig City.
Pagdilao said that Calogcog was arrested in an entrapment operation following the complaint lobbed by the victim Vismark Nazareno, 37, sales manager and a resident of Casa Mikaela Victoria Road, San Miguel, Pasig City.
Investigation disclosed that last April 5, Nazareno lodged a complaint at the CIDG against Calogcog for allegedly defrauding him in the amount of P134 thousand.
Nazareno averred that the suspect pretended to be an agent acting in behalf of a certain Mayor Buling who was looking to buy six condominium units. Nazareno told CIDG investigators that last February 2012, Calogcog contacted him about the transaction.
Nazareno, who thought that he could earn a good commission for the transaction, entertained Calogcog’s deal, who happened to be his former co-employee at the Century Properties Real Estate Office.
The victim also said that on several occasion, the suspect asked cash money from him in the pretext of using the said money to facilitate the release of documents and the alleged time deposit money of Buling to be used in the purchase of the said condominium units.
Nazareno however told CIDG investigators that he aside from text messages, he never met Buling in person or talked to him through the telephone. This made the victim to suspect that Buling is a fictitious person and that the person behind him is no other than Calogcog.
On the basis of Nazareno’s complaint, the CIDG carried out an entrapment around 10:30 am last Saturday in front of CITIBANK Libis Branch in Quezon City that led to the arrest of the suspect.
Calogcog was charged this morning with violation of Article 315 (Estafa) at the City Prosecutor’s Office in Quezon City. |

CIDG, AFP nab ranking Communist leader in Las Piñas City for murder case
Operatives of the Criminal Investigation and Detection Group (CIDG) joined by intelligence agents of the Armed Forces of the Philippines (AFP) have arrested this afternoon the secretary of the Metro Manila Regional Party Committee (MMRPC) of the Communist Party of the Philippines (CPP) who is wanted for a murder case in Quezon province.
CIDG director, Police Director Samuel D Pagdilao Jr. identified the arrested ranking CPP leader as Reynante Gamara, alias Ka Mike, 54, of Cuta, Batangas City. Also arrested for preventing the authorities from serving the warrant of arrest against Gamara was his companion, Santiago Baleta.
Pagdilao said that Gamara was arrested by joint elements of the National Capital Region CIDG and the AFP around 1:30PM today at the vicinity of Starmall, Las Piñas City by virtue of a warrant of arrest issued by Branch 64 of the Regional Trial Court in Mauban, Quezon.
NCR-CIDG chief, Police Senior Superintendent Joel Napoleon Coronel said that Gamara was one of the accused in the killing of Army Private First Class Eriberto Eclavea and Richard Cortizano, alias Ka Troy, a rebel returnee on May 27, 2007 at Sitio Bulihan, Brgy. Munting Ilog, Cagsiag, Mauban, Quezon.
Gamara’s co-accused in the killings are Rosemarie Domanais and Tirso Alcantara, alias Ka Bart, the regional operation commander Southern Tagalog Regional Party Committee (STRPC) of the of the CPP’s arm wing, New People’s Army (NPA). Alcantara was arrested January 5 last year in Quezon province.
Gamara, according to Coronel, was the one who replaced former MMRPC Secretary Filimon “Ka Popoy” Lagman, who was killed inside University of the Philippines in Diliman, Quezon City in 2001.
The recent arrest of Gamara, according to Pagdilao, was part of the CIDG’s aggressive effort to account for fugitives wanted for heinous crimes under the CIDG’s thrust program, Oplan “Pagtugis”.
Pagdilao said that for the month of March 2012, the CIDG has accounted for a total of 303 wanted persons, 49 were facing different heinous crimes while 32 of them were listed in the national, regional, provincial and municipal most wanted lists.
Also around 9:30 this morning, elements of the CIDG’s Detective and Special Operations Division (DSOD) have arrested Gary Baro Jasareno, 24, a native of Masbate and resident of Sitio Majayjay, Brgy. Muntindilaw, Antipolo City. The suspect, who is wanted for violation of Child Abuse Law, was arrested in Boni Serrano, Quezon City.
CIDG seizes guns cache, ammos in Butuan, Agusan del Sur & North Cotabato
Elements of the Criminal Investigation and Detection Group’s (CIDG) joined by local police authorities in Mindanao have confiscated numerous high powered firearms and rounds of ammunition in separate raids in Butuan City, Lapaz, Agusan del Sur last and North Cotabato last Sunday.
CIDG director, Police Director Samuel D Pagdilao Jr. said that aggressive anti-loose firearms drive of the CIDG have resulted in the confiscation of two caliber 45 pistols, one AR15 rifle, two AK47 rifle, two M16 rifles, one caliber 22 pistol and assorted rounds of ammunition at the bunkhouse owned by Pedro Francisco Hernandez, in Bacolod St., Brgy. Doongan, Butuan City.
A separate raid at another property owned by Hernandez at Tagleong Complex, Brgy. Valentina, Lapaz, Agusan del Sur also resulted in the confiscation of an M14 rifle, an M16 rifle, two carbine rifles, two caliber 45 pistols, four rifle grenades, a hand grenade, a clamor mine explosives, and more rounds of ammunition.
13th CIDG chief, Police Superintendent Bowenn Joey Masauding said that around 2:00PM last Sunday, CIDG operatives joined by Agusan del Sur PNP and Special Action Force (SAF) served the search warrants issued by Judge Hector Salise of Bayugan City Regional Trial Court against Hernandez for illegal possession of firearms. CIDG raiding teams were told that Hernandez is out of the county when the raid was conducted.
Masauding added that upon the seizure of the firearms, a certain Edchel Basister came up to claim ownership of the said firearms. Basister said that the guns confiscated belongs to a security agency, but Masauding expressed doubts on the claim of Basister because security guards are not supposed to have clamor mine explosives, rifle grenades and high powered firearms in their possession.
Masauding said that they are still verifying the records of the firearms.
Also in the same date, CIDG operatives in North Cotabato have arrested Mawimo Bragat in his house in Brgy. Katipunan, Arakan town after the authorities have seized from his possession several high powered firearms.
CIDG operating units have confiscated from Bragat a caliber 45 pistol, 2 home made shotguns, a caliber 22 rifle, another caliber 22 home made firearm and rounds of ammunition.
CIDD records show that for the month of March 2012, the group’s aggressive drive against loose firearms has accounted for the confiscation of 42 firearms, six explosive and arrested 32 violators of anti-loose firearms law. |

CIDG to seek BID’s aid for eventual deportation of 8 Koreans in Pit-bull fight
The Criminal Investigation and Detection Group (CIDG) will seek the help of the Bureau of Immigration and Deportation (BID) for the eventual deportation of the eight Korean gangsters after they have been convicted by the court in relation to Friday’s raid in an illegal dogfight arena in Calauan, Laguna.
CIDG director, Police Director Samuel D Pagdilao Jr. said that after the formal complaints have been filed by the CIDG-National Capital Region, the CIDG will also file a formal request, through the prosecutor’s office in Laguna, to the BID to issue a hold departure order against Lee Gwi Woo, 21; Jeong Yeon Hwal, 31; Noh Min Chul, 44; Lee Kyung Won, 31; Kim Young Hwan, 29; Hyun Ho Han, 45; Hong Jeong Oh, 43; and Kim Do Kyung, 41; to prevent them from fleeing the country while the trial is ongoing.
Pagdilao also said that the CIDG is also looking forward to the eventual deportation of the eight Koreans immediately after they have served their sentence following their conviction for being undesirable aliens.
CIDG-NCR chief, Police Senior Superintendent Joel Napoleon M Coronel said that the eight Koreans have also failed to show travel documents during the investigation.
Coronel said that aside from Hong Jeong Oh and Kim Do Kyung, all the remaining suspects have been previously arrested for the same offense after the CIDG have raided a pit-bull arena in Indang, Cavite last December 2011.
Last Friday, March 30, 2012, elements of CIDG-NCR led by Police Chief Inspector Rey Magdaluyo, together with local police in Laguna have simultaneously raided a dog breeding farm in Brgy. San Gregorio Purok 3, San Pablo City and a dogfight arena in Brgy. Limao, Calauan, Laguna that resulted in the arrest of the suspects, the rescue of some 30 pit-bull and the confiscation of millions of worth of equipment used in the operation of online pit-bull fight gambling.
Because the suspects were able to put up another pit-bull arena in a matter of three months with all the expensive equipment that the Koreans have used in their operations, the CIDG strongly believed that the Korean crime group is highly financed and well organized.
Coronel said that the dogs were sent to the Philippine Animal Welfare Society (PAWS) for safekeeping while violation of Anti-Illegal Gambling Law and violation of Animal Welfare Act were filed against the eight Koreans. |

CIDG scores vs rampant adulteration of fertilizers in Mindanao, 8 arrested
Anti-Organized Crime Division (AOCD) joined by other operating teams of Criminal Investigation and Detection Group (CIDG) have busted a syndicate involved in the rampant adulteration of fertilizer products which is being eyed by authorities as the cause in the drastic decline of crops production in Mindanao.
CIDG director, Police Director Samuel D Pagdilao Jr., said that AOCD and CIDG operatives in Region 11, 12 in Autonomous Region of Muslim Mindanao (ARMM), have raided several warehouses and farmhouses in Davao City, in Kapalong and Sto Tomas, Davao Del Norte, in Pikit and Kabacan towns in North Cotabato, and in Isulan, Sultan Kudarat that resulted in the confiscation of adulterated fertilizer products.
Pagdilao said that thousands of adulterated fertilizer products were seized by the CIDG in successive operations last Thursday, March 29. Among these were thousands of sacks containing ammonium sulfates, ammonium phosphates, urea fertilizers, muriate of potash and monosodium sulfate salt.
The CIDG have also seized an Isuzu Ten-wheeler truck (CRU-680), a Suzuki Multicab (JCK 325), a Ford Ranger Pick-up (LFZ-896), a welding machine, a weighing machine, and 2 portable sewing machines.
Pagdilao also said that operating elements have arrested Edgar Calledo and seven of his workers who were then caught in the process of mixing, rescaling and re-sacking of suspected adulterated fertilizer products inside a warehouse in Maa, Davao City.
Pagdilao said that the Mindanao-wide operations of the CIDG stemmed from the complaints of La Filipina Uygongco Corporation, and Fertilizer and Pesticide Authority-XI for the alleged rampant adulteration of fertilizer products and their eventual distribution to different areas in Mindanao.
Authorities said that the syndicate’s modus operandi is to mix salt to pure fertilizer products in order to increase the profit in the distribution of adulterated fertilizer products sold to farmers throughout Mindanao.
CIDG AOCD have filed cases of violations of RA 8293 (Intellectual Property Code) and PD 1144 (Act Creating the Fertilizer and Pesticide Authority) against the suspects.
CIDG busts fake drug ring, arrests Pakistani in Bacoor raid
Joint operating teams of Batangas and Cavite Criminal Investigation and Detection Group (CIDG) have busted a syndicate involved in the importation, repacking and distribution of counterfeit drugs in a raid in Bacoor, Cavite Wednesday night that resulted in the arrest of a Pakistani national and the confiscation of fake medicines worth thousands of pesos.
CIDG director, Police Director Samuel D Pagdilao Jr., identified the arrested suspect as Mohammed Yousof Ali alias Usuf Ali, 54, Blk 5, Lot 31, Rosewood Blvd. Rosewood Village, Brgy Niog 2,Panapaan, Bacoor, Cavite.
Pagdilao said that the two other suspects, identified as Nasser Ali alias Mohammed Nassrer Ali and Mohammed Faisal Ali alias Faisal Ali, Yasser Ali were not present when the CIDG served the search warrant issued by Judge Cesar A. Mangrobang of RTC Branch 22, Imus, Cavite. They are now subjects of CIDG’s follow up operations.
Pagdilao said that around 6 PM last Wednesday, March 28, joint elements from Batangas CIDG led by Police Chief Inspector Jay E Agcaoili and elements of Cavite CIDG led by SPO3 Roland Costalis raided the house of the suspects in Brgy Niog 2,Panapaan, Bacoor, Cavite and confiscated 10 pieces of transparent plastic bag containing several assorted pharmaceutical products including 500 pieces of Loperamide Diatabs in 2mg capsule; four pieces of Carbocistien Solmux in 500mg capsule; 25 pieces of Cytotec in 200mg tablet; 36 pieces of Paracetamol Biogesic in 300mg tablet; 90 pieces of mefenamic acid dolfenal in 500mg tablet; 5 boxes of Roxithromycin in 150mg tablet; 57 pieces of Dermovate Ointment; 52 pieces of Stresstabs in 600mg tablet; and Four pieces of Solmux in 500mg tablet. All the medicines confiscated are believed to be fake.
Aside from the fake medicines, CIDG operatives have also confiscated 24 pieces of color yellow tamper proof resistance seal; a laptop, a desktop computer with printer and a Grandvia car.
Agcaoili said that the syndicate has been engaging in the importation, repacking and distribution of fake medicines for about three years and seven months with China and Pakistan as the main source of counterfeit medicines. These fake medicines were being distributed in small unsuspecting stores in Batangas and Cavite provinces as well as in Quezon City and in some towns in Cagayan Valley region.
Agcaoili said that prior to the raid in Bacoor, a member of CIDG’s Community Investigative Support (CIS) accompanied to the CIDG in Batangas a store owner who suspects that the medicines that were delivered to his store were fake. The complainant averred that he has been receiving complaints from his customers that the medicines that he sold have not cured the illness that they were supposed to cure.
Initial investigation disclosed that medicines were delivered to his store in boxes via a courier company. These medicines were sold to the said store owner by the suspects, which he paid in advance through the suspect’s bank account.
Agcaoili said that in response to the said complaint, the CIDG in Batangas ran a test-buy of the products from the suspects. The products were afterwards sent to the Food and Drugs Administration (FDA) for examination, which results found the drugs to be fake.

CIDG-SRU nabs 2 Chinese, seizes 2 kilos of shabu in Malabon City’s
Anti-Drug Operation; Pagdilao orders deeper probe
Notwithstanding the successful anti-drug operation conducted by the Criminal Investigation and Detection Group (CIDG) Special Reaction Unit (SRU) in Malabon City Wednesday night that resulted in the arrest of two Chinese nationals and confiscation of two kilos of shabu, CIDG Director, Police Director Samuel D Pagdilao Jr has ordered a fact-finding investigation to determine the true circumstances surrounding the operations.
Pagdilao yesterday directed Criminal Investigation and Detention Division (CIDD) chief, Police Senior Superintendent Elmo Sarona, to head a fact-finding investigation to determine the veracity of a report that there were irregularities in the conduct of search operations, including the misappropriation of shabu seized from the suspects Antonio Go, alias Ting, 52, of McArthur Highway, Malabon City and Hua Shi, 24, of 422 Jose Abad Santos St., Binondo, Manila.
Pagdilao also ordered the administrative relief of Police Chief Inspector Edgar V. Batoon and Police Senior Inspector Ricardo Luciano, the leader and assistant leader of the team involved in the operations against the two suspects. Pagdilao placed all the participating elements in the said operations under investigation as well.
According to the spot report of SRU, around 7:00 p.m. last Wednesday, SRU operatives, who have been doing surveillance operation regarding reports of the alleged gunrunning activities of Tony Go, have arrested the suspect near Sea Oil Gasoline Station, corner McArthur Highway, Brgy Potrero, Malabon City.
CIDG’s SRU operatives have also arrested suspect Shi, who was on board Go’s Ford Everest SUV (ZAK 237).
CIDG operatives confiscated from Go a caliber 45 pistol that was tucked in the suspect’s right waist. When the operatives searched the vehicle of Go, they found another caliber 45 pistol, two pieces of magazines for the said firearm, ten rounds of ammunition, and one caliber 22 magnum revolver with three live ammunition.
During the operation, the operatives have also confiscated three pieces of transparent plastic bags containing suspected shabu. The SRU report however did not indicate the approximate volume of shabu in their report, prompting speculations that the operatives have under stated the amount of illegal drugs confiscated.
Pagdilao said that yesterday afternoon, the CIDG SRU filed cases of violation of PD 1866 or illegal possession of firearms and RA 9165 or possession of illegal drugs at the Malabon City Prosecutor’s Office against the arrested persons.
Pagdilao added that the CIDG is closely coordinating with the Philippine Drug Enforcement Agency (PDEA) for assistance in ferreting out the truth so that those responsible will be dealt with accordingly.
To preclude further perception of bias, Pagdilao recommended that pre-charge investigation and the ensuing summary hearing proceedings be handed by the Directorate for Investigation and Detective Management (DIDM). |

Ortega slay suspect falls to CIDG in Palawan
Criminal Investigation and Detection Group (CIDG) operatives in Puerto Princesa City have arrested last night a lawyer tagged as one of the suspects in last year’s killing of local broadcaster Jerry Ortega.
CIDG Director, Police Director Samuel D Pagdilao Jr. said that acting on information given by members of Community Investigative Support (CIS), Palawan CIDG led by Police Chief Inspector Reynaldo Ramos and Special Operations Group (SOG) of Palawan PNP have arrested Atty. Romeo M. Seratubias, in his residence in Brgy. San Jose, Puerto Princesa City, Palawan around 6:30 PM.
Seratubias was implicated in the murder of Ortega after police investigators found that the .45 cal. pistol used in the shooting was registered to him.
Pagdilao said that the immediate arrest of Atty. Seratubias, and the continuing operation to locate the other accused in the January 24, 2011 murder of Ortega is part of the CIDG’s commitment to help the family of the victims of heinous crimes attain justice through the arrest of wanted persons as fast as possible so that a speedy administration of justice can be expected.
Through this action, Pagdilao added that it is hoped that people’s faith in the criminal justice system will be strengthened and impunity of crimes against anybody including the media will stop.
Pagdilao added that the arrest of Seratubias is also part of the CIDG’s aggressive campaign to arrest suspects involved in sensational and heinous crimes, in response to the directive of PNP Chief, Police Director General Nicanor A Bartolome.
Region 4B CIDG chief, Police Superintendent Nazario Fernandez said that Atty. Seratubias is now in custody of CIDG in Puerto Princesa and that the 58-year old former Palawan Provincial Administrator is in good mental and physical condition.
Yesterday, Palawan Regional Trial Court Branch 52 Presiding Judge Angelo R. Arizala, issued the arrest warrant against Seratubias along with former Palawan Governor Joel Reyes for murder with no bail recommended.
Fernandez said that the CIDG in Palawan is still conducting follow-up operation to locate and arrest ex-Gov. Reyes and the other suspects, including incumbent Coron, Palawan Mayor Mario Reyes Jr.
Ortega, 47, was shot and killed by gunman Marlon Recamata in the head and body while shopping in a used-clothes store in Puerto Princesa City. Recamata, who was immediately arrested moments after the killing, later confessed that his group was hired for the hit job in exchange for P150,000. |

CIDG solves Abra “cold case” in 10 days, suspect charged with murder
Investigators from the Criminal Investigation and Detection Group’s (CIDG) in Cordillera Region has solved in 10 days period a murder case that has been considered a cold case with the filing of charges against the suspect.
In his report to CIDG director, Police Director Samuel D Pagdilao Jr., Cordillera CIDG chief, Police Senior Superintendent Pedro Austria, Jr. said that in 10 days time since the CIDG took over on the investigation on the killing of Michael Bernal, they were able to solve the case with the filing of murder case against Vergel Villastiqui.
Bernal was killed on the night of October 2, 2011 after he was shot by Villastiqui and two other suspects along Taft St., Zone 5, Bangued, Abra. Austria said that the investigation on the case has slept for almost six months until the local police finally recommended the case to the CIDG for investigation last March 13, 2012.
Austria said that cold cases are violent or heinous crimes, such as murder or rape which unlike unsolved minor crimes are generally not subject to a statute of limitations.
Bernal’s case is considered a “cold case” because local police have not yet solved the case to the extent of properly indicting charges against the suspects in court.
Records of the case disclosed that the victim, Bernal, 26 years old, married, driver, and resident of Brgy Zone 2, Bangued, Abra was found dead with gunshot wounds all over the body around 8:00 p.m. of October 2, 2011 by members of Bangued PNP.
Austria said that initial investigation conducted by the first responders disclosed that the Bernal was walking along Taft St. when two unidentified persons on board a motorcycle shot him several times. Bernal was brought to the Abra Provincial Hospital for medical treatment but he expired along the way. The police team recovered six spent shells of cal .45.
Melba Bernal, wife of the victim told police investigators that before the shootout, her husband had an altercation with the suspect that prompted the latter to punch and struck the head of the suspect with a t-wrench mechanical tool.
Mrs. Bernal also told CIDG investigators that prior of the shooting incident, Villastiqui along with two other male companions came to the their house three times, angrily asking for the whereabouts of the victim. The suspect had threatened to kill the victim on the alleged injury he sustained on the head. Mrs. Belnal further stated that she noticed a protruding handgun on the suspect’s waistline.
Austria said that according the wife of the victim, around 7:00 p.m. of October 2, 2011, while going to a store to buy a soft drink, she noticed the suspect in the company of two males with a motorcycle as if waiting somebody.
Mrs. Bernal also told investigators that while on her way back to her house, she saw again the three onboard a motorcycle toward Taft Street in Barangay Zone 5. That instance, she followed them by taking a tricycle ride and there she personally witnessed the tree suspects chasing her husband. She also saw Villastiqui fired several shots to her husband.
Mrs. Bernal later positively identified Villastique on the CIDG’s rogues’ gallery as the same person who shot and killed her husband.
Austria said that after careful examination of the evidence and the records of the case, the CIDG has strongly concluded that Villastique and his two other companions have perpetrated the killing of Bernal. Revenge is the possible motive of this shooting incident.

CIDG ARMM arrested Maguindanao massacre suspect in Cotabato City Hospital
Elements of Criminal Investigation and Detection Group’s (CIDG) in Cotabato City last night arrested another suspects in the 2009 Maguindanao Massacre inside a hospital in Cotabato City while undergoing medical treatment for blast injuries.
CIDG director, Police Director Samuel D Pagdilao Jr. said that CIDG operatives in Autonomous Region of Muslim Mindanao (ARMM) led by Police Superintendent Leo Quevedo served the warrant of arrest for 57 counts of murder to the suspect Datu Anwar Ipi Upam Ampatuan while confined at the Notre Dame Hospital in Cotabato City.
Quevedo said that the warrant was received by two lawyers of Ampatuan, who was at the time the warrant was served was still undergoing treatment for blast wounds. Quevedo added that Ampatuan was already in stable condition when they arrived at the hospital around 6:30 PM.
Quevedo said that Ampatuan, who is the grandson of Andal Ampatuan Sr., was admitted earlier to the said hospital after government soldiers and police operatives fetched him at the boundary of Sharif Aguak. Quevedo also said that information gathered by the CIDG from relatives of Ampatuan in the hospital said that the suspect in the Maguindanao Massacre was severely injured after the pump boat he was riding was blown by still unknown kind of explosive around 2 o’clock in the afternoon yesterday.
Quevedo said that before the blast, Ampatuan was reportedly with the company of unknown number of Moro Islamic Liberation Front (MILF) rebels led by Dagadas Alim, the commander of 118 Battalion of the MILF, on board the ill-fated pump boat in Mamasapano, Maguindanao.
Quevedo said that the cause of the explosion is still under investigation but the blast reportedly killed the pilot of the pump boat and injured three others. At present, investigation is still in progress to determine the whereabouts of Commander Alim and the identity of the pilot who was killed in the blast.
Quevedo added that the CIDG will immediately turn over Ampatuan to Branch 221, Quezon City Regional Trial Court as soon as he becomes fit to travel.
Ampatuan, who is carrying P300.00 rewards on his head, was the 96th suspect to fall to the authorities. |

Cavite CIDG arrests ex-policeman who turned his own daughter to sex slave
Operatives of the Criminal Investigation and Detection Group’s (CIDG) in Cavite province last Tuesday have arrested a former policeman who made a sex slave out of his own daughter for two years and eventually got the victim pregnant.
CIDG director, Police Director Samuel D Pagdilao Jr. said CIDG Cavite led by Police Chief Inspector Marlon R. Santos have arrested Maxilito Magbitang, 49, of Allenville Townhouse, Phase 1, Brgy. Manggahan-Lawin, Binakayan, Kawit, Cavite.
Magbitang is a former policeman assigned at the provincial intelligence branch of the Cavite police. He was dismissed from the service in 2007.
CInsp. Santos said that Magbitang was arrested immediately the following day the warrant of arrest was issued by the Imus Regional Trial Court.
Court record showed that Magbitang started molesting his daughter, now 23 years old, in 2000 when the latter was only 11 years of age.
In 2008, at the age of 18, Magbitang raped the victim. This sexual assault was repeated several times during the period of February 2008 until December 2010 when the victim was impregnated.
The victim, after she gave birth last year, filed her formal complaint against his father. Last February 1, 2012, Provincial Prosecutor Emmanuel Velasco approved the filing of Act of Lasciviousness and Rape in Relation to RA 7610 against Magbitang.
The court has not recommended bail for temporary liberty of Magbitang.

CIDG seizes P1.6M worth of fake Castrol lubricants in Caloocan City
Operatives of the Criminal Investigation and Detection Group’s (CIDG) in the National Capital Region (NCR) have confiscated a total of 8,878 pieces of counterfeit Castrol Active Premium lubricant products worth P1.6 million in a raid in Caloocan City last Tuesday.
CIDG director, Police Director Samuel D Pagdilao Jr. said that around 11:30 am last Tuesday, CIDG operatives have raided five warehouses and stores in Caloocan City and Quezon City owned by a Chinese businessman, a certain Jimmy Go, and seized the fake products with an estimated value of P1,598,000.00.
Pagdilao said based on a search warrants issued by Makati City Regional Trial Court, five establishments owned by Go in Gracepark, Caloocan City and in Del Monte Avenue, Quezon City where the fake lubricants were seized.
Pagdilao added that the raid stemmed from the complaint of Castrol Philippines, who certified that the seized items are counterfeit. |

CIDG arrest 2 murder fugitives in Metro Manila
Operatives of the Criminal Investigation and Detection Group’s (CIDG) have arrested two fugitives wanted for murder cases in separate operations in Mandaluyong and Caloocan City.
CIDG director, Police Director Samuel D Pagdilao Jr., identified the arrested fugitives as Marlon Talacay, 27, a native of Masbate province and a resident of 660 Sitio 1, Brgy. San Jose, Mandaluyong City and Efren Madalipay, alias Afing, 35, Maligaya, of Sto. Nino, Caloocan City.
Pagdilao said that Talacay was arrested yesterday morning by elements of Detective and Special Operations Division (DSOD) by virtue of warrants issued by Antipolo City Regional Trial Court for murder and frustrated murder.
Talacay was one of the suspects in the murder of Norma Estrada on April 24, 2005. His arrest yesterday was an offshoot of the CIDG’s continuous operation since the suspect eluded the arresting team in previous operations.
In Caloocan City last Saturday, March 16, 2012, joint elements of Pangasinan and Pampanga CIDG and Community Investigative Support (CIS) volunteers have arrested Madalipay by virtue of a warrant issued by a Regional Trial Court in Batac, Ilocos Norte.
Pagdilao said that Madalipay belongs to the Pinili-Badoc Group, a notorious crime gang involved in gun-for-hire activities and robbery hold-up in Ilocos provinces. He is listed as the most wanted criminal in Region 1 with monetary reward of P140 thousand. |

Pagdilao reshuffles CIDG’s regional offices
Criminal Investigation and Detection Group (CIDG) chief, Police Director Samuel D Pagdilao Jr. has approved the latest reassignments of new regional and division chiefs of the premier investigative arm of the Philippine National Police (PNP).
Pagdilao, who led the turnover rites this morning, said that the recent reshuffle that affected six senior officers remains a part of the continuing changes that the CIDG is implementing triggered by the performance evaluation and audit of CIDG’s regional and division offices.
Effective March 15, 2012, Police Superintendent Honorio R. Agnila is designated as acting chief of the Operations Management Division (OMD), replacing Police Senior Superintendent Edgar C. Danao. Danao is now the regional chief of the CIDG in Region 9, which was vacated by former Region 9 CIDG chief, Police Senior Superintendent Generoso Bonifacio who retired from the service last February.
Former Region 11 CIDG chief, Police Senior Superintendent Pedro B. Cabatingan is now designated as chief of the Anti-Organized Crime Division (AOCD) following the vacancy left by the division’s former chief, Police Senior Superintendent Ronald Estilles, who is now assigned at the Manila Police District (MPD).
Former Region 12 CIDG chief, Police Senior Superintendent Albert Ignatius Ferro has replaced Cabatingan in Region 11, while former Investigation Division chief, Police Senior Superintendent Noli Romana is designated as the new Regional Chief of the 12th CIDG. Replacing Romana at the Investigation Division is Police Senior Superintendent Bartolome R. Bustamante.
During the turnover ceremony, Pagdilao stressed that the recent reshuffle of regional offices and divisions was carried out to continuously institute changes within the organization to ensure the efficiency of the CIDG in solving crimes as well as in the campaign against most wanted persons, organized crime groups and loose firearms.
Pagdilao directed the newly appointed regional and division chiefs to do their best in surpassing the recent achievements of their new offices and to prove to those who vouched for their appointments that they are worthy of their newly acquired position in the CIDG. |

Pagdilao announces two new additions to CIDG’s battery of lawyers
Criminal Investigation and Detection Group (CIDG) director, Police Director Samuel D Pagdilao Jr. announced the new addition to the battery of lawyers of the PNP’s premier investigative arm with the passing of two members of the group in this year’s bar exam.
Pagdilao said the CIDG takes pride in the passing of Police Officer 3 Michael Madrid, assigned at the CIDG Misamis Occidental and Non-Uniform Personnel (NUP) Marigold Alegria, assigned at the CIDG’s Legal Division.
Pagdilao said that Atty. Madrid, who is a native of Butuan City joined the PNP on year 2000 and has been assigned to regional mobile group units in Region 13 and 14, and the CIDG in Camp Crame, in regions 4B and 10 prior to his passing in the bar exam.
In his previous assignments, Atty. Madrid was also a recipient of the PNP Badge of Honor award, four Medalya ng Paglilingkod sa Mindanao, five Medalya ng Kasanayan, two Medalya ng Kagalingan and 12 Medalya ng Papuri.
Atty. Alegria, who joined the PNP in 2001, is a graduate of BSE/AB English in Philippine Normal University before she took up Law at the Manuel Luis Quezon University.
Pagdilao said that the addition of two more lawyers in the CIDG will definitely boost the capabilities of the group in meeting its mandate to investigate sensational and high profile crimes.
Pagdilao said that the CIDG, being the premier investigative arm of the PNP, needs additional young lawyers like Atty. Madrid and Atty. Alegria who have the knowledge on the intricacies of Philippine laws in relation to the job of the CIDG to investigate crimes.
Pagdilao added that with the addition of new lawyers to the CIDG, the group can further assure that the cases being investigated by the CIDG in different parts of the country will be airtight to stand court litigation.
Under Pagdilao’s watch, the CIDG demonstrated the talents and proficiency of its battery of lawyers when the group led last year the investigation of the PNP Chopper Anomaly, the purchase of robber boats and speed boats and the repair of the PNP V-150.
Among the CIDG lawyers who figured in the investigation of the said controversial cases aside from Pagdilao who is also a lawyer were Police Senior Superintendent Joel Napoleon Coronel, Police Senior Superintendent Elmo Sarona, Superintendent Eduardo Villena, Sr. Inspector Ricardo A. CIDG arrests 2 in Batangas, a gang leader in Zamboanga for loose guns
The Criminal Investigation and Detection Group’s (CIDG) aggressive operations against loose firearms have resulted in the arrest of two people in Batangas province and a gang leader in Zamboanga City who was convicted by the court for illegal possession of firearms.
CIDG director, Police Director Samuel D Pagdilao Jr. said that in Talisay, Batangas last Wednesday morning, elements of CIDG from Region 4A have arrested Andy Manalo, 37, and Eric Co Tan, also known as Xy Jianshen, 33, in Barangay Sampaloc.
Pagdilao said that Manalo and Co were arrested for illegal possession of firearms after the CIDG operatives have served the search warrants issued by a Regional Trial Court in Sta. Cruz, Laguna against the two.
The CIDG operatives have confiscated from Manalo a homemade shotgun with ammunition while from Tan a caliber 40 pistol with 2 magazines. During the search, operatives also noticed the vehicle of Mr. Co, a silver Mitsubishi Montero Sports (NBQ 528), parked on the right side of his house, where four live ammunition for caliber 45 were also confiscated.
Last Monday, a convicted leader of Sali gun-running group based in Zamboanga City was arrested for violation of anti-loose firearms law.
Maih Sali, 65, a resident of Buenavista St., Sto Nino, Zamboanga City before his arrest last Monday has as case a case in court for violation of PD 1866 in relation to his arrest on March 2008 in a CIDG’s entrapment operation that resulted in the confiscation of 10 caliber .38 revolver. He was temporarily released from detention after he posted P45 thousand for his bail.
After three years, the court on September 12, 2011 convicted Sali for illegal possession of firearms with imprisonment.
Pagdilao said that the recent accounting of lose firearms is part of the proactive efforts of the CIDG to take away the guns from the hands of criminal groups and those with intentions to intimidate people purposely for advancing political aims, especially that the 2013 elections is barely 13 months away.
Pagdilao said that with the Community Investigative Support (CIS), the group’s community volunteer organization, now playing active role in the CIDG’s campaign against loose firearms, the group is optimistic that it can sustain its aggressive drive which will largely contribute to the success of a peaceful and orderly election next year. |

CIDG arrest 2 swindlers in Quezon City entrapment operation
Anti-Transnational and Cyber Crime Division (ATCCD) operatives of the Criminal Investigation and Detection Group (CIDG) have arrested two female swindlers in an entrapment operation in Quezon City last Friday night.
CIDG Director, Police Director Samuel D Pagdilao Jr. identified the suspects as Mary Ann Pagibitan, alias Lisa, Melissa, 31, and Delia Oraa, alias Delia Tolentino, 57, both residents of Area V, Florentina St., Litang Ave., Gulod, Novaliches, Quezon City.
The entrapment operation stemmed from the complaint of Mary Jane Gomez about the swindling activities of the two suspects.
Investigation disclosed that in the month of February 2012, Gomez received a text messages from a certain Ning De Castro that the latter’s child was allegedly sick and that she asked Gomez to lend her.
Knowing that De Castro was as friend from Bicol, Gomez sent the former money through Cebuana Lhullier Pera Padala. However, when Gomez called up the real De Castro, who is in Bicol, she found out that the she was duped by a swindler who cashed out the said money at a branch of Cebuana Lhullier in Novaliches, Quezon City.
Gomez also told investigators that she was set to send another P5,000.00 to the suspect last March 3, 2012, had she not discovered that she was being victimized by a swindler. This prompted Gomez to seek the assistance of CIDG’s ATCCD.
Around 7 p.m., ATCCD operatives conducted and entrapment operation at the vicinity of Cebuana Lhullier in Quirino Highway corner Araceli Street, San Bartolome, Quezon City that resulted to the arrest of the two suspects.
Investigators found out later that it was Pagibitan who introduced herself as De Castro to Gomez.
ATCCD operatives recovered from the possession of Pagibitan a payout receipt from Cebuana Lhullier in the amount of P500.00 received and signed by suspect Tolentino and a five hundred pesos bill.
The two suspects were charged with cases of violation of Article 315 or Swindling at the Quezon City Prosecutor’s Office. |

6 persons fall to CIDG’s step-up drive vs. MWP, loose firearms
Six persons including two members of a notorious gun-for-hire group were arrested by elements of Criminal Investigation and Detection Group (CIDG) in separate operations against wanted persons and loose firearms.
CIDG director, Police Director Samuel D Pagdilao Jr. said that from February 27 up to March 3, 2012, six persons involved in different crimes were arrested in Rizal, Northern Samar, Albay and Pangasinan.
Pagdilao identified the arrested suspects as Rolando Cisneros, 61, of Brgy. Dalakit, Catarman, Northern Samar; Orli "Dibol" Peranca, 31, of Brgy. Binataga, Ligao City, Albay; Bonifacio Sentinellar, 44, Brgy. Salapingao, Dagupan City, Pangasinan; Gary Conception, 30, native of Conception Piquen, Naga City and resident of 4th Estate Subdivision, Area 5, Paranaque City; Ariel Pasiona, 26, native of Goa, Camarines Sur, also of Area 5, Paranaque City; and Christopher Malinis, of Mambog 3, Bacoor, Cavite.
The operations also resulted in the confiscation of five loose firearms.
In Tanay, Rizal, CIDG operatives have arrested Conception and Pasiona following information relayed by members of Community Investigative Support (CIS) that there were two suspicious persons sighted sitting on the store in front of New Tanay Hardware, seemingly observing the place. The informant told CIDG that the two have been sighted doing their round of observation hours before the opening of the said establishment and after the closing, prompting the CIDG to monitor the two suspects that led to their arrest.
Investigation revealed that the two were members of a gun-for-hire syndicate tagged in the killing of a certain Ferdinand Apolinar at Pinagbuhatan, Pasig City last March 2011, the killing of a Chinese businessman in Baclaran, Paranaque City, the murder of Boyet Jimenez in Antipolo City last December 2011, and the robbery with homicide case in Binangonan, Rizal.
The CIDG have confiscated from the two suspects two .38 caliber revolver, a grenade, and several rounds of ammunition.
In Bacoor, Cavite, CIDG operatives have confiscated from Malinis a caliber 45 pistol and an UZI with several rounds of ammunition.
In Northern Samar, Cisneros was arrested last Monday by virtue of a warrant of arrest issued by the court in Laong, Northern Samar for murder with no recommended bailbond for his temporary liberty.
Suspect Peranca was arrested last Wednesday by virtue of a warrant of arrest issued by the court in Ligao City, Albay for rape. Peranca is number 2 in the list of most wanted in Ligao City and 16th in the province of Albay.
In Pangasinan, joint elements of provincial CIDG and Dagupan City police have arrested Sentinellar for illegal possession of firearms. A caliber 45 pistol with several rounds of ammunition was confiscated during the arrest. |

Pagdilao rolls-out revamp in CIDG regional, provincial offices
Criminal Investigation and Detection Group (CIDG) chief, Police Director Samuel D Pagdilao Jr. has announced another revamp in the premier investigative arm of the PNP with the designation of new regional and provincial chiefs.
Pagdilao said that the latest reshuffle is an offshoot of the performance evaluation and audit of CIDG’s provincial offices for the last two quarters.
Pagdilao added that the revamp in the CIDG was carried-out to step-up the campaign of the CIDG against most wanted persons in line with the program of actions that PNP Chief, Police Director General Nicanor A Bartolome is implementing.
Pagdilao further said that the revamp was also triggered by the investigation on members of Anti-Fraud and Commercial Crimes Division (AFCCD) who allegedly figured in the extortion of a Chinese national in Ongpin, Manila.
Pagdilao ordered the administrative relief of Police Chief Inspector Teodulo Armanda, Police Chief Inspector Bienvenido Reydado, Police Chief Inspector Fernando Reyes, SPO3 Rosauro Almonte, SPO3 Leandro Santos, SPO2 Juancho Medalla, SPO2 Victor Dimaano, SPO2 Eduardo Liwanagan, SPO1 Veronica Villareal, PO3 William Geneblaso, PO3 Sitti Usman, PO3 Glicerio Encela, PO3 Alfredo Bautista, and PO2 Joven dela Cruz.
The fourteen policemen were transferred to the Maintenance and Technical Service Division (MTSD) of the CIDG from their posts at the AFCCD to give way to the impartial investigation on the alleged extortion of Edwin Tan Ngie, a Chinese national, last February 23.
Pagdilao also designated Police Superintendent Benjamin C Acorda, formerly the chief of the 4B Regional Criminal Investigation and Detection Group (4BRCIDG), as the chief of the AFCCD. Pagdilao directed Acorda to institute drastic reforms in the AFCCD to ensure the cleansing of the said division.
Also effective February 29, 2012, Police Superintendent Nazario M Fernandez has assumed as the new regional chief of 4BRCIDG. He left his former assignment as chief of the Police Community Relation (PCR), Operations Management Division (OMD).
Police Chief Inspector Vergilio R Madronio, formerly with the Anti-Organized Crime Division (AOCD) was assigned as the new provincial officer of Rizal CIDG. Outgoing Rizal provincial officer, Police Chief Inspector Eduard P Mallo, was reassigned to CIDG OMD.
Police Chief Inspector Joel L De Mesa, formerly the CIDG’s Public Information Office (PIO) chief was assigned as the new provincial officer of Quezon CIDG. Outgoing Quezon provincial officer, Police Chief Inspector Joselito E Villarosa, was reassigned to CIDG regional office in Central Luzon.
Police Chief Inspector Marlon R Santos, formerly with the CIDG’s Detection and Special Operations Division (DSOD) was assigned as the new provincial officer of Cavite CIDG. Outgoing Cavite provincial officer, Police Chief Inspector Reynaldo A Magdaluyo, was reassigned to CIDG regional office in the National Capital Region (NCR).
In Pampanga, CIDG provincial chief, Police Chief Inspector Julius Cesar Mana was reassigned to the Regional Office in Central Luzon. He was replaced by Police Chief Inspector Hernando Cunanan. |

Man wanted for murder dies in shootout with CIDG in Agusan Del Sur
A 42-year old man wanted for murder in Agusan Del Sur was killed in a shootout with members of Criminal Investigation and Detection Group (CIDG) during the serving of warrant of arrest yesterday in San Luis town.
CIDG director, Police Director Samuel D Pagdilao Jr. identified the fatality as Steven Francisco, 42, married and resident of Purok 1, Brgy. Baylo, San Luis, Agusan Del Sur. Francisco, who is the accused in the 2004 killing of a certain Staff Sergeant Jonnie Patricio Bautista, is number 1 in the list of most wanted persons in San Luis town. He was also implicated in the killing of Jeremy Bautista, the cousin of the slain sergeant, in 2007.
Pagdilao said that around 8:30 am yesterday, CIDG operatives from Agusan Del Sur joined by members of San Luis local police were about to serve the warrant of arrest against Francisco when they spotted the accused walking in the pathway going to his farm.
When CIDG operatives approached Francisco and introduced themselves as PNP members, the accused immediately fired his gun at the operatives. This prompted the authorities to retaliate, hitting Francisco on the different parts of his body.
Francisco was immediately rushed to a hospital in Talacogon, Agusan Del Sur for medical treatment but he died on the way to the said hospital.
CIDG operatives recovered from Francisco an improvised shotgun, a .357 revolver, several rounds of ammunition and a 25 inches long bolo.
Pagdilao orders investigation of CIDG AFCCD-men in extortion of Chinese
Criminal Investigation and Detection Group (CIDG) director, Police Director Samuel D Pagdilao Jr. has ordered a fact finding investigation to validate a media report that members of CIDG’s Anti-Fraud and Commercial Crime Division (AFCCD) were involved in an extortion activity victimizing a Chinese national in Manila.
Pagdilao this morning directed CIDG Deputy Director for Administration, Chief Superintendent Benito Estipona to head a fact finding investigation to identify the members of AFCCD who reportedly arrested a Chinese national in Ongpin, Manila allegedly for illegal drugs offense and forced him to cough P1.5 million in exchange for his release.
Pagdilao also ordered the immediate administrative relief of the AFCCD members who will be identified to be involved in the operation to give way to an impartial investigation and if warranted by the results—a pre-charged and summary hearing proceedings.
Media reports reaching the office of Pagdilao said that around 7 p.m. of February 23, a Chinese who just had a dinner at the President Restaurant in Ongpin was accosted by policemen who introduced themselves as members of CIDG from Camp Crame. The policemen allegedly accosted the Chinese after they found 25 grams of shabu in his parked motorcycle.
The report added that the policemen brought the Chinese to Camp Crame where he was allegedly threatened with anti-illegal drugs charges if he does not cough up P10 million. The demand was later reduced to P1.5-million in exchange for the release of the Chinese.
Pagdilao said that with the AFCCD becoming increasingly involved in a series of reported “irregular” activities, he ordered a thorough review and assessment of the unit’s morale and efficiency and the leadership qualities of its commanders and sub-commanders for the purpose of instituting drastic reforms, including the complete top-to-bottom overhaul of the division by stuffing it with entirely new officers and personnel.
Pagdilao made it clear that the CIDG will neither condone criminal or irregular acts committed by its members nor will protect them from sanctions imposed after due process. |
