Chubu Electric fears summer supply shortage
When Kansai Electric Power Co. announced it would ask its customers to cut back on electricity usage this summer, fearing supply shortages, it also dashed Chubu Electric Power Co.'s hopes of receiving electricity from the that utility.

In response, Chubu Electric has fired up long-dormant thermal power plants to generate sufficient supply for the summer months, when electricity demand peaks.
However, supply may still prove insufficient, and with power from other utilities likely to be transferred to Tokyo Electric Power Co. and Kepco, which are facing much bigger shortfalls, Chubu Electric has been left with few options to ensure a stable supply of electricity to its service area.
"We didn't anticipate that Kepco would be forced to ask its users to save electricity," said a top executive at Chubu Electric. "We can't ask for Kepco's support anymore. We have to manage the rising demand on our own."
Chubu Electric has managed to secure supply capacity of 27.63 million kw for July, while projected demand is expected to peak at 26.37 million kw, leaving a margin of 1.26 million kw.
However, the margin rate — or the margin divided by peak demand — stands at only 4.8 percent for the month, compared with the benchmark margin of 8 to 10 percent necessary to ensure uninterrupted supply. A breakdown of just one major unit at a thermal plant, such as the No. 4 or No. 5 units at Hekinan Thermal Power Plant in Aichi Prefecture, could cause a shortage.

中部電力は、Kepcoにより依頼を断られたあとで、契約者に節電を強く呼びかけた。
中部電力は夏の間の電力不足を恐れている。
関西電力が、その消費者に、供給量が足りなくなるので夏の間の電力の消費を節約してもらうよう依頼していることを公表した時、関西電力から電力の供給を受けようとする中部電力の望みは打ち砕かれた。

こういった状況に対応して、夏の月の間、この間に電力の需要が最大となるのだが、これに見合うだけの十分な匡救を賄うため、長い間休止期間にあった火力発電所を稼働させている。
しかし供給まだ不足していると判明する可能性があり、しかも他の発電施設から供給される電力は東京電力とKepcoに回される可能性が高い。Kepcoはもっと大きな供給不足に面しているのだ。よって、中部電力には自分の管轄地域に安定して十分な電力を供給するすための手段が殆ど無いに等しい。
中部電力の首脳陣の一人が言った。「我々はkepkoが、その利用者に節電をお願いするような事態になるとは思っても見なかった。もうKepcoさんに助けをお願いする訳にはいかない。我々は、増大する需要を我々の手でどうにかしないといけない。」
中部電力は７月の安定供給量として、２７６３万キロワットの量をどうにか確保した。一方で予想される最大需要量は２６３７万キロワットに達する。その絶対の上限まで、あと１２６万キロワットしかない。
しかし、最大供給限度率、つまり供給余剰量を最大需要量で割ったもの、はこの月でいえはわずか４．８％しかなかった。これに対して、安定した供給を確保するために必要とされる計算上の値は、８から１０％である。つまりは、たった一基の火力発電所、例えば愛知県の碧南の第４または第５発電所が機能不全になるだけで、電力不足という事態を引き起こしてしまうということである。
