You shouldn't worry about one person nagging on you, and should submit your work to the proper category, not what they are saying. Here are some guidelines:
If you did all the work and every pixel, every brush stroke, it's Digital Art. Then just choose the subject type from there.
If you took a photo and used it as a base, and just changed some sections or repainted parts, but the original still shows through, it's Photomanipulation. It should show up under Digital Art / Photomanipulation.
Only photos without painting on them would be in Photo / Animal. I'd refile this in Digital.

I think your advice is perfectly right.
But, though I claimed about my digital arts are not photo about three times, deviantART judged the slanderer is right.
I deny all of false charges, however standard of categorizing can be decided by dA freely as local rule.
I cannot cope anymore.

Don't worry about that one picture they reported you on, just go ahead and submit everything else properly. Most of your work should be in Digital/Drawings or Digital/Photomanipulations, if you can still see some of the photo you worked with.

Most of my works are created by same software, and lots of paintings are made with same technique.
I have no way to distinguish them.

If you did a lot of work on the picture drawing in your program, but a photograph or re-colored photo textures still show through, put it in Digital - Photomanipulation.
Then just cross your fingers :3 If anything gets reported for being in the wrong category again, you can message me and I'll try and help you sort it out with the admins.

However, I tried to confirm to help desk to ask many things. But dA refused all of my requests, even violating their own rules.
I heard many people were also coped same to me(or worse).

No one must think such WIP is photo. (In fact, old arts were started scanned rough pencil sketch.)
Currently, some people are believing slanders as truth. One of their proof is deviantART's actions.
I have no idea why such slanders are approved.
Only way to guard against same cases is to submit as photo. An adviser told me to do it actually.
And I don't want to submit my arts to risky category.
I thought I should not submit my art anymore. But many of my friends said I should keep it...

Don't worry, it's not risky. Just go ahead and put things in Digital: Painting, and you can have WIPs of them in your Scraps to point to and say "This is how it started. See? Not a photo." if that person bothers you again.

Then I will submit next art to right category with explanatory of situations.
If everyone have common sense like you, such trouble will never happen.
But any fair argument won't work to that psychotic. All of slanders were brought by her delusions.
For example, when she found a remain of someone's deleted account, she judged it is my another account for wicked act. How can I persuade such dangerous thinking?
When if I troubled again, can I consult you?
