Japanese authorities are resolutely, stonecold determined to recreate pre-3/11 state of "normalcy" and Business As Usual.
They will do the absolute minimum demanded by circumstances. If for no other reason than it's all they can afford.
Factions within the Elite will seek any advantage the crisis presents, either for their own benefit or to the detriment of those they wish to dis-advantage.
They will succeed - to the limit permitted by the Japanese people, contingent upon further disaster due to Nature or technological failures.
Absent cultural transformation, the Japanese people don't represent much of a barrier.
That leaves Nature and technological failure. If they "get a lucky break", they'll succeed in "damping down" the Fuku negatives.
They'll return to the illusion economic growth, based on perpetually increasing production and consumption, is possible.
It's not, not on a finite planet, not in a major food and energy importing nation, not in a country with their demographics, not in a world of peak just about everything.
Same goes for everyone else.
The people must change the situation for the better - everywhere - or it will only get worse - everywhere.
And what do you think it takes to overturn a failing model supported by an entrenched Elite? Working from within, one small, incremental step at a time as we are shoved back by leaps and bound by Law that is designed to prevent our succeeding?

I think it is not so difficult to import safe food and even to relocate all the people willing. If they were thinking ahead, but they do not! People - healthy, strong, educated, inspired people are the treasure of every nation! Young Japaneese need to save the DNA of this nation. Run, girls and boys! Run, young parents! This is the most patriotic thing you can do.
@pure water: careful now. Attempts to preserve genetic heritage could be construed to mean ones racial purity.
In Huxley's Brave New World, the only members (of that genetically controlled society) allowed to maintain their genetic heritage, were those who called the shots. Fukushima will doubtless effect the genetic heritage of the Japanese.
Turning the world's people into 'greys' may be one of the other byproducts of this catastrophe...
They'd also need to import air. Either that, or everyone needs a really good gas mask. Or maybe find some way to surgically implant filters in everyones' airways.
