Security updates break IE9 32-bit on Win7 AMD64 machine

Applies To: Internet Explorer | Internet Explorer 9 | Windows 7
Windows 7 SP1 AMD64 with all patches, Forefront.  My machine automatically got 7 Security updates today and now 32-bit IE9 is hosed. 
64-bit is fine.   Event viewer lists the faulting module as IEAPFLTR.dll in SysWow64 directory.

To add insult to injury, I cannot re-download the IE9 installer using Firefox, Chrome, or IE from 3 different computers.  The download simply never starts for this file.  I can download anything else I want from the net.  WHY?
