These cases are not always true. If a file exists in a folder then is deleted and a new file of the same name is copied or cut into the folder the new file will have the same created date as the old file of the same name which is incorrect. Is this a known issue?

    Hi,

I have tested this issue in my computer; it is affected by the file in Recycle Bin, Recycle Bin holds data that not only lists deleted files, but also the date, time and the path of those files, if you deleted the original file completely, the date would be the new time. Try the following settings:

    1.    On the desktop, right-click Recycle Bin, and then click Properties.

    2.    Under Recycle Bin Location, click the location of the Recycle Bin you want to change (likely your C drive).

    3.    Click Don't move files to the Recycle Bin. Remove files immediately when deleted., and then click OK.

    Hope it helps.

That makes sence when the file has been deleted. But thats not what im doing. Iv moved a file into a folder then moved it back out of the folder to a different location then copied that same files back to that folder it was in. And the time date stamp of the copied files is wrong it grabs crated date from the file that was first moved there.
