Neither C:\WINNT or C:\\WINNT show up in my registry.
The path might be referenced somewhere in one of the Help's HTML or .JS files? A complete rebuild of help might help, I think.

Here's what I have.
Windows XP Professional SP1.
I have changed tense here and there, but I am not going to fix my grammar.
I opened Help and Support Center. I clicked on Index. I heard two Windows XP Ding.wav sounds, one right after the other. I clicked OK on that message to close it.
My merged.hhk is in C:\WINDOWS\PCHealth\HelpCtr\Indices
There has never been a C:\WINNT folder on this machine. Windows has always
been in C:\WINDOWS.
After closing the two error messages, the left hand pane has... A white Index link in a blue band and below it, it is just a blank white space with no red X mark.
Right clicking the Index link brings up a context menu...
----------------- Back Forward (Grayed out/unavailable) ----------------- Select all ----------------- Print Refresh (Grayed out/unavailable) ----------------- Add to Favorites (Grayed out/unavailable) ----------------- Properties -----------------
Clicking the Index link flashes the info in the right hand pane.
Clicking Back on the context menu makes Forward Not grayed out/available after clicking the Index link. Otherwise clicking Back returned me to the Help and Support Center home page.
Clicking Forward on the context menu, when it is available, flashes the info
in the right hand pane.
Clicking Select All on the context menu selects everything in the left hand
pane. Which is nothing, it just makes the empty white space turn blue.
Clicking Properties on the context menu brings up a Properties sheet with a
General tab.

Accessed: Today because I opened C:\WINDOWS\PCHealth\HelpCtr\System\panels\subpanels\Index.htm
It opened in Internet Explorer and it had the Index link in it.
I clicked the Index link, another instance of IE opened with
hcp://system/blurbs/Index.htm in the Address Bar and Help and Support Center
opened with this displayed...
Red circle with a white X. [[Cannot display the page The page you are trying to view has an incorrect address and cannot be displayed. Please try another page. ]]

Here it is again.
Here are some things for you to consider. I tried to pay careful attention to listing each thing that I did and the result.
I have Windows XP Professional SP1.
In my experiments, nothing looks 100% consistent. But synchronizing the
clock is definitely related. Synchronizing the clock before opening H &
S with NewsHeadlines_1033_Professional.xml missing and then opening H & S
creates a new NewsHeadlines_1033_Professional.xml. But not every time.
Seems like a lot of screwing around to get a feature that I don't even use to update correctly.
