ようやく介護保険の報酬単価が厚生省から発表されました。訪問介護の身体介護が、４，０２０円、家事援助が１，５３０円となりました。介護保険事業者（介護の仕事に実際に当たる人）への報酬が出たことで、この事業に算入しようとする場合、重要な指標となります。
介護保険は、民間の事業者（業として介護事業を行なう人、従来の行政ホームヘルプ事業も介護保険適用となる）によって介護サービスが提供されるものであって、従来の福祉行政がやる措置事業とは異なりますから、皆さまの認識を変えていただかなければなりません。
わたくしは、ボランティアグループ神戸ライフ・ケアー協会を育ててきた者でありますが、この度NPOとして法人格を取得、かつ介護保険事業者として認定されました。その経験からいいますと家事援助の額が若干低いと考えます。少なくとも２，０００円はつけるべきと考えます。なぜなら、家事援助こそ訪問看護・介護の原点であり、この制度を基本的に支えることになるからです。
ともかく８兆５０００億円にもなる壮大な介護保険事業がまさに始まろうとしているのです。

1958年 福岡県立修猷館高校を卒業。
1967年 東京神学大学大学院修士課程を修了。
東京・東大阪・神戸の諸教会に牧師として従事。
現在、日本キリスト教団和田山地の塩伝道所牧師。
1973年 衆議院議員・河上民雄氏の地元秘書（2年間）。
1982年 在宅福祉民間ボランティアグループ「神戸ライフケアー協会」を設立し、 初代事務局長。
1983年 神戸ライフケアー協会・神戸市福祉顕彰奨励賞を受賞。
1987年 社会福祉法人恵泉寮施設長・同理事を務める。
兵庫県教職員組合文化賞を受賞。
1990年 精神薄弱者施設「清心ホーム」を創設。
衆議院総選挙（2月実施）
◎兵庫第1区（神戸市）で、121,436票を獲得し、トップで初当選。
