Mouse cursor response is delayed

I'm using a Kensington Expert Mouse optical trackball (USB HID device) with the latest Kensington software on WinXP SP3. Up until recently, it worked perfectly, but now, when I haven't moved the mouse cursor for a little while (I'm not sure of the minimum time, but it seems to be around 15 seconds or sometimes more), there is an initial delay in response between moving the trackball and mouse-cursor movement. Once I am using the trackball, the cursor is responsive until I've let the trackball rest for a while again. The delay isn't long, probably around a second or so, and it's somewhat variable. It's also intermittent -- in other words, it happens very frequently, but it doesn't always happen. Since this is an optical trackball, it can't be a mechanical problem in the trackball. I've disabled everything I can (services and startup apps) that's starting with Windows, but it hasn't helped. Processor usage is averaging below 50% most of the time and there is no correlation between processor usage and the mouse-cursor delays. I've also set the Kensington software to "real time" (highest) priority. I'm out of ideas.
