Now MS have a procedure (http://support.microsoft.com/kb/290684) and it DOES NOT WORK for me.
I have reloaded MS Office, I have used two different registry cleaners, still no joy.

I have deleted the Protected Storage System Provider subkey.. still no joy..
I have even deleted the Outlook account (I have a copy backed up).. still no joy.

HELP.. there must be an answer.. even tried system restore to the day before this all kicked off.. still no joy..
