Deepening U.S. Alliance May Lead Us Into Peril

　The government calls it a U.S. military realignment package in Japan, but won't our country be further integrated into U.S. global strategy? That was what I felt as I watched the "two-plus-two" meetings of the two countries' respective officials in charge of foreign affairs and defense announce the Japan-U.S. alliance is at a new stage.

　The realignment will bring the U.S. Army's I Corps headquarters to Camp Zama in Kanagawa Prefecture, "sharing" space with the Ground Self-Defense

　Force headquarters. Some U.S. troops will move out from Okinawa Prefecture, while others will be relocated to Japan's mainland. Under the call to relieve Okinawa's burden, we may see the United States and Japan further promote military integration, turning Japan's mainland into another Okinawa. Since World War II, the United States has been involved in a string of wars. The U.S. secretary of defense later admitted the Vietnam War was a mistake. More recently, Colin Powell, when he was secretary of state, made a speech on Iraq's weapons of mass destruction at the U.N. Security Council that turned out to be based on misinformation. Powell said the speech was a blot on his record. Each misjudgment ended up costing many lives.

Prime Minister Junichiro Koizumi announced he will postpone submission of the realignment bill. Military realignment will not only sway the course of our nation, it is a huge financial commitment that affects our economy and our treasury. It is irresponsible to make the promise and then ask others to take care of the rest.

　The American economist John Kenneth Galbraith died on April 29 at age 97. In 2004, in an interview with The Nihon Keizai Shimbun, he remarked that he felt incredibly happy to see that Japan's economy had managed to elude military influence.

The economist predicted that if the United States tried to strengthen its international influence, it will only become more unpopular and feared by other countries. According to Galbraith, the source of the mistake lay in the fact that U.S. foreign policy is influenced by corporate profit-making and military strategies. Galbraith cultivated a strong readership in Japan with his numerous books, including "Fukakujitsusei no Jidai" (The Age of Uncertainty). The opinions of an economist who continued to watch over the world for nearly a century carry a lot of weight with us.

軍事が先走る危険な日米同盟

●再編 (realignment)　組織の「再編成」のことで、alignment に繰り返しを意味する re- が付いたもの。alignment は「一直線になるように並べること」で、ここから、兵隊などの整列や、alignment of mountains (山々の連なり) といった意味が出て来る。また、自動車の走行性を安定させる車輪の調整という意味でもおなじみで、The front wheels of the car are out of alignment. (前輪のアラインメントが悪い) のように使う。動詞で表現すれば、Japan-U.S. accord to realign the U.S. military presence in Japan. となる。

●組み込まれてしまう (integrated)　integrate はふたつ以上のものを「統合する」こと。異なる人種・宗教・文化・階層などの人々を「融合する」の意味もあり、integrate immigrants into American society (移民たちを米国社会に溶け込ませる) のように使う。人種差別のない学校を integrated school と呼び、反対が segregated school。かつての米国で黒人／白人に利用が分けられていたトイレは segregated restroom。作文指導などでまとまりのある文を書くように、You must integrate your sentences in a more tidy unity. といった具合に注意を喚起する。

●名目 (Under)　under the pretext of (〜であることを口実に) と同じ用法。He offered a bribe to the politician under the pretext of paying a consultant's fee. ＝ 彼はその政治家に顧問料という名目で賄賂を贈った。Using relief of Okinawa's burden as an excuse ... (沖縄の負担軽減を盾に取って)といった具合に訳すことも可能。

●沖縄化 (another Okinawa) 「もうひとつの沖縄」と訳している。この another は「似た者 (人)、同類の物」の意味で、発明の才がある人を指して、For all we know, he may turn out to be another Edison. (ひょっとすると、エジソンの再来になるかもしれない) と同じ用法。「〜化 (する)」は central (中央の) ⇒ centralize (中央集権化する) のほか、democratize (民主化する)、Americanize (アメリカ化する) のように -ize を使ってかなり自由に造語できる。ちなみに、Balkanize / balkanize は小国に分裂したバルカン半島から生まれた言葉で「分裂」を意味して一般的に使われるようになった。宗派対立による分裂が顕著になっているイラクについて、The Balkanization of Iraq has become more evident than ever with the recent sectarian violence. のように用いることができる。

●汚点 (blot)　blot は名誉や評判を損なう行為を指す。2005 年９月に米ABC テレビで放映された Barbara Walters が司会を務めるインタビュー番組でパウエル国務長官 (当時) が述べたもの。イラクが大量破壊兵器を所有していると発言した点について同氏は、"I'm the one who presented it to the world, and (it) will always be a part of my record." と述べた。この a part of my record には「人生においてぬぐい去ることのできないもの」といった含みがある。また、blot は景観を損なう醜悪建物について blot on the landscape という使い方もできる。

●多くの命が失われた (costing...lives)　「〜がかかる」は This work will take a week. (この仕事には１週間かかる) のように take を使うが、費用や金額が「かかる」場合には cost を使って This project will cost ｴ10 million to carry out.。訳文では比ゆ的に用いる場合の「大切なものを犠牲にする」の意味で Drunken driving can cost you your life. (飲酒運転で命を落とすこともある) と同じ。このcost と意味がよく似た単語で新聞によく登場するのが claim。災害や事故が「人の命を奪う」で、The fire claimed three lives. ＝ その火事が３人の命を奪った。

●済むまい (irresponsible)　形式主語の it を使って「to 以下をするとは無責任だ」と訳している。「〜をしでかしてもお咎 (とが) めなしで済む」の意味で、よく使われる口語表現に get away with があるので覚えておこう。しばしば否定文で用いられ、You can't get away with asking others to take care of the rest. ＝ 後は頼むでは済まない。

●重み (weight)　物理的な重さのほかに発言における「影響力」の意味もある。carry weight が成句で、His opinion carries no weight with me. ＝ 彼の意見なんて僕にとってどうでもいい。また、weight には心理的重圧の意味で、Her illness has been a weight on my mind. (彼女の病気が私の気がかりになっている) のような用法も可能。
